BEIJING, Oct. 20 (Xinhua) -- Participants at a human rights forum in Beijing have paid tribute to China's treatment of human rights issues."We have a different culture. The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday. The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization. He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature. The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees. The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators. The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration. To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation. The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken. In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice. These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday. The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities. This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams. The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

PYONGYANG, Oct. 24 (Xinhua) -- The government of the Democratic People's Republic of Korea (DPRK) held a grand banquet here on Sunday to mark the 60th anniversary of the entry of the Chinese People's Volunteers (CPV) into the Korean front.Premier Choe Yong Rim of the DPRK's cabinet and Vice Chairman Guo Boxiong of China's Central Military Commission joined CPV veterans and hundreds of others on the occasion on the eve of the Monday anniversary. The CPV fought alongside Korean army and people during the war, helped the DPRK win liberation, and defended regional and global peace, said Yang Hyong Sop, vice-president of the Presidium of the DPRK Supreme People's Assembly. He conveyed, on behalf of his country, warm greetings to CPV veterans as well as the Chinese army and people, adding that the DPRK is committed to enhancing its traditional friendship with China and passing it from generation to generation. In his address, Chinese ambassador Liu Hongcai recalled the profound friendship forged on the battlefields between the two peoples and two armies, saying their heroic feats contributed to upholding justice and opposing power politics, and their victory belongs to all peace-loving people across the world.China will always remember all those who had given their lives for peace and make concerted efforts with the DPRK to promote regional and global peace and development, he added. Before the banquet, Chinese delegates watched an adapted Chinese opera masterpiece performed by DPRK artists.

BEIJING, Sept. 26 (Xinhua) -- Senior Chinese leaders have called for harsh punishments and effective precautions to be taken against public officials' dereliction of duty. Both punishment and precautionary measures were important in promoting social harmony and stability, and should be paid equal attention, they stressed.Wu Bangguo, He Guoqiang and Zhou Yongkang, who are members of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during their visit on Sunday to an exhibition on China's procuratorates' work to fight against crimes of malfeasance and rights infringement. The fight against such crimes was also part of the country's anti-corruption campaign, they said. The leaders also called on government officials and Party cadres to take the lead in upholding China's Constitution and laws and make further efforts to improve their awareness of the rule of law. When dealing with cases of officials' negligent conduct, procuratorial agencies should diligently practice their duty of supervision and strictly enforce the laws for the interest of the people, the leaders said.
