SAN FRANCISCO (AP) -- A federal judge blocked on Friday President Donald Trump from building sections of his long-sought border wall with money secured under his declaration of a national emergency. As a compromise on border and immigration enforcement, Congress set aside .375 billion to extend or replace existing barriers in Texas' Rio Grande Valley, the busiest corridor for illegal crossings.Trump grudgingly accepted the money, but he declared the emergency to siphon money from other government accounts because he wanted to spend billion on wall construction. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. They hope to present it by the end of 2020.City leaders hope this will become a template for other neighborhoods and a way to get more people involved in the process. SAN DIEGO, Calif. (KGTV) -- When asked if his success is surreal, comedian Jo Koy said: "I earned it."Jo Koy, whose real name is Joseph Herbert, knew he wanted to be a comedian since the age of 11. He has been in the comedy scene since the late 1980s and said he "kept grinding." That hard work paid off as Koy is now getting ready to film his third Netflix special and performs to sold-out audiences across the country. Family has been a central theme in his routine, often talking about raising his teenage son and growing up with his Filipino mom. His son, now 16, is getting involved in helping dad refine his show. "He's an associate producer on [the Netflix special] 'Comin' in Hot.' He came up with my last joke... he's the one that told me to wear what I was wearing. That outfit, he picked it out," Koy said.Koy tells 10News his mom loves the attention, "My mom always wants more!" Koy said. When asked if there was enough diversity and inclusion in comedy, the half-Filipino artist he feels like the doors are now, "open and there's a lot more opportunity, but we still have a long way to go." He's not going to get much time to check out the sights in San Diego. He's focusing on work and putting on great shows at the Civic Theater this week. "I stay working, man! I'll stop working when I die! I'm always going to do stand-up," Koy said. "This is my passion. I'll be 80 and I'll be on stage... this is what I was born to do." SAN DIEGO (KTGV)— A homeless man and convicted rapist accused of sexually assaulting a woman at an East Village bar in November faced his accuser in San Diego Superior Court. Gary Cushinberry, who's accused of multiple counts of sexual assault and attempted rape, pleaded not guilty. The judge ordered all media to conceal the victim’s identity, and to refer to her as Jane Doe. Jane Doe took the stand and recalled what happened on the evening of November 5th. She said she was at Amplified Kitchen and Beer Garden in East Village, celebrating with some colleagues.After having a few drinks, she headed to her car. She admitted she was drunk at the time, and her memory was hazy. But she did remember the moment her bottom touch the ground.“He was touching underneath the blanket, and I just remember being shocked. Uh, next he further proceeded to put his hand in my pants,” Doe said. While he attacked her on the ground underneath a dirty blanket, he tried to drug her with what she thought was a meth pipe, Doe continued. Detective Carlos Munoz of the San Diego Police Department also spoke in open court. After the case was assigned to him, he monitored surveillance cameras in the area. The detective found footage of a homeless man fitting Gary Cushinberry’s description, pulling Jane Doe into a bush next to her car. The two were not in frame for the next 25 minutes, until video captured Jane Doe speeding away from the parking lot, back into Amplified, where she later reported the assault.“It’s like you imagine a fight or flight. And I didn’t really fight and I didn’t flight. I just froze,” Doe said. Cushinberry, who is already a convicted rapist in Indiana, returned to the frame, just two minutes later. “When he walks up toward the intersection, or the corner, he is adjusting his belt, he is adjusting his waist,” Detective Munoz said. The next day, Jane Doe provided information for a suspect sketch.Officers also took her to Palomar Hospital to run a rape kit. DNA Criminalist Adam Dutra of the San Diego Police Department Crime Lab tested the DNA swab taken from the front button and zipper of Jane Doe’s shorts.“There was strong support for the inclusion of Mr. Cushinberry as the 98% contributor,” Dutra said. Cushinberry’s past convictions include rape in 1995, sexual battery in 1997, and recently, felony robbery in San Diego.His next court appearance is on December 19th. 2407
