SAN DIEGO (KGTV) — County public health officials have released guidance for celebrating Halloween this month, including recommendations for trick-or-treating and parties.The county is recommending that residents avoid traditional door-to-door trick-or-treating, "trunk-or-treating" where candy is offered from cars, or leaving bowls of candy for others at their door this Halloween due to the pandemic.For those who want to find a safe alternative to traditional trick-or-treating, the county recommends "one-way" trick-or-treating where residents leave individually wrapped goodies bags outside for families to grab while maintaining physical distance, such as at the end of the driveway or yard.Parents are also asked to consider giving away treats other than candy, such as stickers, pencils, or mini pumpkins that can be sanitized by parents before given to kids.There are several activities that are not allowed, according to the county, including:In-person gatherings, parties, and events with non-household members even if gatherings are outdoors because physical distancing will not be easy to maintain,Carnivals, petting zoos, festivals, and live entertainment are not allowed because of frequent interaction with high touch surfaces by children and participants, andAny gatherings already not allowed under current public health ordersHaunted houses are not recommended because of the potential for crowds in tight spaces and poor ventilation, making safety and social distancing a challenge.County officials recommend that San Diegans celebrate through:Online parties or costume contestsDrive-thru events and car paradesDecorating homes and yardsMovie nights within households or at drive-in theaters, andPumpkin patches where social distancing and increased hand hygiene is possibleThe county says that whichever way residents end up celebrating Halloween, it's important that they continue to wash and sanitize their hands often and thoroughly, avoid close contact with individuals that are not in the same household, wear a face covering, and stay home and away from others if sick.More Halloween safety resources are available on the county's website. 2175

SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156

SAN DIEGO (KGTV) - Another testing site is being added to San Diego County, and this one will be the closest to the U.S.-Mexico border so far for the region.The San Ysidro port of Entry’s PedWest crossing is one of the world’s busiest pedestrian international border crossings. Within the next two weeks, a testing site at that location will join the more than two dozen others across San Diego County. It will be an appointment-free, walk-up site. Officials expect 200 tests to be done daily there.Chicano Federation Chief Strategy Officer Roberto Alcantar said this is a step in the right direction as far as testing is concerned, but said there is still work to be done to help the Latino community.Related: San Diego County launches COVID-19 outreach campaign for LatinosHe said many in the Latino community are afraid of getting tests done because of the fear of a positive test.“Our community is nervous about losing their jobs, not being able to go to work, the real economic impact that comes from being positive and feeling that that might hinder them in a way,” he said.He added that this is a big-picture problem. The Latino community lacks affordable housing, forcing families to live in close quarters and increasing the risk of spreading the virus, and also forcing people to live across the border to find affordable housing. Many of these people are essential workers and need to continue to work to support their families, so they cross the border on a daily basis. This new site will help give them access to testing.“They’re having to cross the border every day. We’re hearing from workers that they’re spending 4-5 hours every day waiting just to cross,” said Alcantar.Alcantar also said that the new testing site will likely lead to more positive rates, as is expected with increased testing, and he worries about what that will do to the perception of the Latino community, which already has higher numbers than the rest. As of August 9, 62% of San Diego’s cases are Hispanic people, a community that makes up just 34% of the population. That number will likely continue to climb with another testing site in an area dominated by Spanish speakers. This, tied with a perception that people are carrying the virus from Mexico to the U.S., could be bad.“Our concern is that this will help push further that narrative that we have to have a testing site because the rates are coming from Mexico,” he said.The Chicano Federation has been working with UCSD to reach out to the Latino community and find out why they don’t want to get tested and also encourage them to get tested. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. Saturday's update set another daily record with 1,859 new COVID-19 cases reported — a 14% positivity rate out of 12,932 tests.According to the county's data on Saturday, there were 86 active community outbreaks. 1988
