SAN DIEGO (KGTV)-- Five San Diego Police officers were recognized for their exceptional bravery during the Las Vegas Massacre. Fifty-eight people died, and more than 400 others were injured in the 2017 shooting."When others run from danger, police officers run towards it," San Diego Police David Nisleit said, as he opened the awards ceremony at Miramar Air Station. On October 1, 2017, a group of San Diego Police officers was vacationing with their families in Las Vegas. They were enjoying their first year at the Route 91 Harvest Festival. But around 10 pm, the event turned deadly. "It probably wasn't fireworks or firecrackers. It wasn't just a shooting on the strip," Officer Thomas McGrath Jr. said. "We knew it was gunfire," Detective Michael Do said. "We just didn't know where it was coming from."The 1,100 bullets were fired from 32 stories up the Mandalay Bay Resort. That is when the eleven off-duty San Diego Police officers went from Vacation-mode to Action-mode. Officers Thomas McGrath, Mark Williams, Max Verduzco, Richard Barton, and Detective Michael Vo began shielding concert-goers, treating the wounded, and creating escape routes. For their heroic actions, the five men received the Department's highest decoration of bravery-- the "Medal For Valor.""I don't think I did anything special," Officer McGrath said. "I just did the same thing that I would normally do during patrol or what I have been trained to do."After helping the first group of people, Officer McGrath went back into the crowd and found Jonathan Smith, who had been shot in the neck. "I put as much fabric and shirt inside his neck to stop the bleeding," McGrath said. " I put pressure on it and did my best to get them out of that venue."He said the Department's tactical combat care training kicked it. It was an act that eventually saved Smith's life. "The bullet missed my carotid artery by a few centimeters, and it is still lodged in there," Smith said. He showed 10News his dark scar near his collar bone and said the bullet is still in a small pocket behind his heart. Without McGrath's quick actions, doctors told Smith, he would have died. Thursday, Smith drove from his home in Buena Park to not only attend the ceremony but to also give the "Lifesaving Medal" to his hero.Six other officers who were in attendance of the Route 91 festival also received recognition at Thursday's ceremony. Officers Caitlin Milligan, Eric Hansen, Bryan Johnson, William Hernandez Jr., Braden Wilson, and Detective Scott Gosnell were awarded the "Exceptional Performance Citation" for helping concert-goers escape from the venue.All of these heroic acts were made by San Diego Police Officers who were not in uniform at the time. They say the tragedy continues to inspire them to be proud members of the Department."I love my job. And I love the training that I get and being that person that can step up in times of need is always what I wanted to do," Officer Max Verduzco said. "Two years later, I still want to help people. And I think that event made me want to help more people. It made me proud to be a police officer," Det. Michael Do said. Smith told 10News the tragedy and Officer McGrath's actions inspired him to make a career change. SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

"The amount of jobs up there or jobs that are very close to a fit for me are just non-existent, and I have come to realize that there are tons of other wonderful qualified people applying for the exact same jobs I am," said Schmidt.She was working as an executive assistant for three vice presidents at Navis, a company that specializes in technology for the hospitality industry. Some of their biggest clients include hotels and resorts."It was literally my dream job. It was the best company culture I had ever been a part of, just some of the most brilliant people that were just so down to earth. I loved going to work every single day," said Schmidt. Schmidt thought working from home would be temporary, just during COVID-19, until the day managers called an all-team meeting."And it was very tough for them to tell us we no longer had jobs, that they were doing everything they could to make the company survive," said Schmidt.After months of searching, she finally found an opportunity that made her hopeful, only to learn it was a scam. When it came time for the virtual interview, the scammer instead wanted to have a text conversation over Google Hangouts. "All they want is personal information; they did not want to know anything about my experience or background," said Schmidt. SAN DIEGO, Calif. (KGTV) -- An appeals court today overturned a ruling that would have allowed the conditional release of the “Bolder Than Most” rapist, Alvin Quarles. The ruling was issued by the 4th District Court of Appeals Monday. The court said, in part that “Quarles is a serial rapist whose crimes were shockingly brutal and destructive. If he fails after he is conditionally released, considering his past, we shudder to contemplate the consequences of such a failure.”After news broke of the reversal, Dianne Jacob, who serves on the San Diego County Board of Supervisors and has been adamantly against the release, spoke out on Twitter. We must continue to fight the placement of sexually violent predators into our communities,” Jacob said in part. The ruling comes after San Diego County Superior Court Judge David M. After his release, he would have undergone treatment through a conditional release program.Gill's ruling followed a series of closed-door hearings that involved testimony from psychiatrists and other experts. Quarles was dubbed the "Bolder Than Most" rapist due to the way he attacked his victims at knifepoint, sometimes forcing the women's husbands or boyfriends to watch. In 1989, he pleaded guilty to committing over a dozen sexual assaults in the mid-to-late 1980s. He was sentenced to 50 years in prison. (KGTV) - Nearly six years after it passed, Proposition B will be in front of two courts this week, with the future of San Diego pension reform on the line.Prop B was on the ballot in June of 2012 and passed with 65% of the vote. It promised to solve San Diego's pension crisis by giving new City hires a 401(k) style retirement plan instead of a pension. The change went into effect for all city hires except police officers.Since then, it's been mired in legal challenges.Shortly after it passed, union leaders sued, arguing that any changes to union employment agreements have to be negotiated first before they're placed on a ballot. They said that then-Mayor Jerry Sanders violated that rule when he openly campaigned for the Proposition in 2012.In 2015, the State Labor Board agreed with the union claims.That ruling went to the California 4th District Court of Appeals, who overturned the Labor Board's findings in 2017.In 2018, the State Supreme Court reversed the 4th District's ruling. The Supreme Court sent the issue back to the lower courts to decide what an appropriate "remedy" would be to Sanders' improper campaigning."They did not say 'Overturn Prop B.' They could have," says Reform California's Carl DeMaio, who wrote Proposition B. "They said, 'Hey, district court, find out how you punish the City of San Diego for this violation.' What’s the punishment? A slap on the wrist, a speeding ticket?"The 4th District will hold an open session on Monday, March 11 to begin that process. DeMaio says if the District Court rules to overturn Prop B, he plans to appeal that decision."Do you think they’ll actually overturn the citizens initiative? If they do, we will counter-sue on the punishment phase," says DeMaio.Meanwhile, the US Supreme Court will also look into the Proposition this week. On Friday, they'll decide whether or not to hear a case based on the First Amendment. Supporters of Prop B say the California Supreme Court's ruling violated Mayor Sanders' First Amendment rights of free speech and his ability to openly support or oppose items on a ballot."The issue is whether for not elected officials have first amendment rights," says DeMaio. "Can an elected official actually give an opinion on a ballot measure? I think yes. Even if I disagree with that opinion, it is their constitutional right.
