SAN DIEGO (CNS) - In a 3-1 vote, the San Diego City Council Environment Committee approved a resolution declaring a climate emergency in the city of San Diego Thursday.The resolution has no council action attached, but voting for it is the first step toward getting more meaningful ordinances in front of the full city council. SAN DIEGO (CNS) - As part of its reopening plan amid the coronavirus pandemic, the San Diego Unified School District allowed some students facing severe challenges to return to in-person learning today, but a timeline for the district to reopen fully remains unclear.Phase 1 of the district's plan to reopen is to allow elementary school students ``who have been uniquely identified by their teachers as experiencing learning loss'' to have limited in-person appointments.Participation is voluntary and students who participate in the sessions will continue to receive online learning.On Tuesday, Lafayette Elementary School in the Clairemont Mesa neighborhood invited back 25 of the 27 students who were asked to return to in- person instruction -- many of whom are part of a deaf and hard-of-hearing program at the school.The district's Phase 1 includes a mandate for less than 20% capacity for rooms and for schools, half days to avoid groups eating at schools and a six-foot distancing everywhere on school grounds -- barriers or no barriers.This summer, San Diego Unified adopted standards developed in consultation with experts from UC San Diego. As a result, conditions for the district's reopening local schools are considerably stricter than state standards, and much stricter than various other school districts in the region that have opened for in-person learning.According to the district, all California Department of Public Health criteria has been met to a level where limited in-person classes are possible.The next stage will be when both state and county data fit the district's stricter metrics. SAN DIEGO (CNS) - Flames tore through a Mira Mesa home Wednesday afternoon, causing extensive damage, injuring a firefighter and displacing five residents.The blaze erupted for unknown reasons shortly before 2 p.m. in the 10100 block of Embassy Way, just west of Camino Ruiz, the San Diego Fire-Rescue Department reported.All the occupants of the house were able to safely get outside prior to the arrival of emergency crews, according to SDFRD public affairs.Watch firefighters battle the fire below:Firefighters arrived to find the residence engulfed in flames. SAN DIEGO (CNS) - Authorities asked the public to keep an eye out for a missing Lemon Grove teenager with a history of running away from home.The last known sighting of Alonna Wintland, 15, was on July 31, when she left her home in the 8000 block of Lemon Grove Way in a car driven by an unidentified man, according to sheriff's officials.At the time, Alonna, who did not take her cellphone or debit card with her when she disappeared, was wearing beige shorts, a white shirt and sandals. Her whereabout since have been unknown.Alonna is white, 5 feet, 2 inches tall and weighs about 235 pounds. SAN DIEGO (CNS) - Officers found a man fatally wounded inside a vehicle in the Bay Terraces community of San Diego, a police lieutenant said Saturday.Officers discovered the vehicle off the road with no other vehicles around and it did not appear to have been involved in a traffic crash, San Diego Police Lt. Paul Conley said.Officers dispatched to the location a little before midnight in the 7000 block of Paradise Valley Road walked up to the vehicle and discovered a man behind the wheel suffering from a gunshot to the upper body, Conley said.Paramedics rushed the man to an area hospital, where he died from his injuries, he said.The San Diego Police Department's Homicide Unit asked anyone with information regarding the shooting to call them at 619-531-2293. 775
