ZHOUQU, Gansu, Aug. 8 (Xinhua) -- At least 127 people have been confirmed dead in rain-triggered mudslides Sunday in a northwest China county, while rescuers are racing against the clock to search nearly 1,300 others who are still missing.Heavy downpours triggered landslides and mud-rock flows in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning.The rescue headquarters in Zhouqu estimated that 1,294 people are missing as of 9 p.m. Sunday. Earlier the provincial civil affairs department put the figure at nearly 2,000.Another 117 were injured, including 29 in serious condition, as of 9:25 p.m.. In addition, 1,242 have been rescued from debris or brought to safety from places such as tops of buildings.About 45,000 people have been evacuated, according to a statement from the provincial civil affairs department.The water level in the county seat of Chengguan Township had declined by 40 cm, after floodwaters carrying mud and rocks submerged half the town in the small hours on Sunday, said Mao Shengwu, head of the prefecture.Chinese President Hu Jintao and Premier Wen Jiabao instructed the Gansu provincial government and other related departments to spare no efforts to save lives. Wen arrived at Zhouqu County at 4:35 p.m.The China National Committee for Disaster Reduction, the State Flood Control and Drought Relief Headquarters and the Ministry of Civil Affairs have lifted the national disaster relief response level to grade II, the second highest level.

S.-China relations."Sometimes the tank is full, (and) sometimes it draws down. But when in the middle of the relations, you would get less drama," he said."There is more respect ... (and) the ability to communicate on the very very sensitive issues. I don't have a panic button, no restart button. The relations have ups and downs, but overall relations are strong, stable and resilient," Huntsman said.Secondly, he said there are areas of difference but there are many more areas of convergence and what unites us is a lot more important than what divides the U.S. and China."Our success is increasingly tied to identifying our shared interests and to working towards practical solutions," said the 50- year-old diplomat.Thirdly, Huntsman said the two nations were not seeking to " impose our world views on one another" or "to remake one another."The U.S. and China would seek to understand each other better, to continue dialogues and to improve future prospects, he said.Fourthly, Huntsman said while hot political issues often grab public attention, the foundation of the U.S.-China relations was largely commerce and trade.Back in 1974 and 1975, two-way annual trade between the U.S. and China was somewhere between 500 million U.S. dollars to 1 billion U.S. dollars, but this year the U.S.-China trade would reach 400 billion U.S. dollars, making it the world's largest commercial relations, according to Huntsman.Even in the sensitive areas of imbalance, it began to narrow, he said. In 2000, China was the 11th largest export market of the U.S. while it was the third largest now.Fifth, Huntsman said long-term U.S.-China relationship should be based on investment in the next generation and real trust would be earned by people-to-people interactions.Huntsman reminded people of being realistic on the expectations over the U.S.-China relations. "It would never be a 100-percent paradise, nor a cold-war staredown. It would probably be something in between," he added.Asked to comment on China's move to allow more flexibility in its yuan exchange rate, Huntsman responded carefully."I think it's a genuine attempt by China to address its exchange rate mechanism by providing greater flexibility. I know they have given great thoughts and consideration on going forward, knowing that any economic transition that results in stronger consumption, will at some point have to deal with the currency issue," he said.

BEIJING, June 19 (Xinhua) -- The People's Bank of China, China's central bank, has decided to proceed further with the reform of the Renminbi exchange rate regime to enhance the RMB exchange rate flexibility, a spokesperson of the central bank said Saturday.The decision was made in view of the recent economic situation and financial market developments at home and abroad, and the balance of payments (BOP) situation in China, the spokesperson said in a statement.In further proceeding with the reform, continued emphasis would be placed to reflecting market supply and demand with reference to a basket of currencies. The exchange rate floating bands will remain the same as previously announced in the inter-bank foreign exchange market, the spokesman said.The spokesperson said China's external trade is becoming more balanced. The ratio of current account surplus to GDP, after a notable reduction in 2009, has been declining since the beginning of 2010."With the BOP account moving closer to equilibrium, the basis for large-scale appreciation of the RMB exchange rate does not exist," the spokesperson said.The PBOC will further enable market to play a fundamental role in resource allocation, promote a more balanced BOP account, maintain the RMB exchange rate basically stable at an adaptive and equilibrium level, and achieve the macroeconomic and financial stability in China, the spokesperson said.China has moved into a managed floating exchange rate regime based on market supply and demand with reference of a basket of currencies since July 1, 2005.The spokesperson said the reform of the RMB exchange rate regime has been making steady progress since 2005, producing the anticipated results and playing a positive role.With the current round of international financial crisis was at its worst, the exchange rate of a number of sovereign currencies to the U.S. dollar depreciated by varying margins."The stability of the RMB exchange rate has played an important role in mitigating the crisis' impact, contributing significantly to Asian and global recovery, and demonstrating China's efforts in promoting global rebalancing," the spokesperson said.The gradual recovery of the global economy and upturn of the Chinese economy has become more solid with enhanced economic stability. It is desirable to proceed further with reform of the RMB exchange rate regime and increase the RMB exchange rate flexibility, said the spokesperson.

  

BEIJING, Aug. 3 (Xinhua) -- China has scrapped tariffs and value-added taxes on core equipment, components, and raw materials imported and used in civilian high-tech projects since July 15, according to a circular of the Ministry of Finance and other departments.The move seeks to encourage research and development in the nation' s major strategic products, core technologies and major projects, said the circular.Custome officers are checking imported goods in a bonded warehouse.The projects that have been exempted from taxation include core electronics, high-end universal chips, basic software, integrated circuit-manufacturing equipment, new generation wireless mobile communication networks, and new drugs for prevention and treatment of some infectious diseases such as AIDS and hepatitis.

  

BEIJING, July 6 (Xinhua) -- China's Ministry of Finance and the Ministry of Civil Affairs on Tuesday jointly sent 377 million yuan (55.2 million U.S. dollars) to four southern provinces which had been battered by rainstorms and consequent floods.The funds will be mainly used for the evacuation and resettlement of affected local people and the rebuilding of damaged houses in the provinces of Zhejiang, Fujian, Jiangxi and Hunan, said a statement released Tuesday by the Ministry of Civil Affairs.Figures from the ministry show that around 260 people have been killed and 211 left missing in 11 provinces since rainstorms hit south China on June 13.More than 3.8 million people were evacuated and relocated due to floodwater, which also destroyed 312,000 homes and resulted in direct economic losses reaching 64.57 billion yuan (about 9.49 billion U.S. dollars).As of Tuesday, the two ministries have allocated a total of 867 million yuan for eight southern provinces and autonomous regions for flood relief.
