A viral video of a police officer hitting a 14-year-old girl during an arrest has caused outrage in a Florida community.The video -- posted to Instagram on Friday -- shows a girl being held down by two officers, one man and one woman. The male officer hits the girl in the side twice as he holds her shorts."Why you hitting her?" someone in the video yells. "She can't do that, her hands underneath her, the f*** you hitting her for?"The police department in Coral Springs, about 29 miles northeast of Fort Lauderdale, said in a statement on Facebook on Friday that the video does not show the entire incident that led to the arrest. 641

A new social media trend has one West Michigan photographer capturing the reactions of two people meeting for the very first time in a hybrid blind date/photoshoot.Hailey Estill started shooting photos professionally just a few months ago. She has been working to get her business Candid Captures by Hayley off the ground in a few different ways.Estill graduated from college with a degree in psychology and has been looking into how she can meld her passion for creative photography with her knowledge of how the human mind works.And so, in a poetic meshing of her different skill sets, she began arranging and shooting what she calls "stranger shoots".Estill says she is "interested in both the art and the psyche behind two people meeting and getting intimate pictures taken.”On Monday evening she let FOX 17 tag along on her latest shoot.“They're all gonna have different outcomes, because you're just doing it with completely different people every time,” Estill said.At this shoot, a man and a woman from Grand Rapids would meet for the very first time, as Estill hangs back and takes a series of photos that could easily be confused for an engagement shoot.Danny and Caitlin, both in their early twenties, walked towards each other with their faces covered by bandannas.Estill says she will often give the participants prompts while shooting, telling them to whisper different trivia facts about themselves to one another.“So I’m going to tell you guys to go in the middle of the road there and slow dance for a minute," Estill told Danny and Caitlin during their photoshoot at Crescent Park in downtown Grand Rapids."And then Danny, you go first and tell her 3 things about you. And after, I want you to tell him 3 things about you."While Estill says not every couple ends up hitting it off right away, Danny and Caitlin seemed quite smitten.“I think I'm a pretty outgoing person, easy to get along with. So this wasn't super out of my comfort zone. I'm pretty good right now, I don't know about him," Caitlin said after the photoshoot finished up."The entire time I was kind of just like, Wow, she's beautiful. Like, I can't wait to get to know her," Danny added. “I hope there's something here… I mean, I have good feelings about this.”The pair exchanged contact info before the sun went down.“He walked her to her car, so I don't know what’s happening," Estill said after the couple had departed.Estill says she doesn't see her playing cupid as a long-term career path, but for now, she is enjoying it and looking forward to booking more "stranger shoots" in the near future.She said, “You just never know how people are going to react. A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938

A New York taxi kingpin and business partner of President Donald Trump's attorney Michael Cohen has agreed to cooperate with the government, The New York Times reported Tuesday.The Times said the agreement for Evegny "Gene" Freidman would allow him to avoid jail time and would have him work with prosecutors in both the state and federal investigations.Word of the Freidman agreement came just days after news broke that Jeffrey Yohai, the son-in-law of former Trump campaign chief Paul Manafort, had reached a plea agreement.Freidman, known as New York's "Taxi King," was indicted on state charges last year by then-New York Attorney General Eric Schneiderman, who alleged Freidman and others failed to pay million in MTA surcharges between 2012 and 2015.Freidman's agreement, given his ties to Cohen as a business partner, may put still more pressure on the Trump associate and attorney, who faced federal raids in April before the Justice Department announced it had been conducting a months-long investigation into him.CNN previously reported the FBI searches included a request for documents related to Cohen's ownership of taxi medallions and sought informationabout taxi owners who had financial dealings with Cohen.Cohen's role as Trump's personal attorney has come under increasing scrutiny, due in large part to the payment he conceded facilitating to the adult film star Stormy Daniels. A report from the Department of Veterans' Affairs inspector general found that the Washington DC VA Medical Center has for years "suffered a series of systemic and programmatic failures to consistently deliver timely and quality patient care," and heightening the potential for waste, fraud and abuse of government resources.The report released Wednesday found that the main health care facility for veterans in Washington lacked consistently clean areas for medical supplies, had staffing issues across multiple departments and that approximately million in supplies and equipment were purchased over a two-year period without "proper controls to ensure the purchases were necessary and cost-effective."According to the report, VA Secretary David Shulkin said he "does not recall senior leaders' bringing issues at the medical system related to supplies, instruments and equipment to his attention" while he was the undersecretary of health.The VA has been rocked by the IG report and Shulkin's belief that Trump administration political appointees, including a top aide, have been working toward his ouster.The report did not find any patient harm, but VA Inspector General Michael Missal said that was "largely due to the efforts of many dedicated health care providers that overcame service deficiencies to ensure patients received needed care."In the report detailing the troubling conditions at the VA hospital, Missal faults "failed leadership at multiple levels within VA that put patients and assets ... at unnecessary risk." The report follows an interim report released in April 2017, which Missal took the rare step of issuing because he had a "lack of confidence" in the Veterans Health Administration to properly deal with the issues, some of which they had known about for some time.The report made 40 recommendations, all of which the Department of Veterans Affairs said it accepts.
