SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) -- This is the time of year that retailers usually announce how many workers they'll be hiring for the holiday season, but that's been slow to happen in 2020, according to a new report.Outplacement firm Challenger, Gray and Christmas released a list of about 35 major chains and delivery services, with only seven reporting how many they plan to hire. It says big box chains such as Macy's, Target and Kohl's have still not made their plans public. Firm CEO John Challenger said companies normally start announcing hiring plans after Labor Day. "They're deferring those announcements because they just don't know where they stand," he said. Challenger said retail spending is shifting more dramatically online, given the pandemic. He said that will create a new demand for jobs through distributions centers as opposed to retail stores. The report notes that Amazon has been hiring new people throughout the pandemic, which could explain why the online retail giant only plans to add 100,000 jobs this holiday season, down from the 200,000 it added last year. The report says UPS plans to hire 100,000, up for 95,000 last year; while FedEx will add 70,000, up from 55,000 in 20`19. Challenger said he still expects retail hiring to increase over the holidays because this is their biggest time of year. He said, however, that the jobs may be different in store - from temperature takers to curbside delivery people. Challenger said the competition will be quite keen amid double digit employment, with information potentially limited. "You need to be out there right now looking to get these jobs, talking with retailers, letting them know you're interested, because they'll make their hiring and then it will be more, catch as catch can," Challenger said. The uncertainty has also extended to Main Street. Luisa Jackson, a co-owner of Earth's Elements, a gift and beauty boutique with locations in Little Italy and Carlsbad, said normally this time of year is about planning for the holidays. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in.
