There is a good chance this pandemic is having you go to the gas station less often. Fewer trips to the store, after all, means fewer fill-ups.While that may be good for your wallet, it's bad news for governments who rely on gas taxes to fund transportation construction projects. THE ISSUEFor every gallon of gas you buy, 18 cents goes to the federal government and the Highway Trust Fund. That money is then used to pay for transportation projects around the country. Additionally, each state imposes their own gas tax which can range from 14 cents to 57 cents per gallon of fuel. States use that money to fund transportation projects of their own. Simple economics suggest that when Americans drive less, there will be a loss in revenue for states. States are also losing money with sales taxes, tolls and DMV registrations, which is making a problem even worse. WHAT'S BEING CANCELED"The state is collecting less of that money," Alison Black, Chief Economist with the American Road & Transportation Builders Association, said. Black's organization has been tracking which states are cutting projects.Currently, 14 states have announced project delays or cancellations, valued at nearly .5 billion. These include Florida, Georgia, Hawaii, Kentucky, Mississippi, Missouri, Nevada, New Mexico, North Carolina, Ohio, Pennsylvania, Vermont, Washington, and West Virginia. There are 19 local governments and authorities that have announced project delays or cancellations, totally more than .54 billion. Ten states or local areas have vetoed, canceled, or postponed legislative initiatives or ballot measures related to transportation funding because of the pandemic. This includes several major initiatives in California's self-help counties. RELIEF COMING?Many states are lobbying for Congress for a bailout, but that is far from certain. While President Donald Trump, this week, did cut environmental regulations to speed up infrastructure projects, his announcement doesn't address the funding gap. 2017

Several distraught employees could be seen in the parking lot comforting each other.Investigators say there is no indication that terrorism was a motive, but have not ruled anything out at this point. They are still interviewing hundreds of witnesses and going through surveillance video.Special agents with the Bureau of Alcohol, Tobacco, Firearms and Explosives were helping police in the investigation. The shooting at the busy shopping center forced customers to either hide in the store or frantically run for the doors.Witness Harold Stevens said he was in the store with his son when he heard at least three shots. There have been plenty of presidential elections when Nebraska hasn't cross too many minds. After all, it's a relatively conservative state where President Donald Trump won by 25 points in 2016. But this election, Democrats aren't forgetting about Nebraska, or more specifically, Omaha. DOING THINGS DIFFERENTLY Nebraska and Maine are the two states that award their Electoral College votes based off results in individual congressional districts. For instance, in 2008, John McCain and Barack Obama both received Electoral College votes from Nebraska. In Nebraska, two Electoral College votes goes to the statewide winner and one Electoral College vote goes to the winner in each of the state's three congressional districts. A total of five Electoral College votes is at stake. While Trump will again carry the statewide vote and two of the state's congressional districts, it is unclear what will happen in the 2nd Congressional District, which includes Omaha, Nebraska. Democrats believe there is a chance. "For whatever the reason, there are a lot of Democrats and independents saying they are going to vote for Biden," Bob Kerrey, the former Democratic governor and U.S. Senator from Nebraska, said. Republicans aren't conceding by any stretch, although they acknowledge it will be close. "We have more people than ever with boots on the ground knocking on doors," Theresa Thibodeau, chair of the Douglas County GOP, which includes Omaha, said. HOW IT COULD COME DOWN TO OMAHA If the election is close, there is a scenario where it all comes down to Omaha. If the projections in most states hold true -- and Trump wins the swing states of Florida, Georgia, North Carolina, Ohio, Pennsylvania & one congressional district in Maine and Joe Biden wins the battleground states of Arizona, Michigan, Nevada and Wisconsin -- how Omaha votes could decide the election. DEMOCRATS VS REPUBLICANS Of course Republicans in Nebraska don't particularly like the way in which their state allocates votes. "We should move our state back to a winner takes all," Thibodeau said. Former Senator Kerrey, obviously, disagrees. "We figured out how to do it right, to have a winner take all system basically throws out Republican and Democratic votes depending on where you live," Kerrey said. 2290
