SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047

SAN DIEGO (KGTV) - The City of San Diego is close to completing a project that will protect a popular Ocean Beach walking path from erosion.People who live along Orchard Avenue say the pathway that goes along the coast has been falling apart in the past few years, as tidal surges wear away the concrete."It was falling apart. The sidewalk's coming up, you could have tripped," says Tony Nieves, who lives on the corner nearby. "It's nice to see something done about it."Over the winter, the City started construction on a 3,000 project to rebuild the walkway and add break rocks and rip rap to protect it. It's part of a bigger plan to revitalize staircases and walkways along the coast to improve beach access, which the city started working on in 2008.Rainy, windy weather delayed the Orchard Avenue part of the project, which was supposed to be completed by the start of spring.This past week, the city installed large, man-made rocks to the coast to break up waves. They also added green metal cages around them, leading people to fear they'll get so big they may block views."I come down here most nights that I'm not working, just to catch the sunset," says Brittany Hagedorn. "Living a block away makes it easy."In a statement, the City told 10News the boulders will get another layer of concrete above the cages and they hope to have the project completed before Memorial Day Weekend.In the meantime, people who live nearby will have to wait to use the path again.The full statement from the City of San Diego is below:"The man made boulders being constructed are part of the project to reconstruct the beach access walkway at Orchard Ave. The boulders are intended to protect the newly-installed sidewalk, because this section of sidewalk has previously been seriously damaged by tidal surges. SAN DIEGO (KGTV) — The Camp Pendleton Marine accused of trying to smuggle migrants through the San Ysidro Port of Entry this month has been identified.Bryan Oneal Newell Jr. was arrested Dec. 2 by U.S. Customs and Border Protection personnel at the San Ysidro Port of Entry, according to Camp Pendleton. Newell is accused of trying to bring undocumented immigrants into the U.S.Newell, a junior-enlisted Marine, was being held in civilian custody while CBP and the Naval Criminal Investigative Service investigated.RELATED: Marine accused of trying to smuggle immigrants through San Ysidro Port of EntryCamp Pendleton said Newell was not part of military personnel sent to the border to assist personnel with border operations.Newell is the most recent Marine from Camp Pendleton to be charged in an immigration scandal. In July, 23 Marines were detained over human trafficking, drug distribution, and weapons charges, according to the base.Of those 1st Marine Division Marines, six have pleaded guilty at court martial appearances while 13 have approved agreements to leave the Marines rather than go through court martials or waiving separation board processes. SAN DIEGO (KGTV) — The man suspected of opening fire on U.S. Customs and Border Protection agents at the border Monday has been named.San Diego Police say 23-year-old Travis James Eckstein, a U.S. citizen, was shot and killed during a shootout with CBP officers Monday at the San Ysidro Port of Entry. Eckstein was driving from Mexico into the U.S. and refused to stop for officers. Officers say Eckstein tried to drive through an inspection area, before a vehicle blocked his exit.He then began to fire on officers before he exited his vehicle continued shooting. Officers returned fire and struck Eckstein.RELATED: Suspected gunman killed in shootout at San Ysidro Port of Entry identified as US citizen10News spoke exclusively with a man who witnessed and recorded the gun battle on his cell phone. He said he was driving back home to Chula Vista from Mexico on Monday evening. Moments after he cleared customs, he said he saw a white truck blaze past him. He immediately saw CBP agents throw out spike strips on the ground and the driver of the truck crash into another vehicle. Seconds after two separate shootouts, our viewer saw agents dragging Eckstein onto the sidewalk. Meanwhile, other officers were pointing their guns at the bullet-ridden truck, addressing the passengers. Two male Chinese nationals, ages 18 and 27, were found in the rear of Eckstein's truck and were interviewed and released to CBP officials.First responders attempted life-saving measures on Eckstein, but he did not survive his injuries.Seven CBP officers were involved in the shooting but, miraculously, none were injured.“The CBP officers risked their own lives to protect the public from this gunman,” Pete Flores, Director of Field Operations, said in a release. “Human smuggling is always dangerous. A portion of the post talks about her son's recent medical condition. “We are all All Shocked, Devastated & Heartbroken! He also had many concussions, his Brain didn’t Think like a Normal Person.”Kniss concluded the post with sorrow.“We weren’t okay with the choices Travis had made.
