ASHGABAT, Dec. 14 (Xinhua) -- Chinese President Hu Jintao's visit to Central Asia has been fruitful, Chinese Foreign Minister Yang Jiechi said Monday.     Hu has reached broad consensus with leaders of Central Asian countries on strengthening political mutual trust, deepening practical cooperation, and promoting communication and coordination in multilateral organizations, Yang told reporters.      CHINA-KAZAKHSTAN STRATEGIC PARTNERSHIP PROMOTED Chinese President Hu Jintao (L) meets with Kazakhstan's President Nursultan Nazarbayev in Astana Dec. 12, 2009. During his visit to Kazakhstan, the Chinese leader reached agreement with his Kazakh counterpart, Nursultan Nazarbayev, on promoting the Sino-Kazakh strategic partnership, said Yang, who was accompanying Hu during his visit.     Hu made five proposals: strengthening political mutual trust, deepening cooperation in the energy sector and other sectors, enhancing financial cooperation, and expanding cultural cooperation.     Hu expressed China's willingness to work with Kazakhstan and support each other on issues concerning their core interests, and push forward practical cooperation in various areas.     Nazarbayev said he highly valued the important role of China's good neighborly foreign policy in promoting peace, security and development in Asia and the world.     The two leaders agreed to further promote practical cooperation between China and Kazakhstan in various fields, and strengthen cooperation in important organizations and frameworks such as the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-building Measures in Asia (CICA), Yang said. 

BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

BEIJING, Nov. 24 (Xinhua) -- China hopes the upcoming China-EU summit will promote strategic mutual trust, said Vice Foreign Minister Zhang Zhijun on Tuesday.     Zhang said, the summit to be held on Nov. 30 in the eastern Chinese city of Nanjing is the highest level of dialogue mechanism between the two sides, and it has a unique and leading role in the development of China-EU relations.     At the invitation of Chinese Premier Wen Jiabao, European Commission President Jos Manuel Barroso, Swedish Prime Minister Fredrik Reinfeldt, whose country currently holds the rotating EU presidency, and EU High Representative Javier Solana will attend the summit. Both sides will exchange views on bilateral relations, global financial crisis and climate change.     Zhang said China hopes the summit will actively enhance strategic mutual trust and both sides will be more determined to support each other's choice of path of development.     China also hopes the two sides will make a general blueprint for the dialogue and cooperation in various fields and show the world their cooperation on global issues including trade protectionism and climate change, Zhang added.     China and EU have common or similar views on major international issues such as upholding multilateralism and promoting world peace and stability. They enjoy a sound basis of cooperation on promoting reform of international financial system and coping with climate change, Zhang said.     According to the Foreign Ministry, Chinese and EU leaders will attend the signing ceremonies of a series of agreements on science and technology, economic and trade, environment protection and industry, and hold a press conference after the summit.     The upcoming 12th China-EU summit is the second of its kind in 2009 as the first one was held in May, and it is also the third time for the leaders to meet in 2009 since Wen visited Europe at the beginning of this year.
