CONNEAUT, Ohio — Conneaut Councilman Phillip Garcia, 63, was arrested and taken to the Ashtabula County Jail in Ohio on Tuesday, according to employees at the sheriff's department.Court documents revealed that Garcia is being held on 26 felony charges.The 26-count indictment includes five counts of rape, four counts of corruption of a minor and two counts of sexual conduct with a minor. He was also indicted on 15 felony counts of compelling prostitution.Garcia, 63, the councilman for Ward 2 in Conneaut, serves as a member on the Parks and Recreation committee, Economic Development Committee and Public Service Department/Cemeteries committee. Ashtabula County Sheriff Bill Johnson said they've been investigating Garcia for two to three months. (KGTV) -- The owner of The Coronado Flower Lady, a popular flower stand along Orange Avenue, is trying to rebuild after a suspected drunk driver destroyed her business. Coronado police say 22-year-old Elias Atayee is being charged with felony DUI after crashing his car into the stand. They say Atayee also had a female passenger inside his car. RELATED: Driver slams into Coronado pole, picnic tables“The fact that there are people drinking and driving, going 90-100 miles per hour, I have my kids out here with me all the time at work," owner Shanel Albert said. "There are tons of kids out here and people. If one of my girls would have been here during the day and that happened, they would have been dead. And that scares me.” Thanks to the City of Coronado, Albert will be back selling her flowers on a table in the same spot until she can permanently rebuild her stand. CINCINNATI, Ohio — Customs officials in Cincinnati discovered thousands of live crabs that they said someone was trying to smuggle into the country.Agriculture specialists with U.S. Customs and Border Protection discovered the invasive Chinese mitten crabs on Oct. 16 while conducting routine inspections, the agency said in a news release.The crabs are considered a seasonal delicacy in Asia, according to Customs officials. But they have had a "disastrous impact" on habitats where they've been introduced.The crabs were hidden in packages labeled as various types of clothing. They were being sent to various residences in New York. The shipments were refused entry into the U.S. Across the country, Customs agriculture specialists intercepted more than 352 pests and 4,638 quarantine materials on any given day in the fiscal year 2017, according to the agency. 877

CORONADO, Calif. (KGTV) -- Lifeguards in Coronado are on alert after spotting at least two juvenile white sharks Wednesday and Thursday. According to lifeguards, the sharks were at least a quarter to half a mile off the coast and didn’t appear to be engaging swimmers or showing signs of aggression. “Under existing protocol, the City was not required to close the beach or publicly report the sightings,” said City Manager Blair King. We also are working with Chris Lowe at the Shark Lab to find out more about the separate sightings and what might be going on.”Around 4 p.m. Thursday, a San Diego Fire-Rescue helicopter was called in and confirmed at least two four to five foot-long white sharks off the coast. The city says a lifeguard followed the sharks as they made their way to Point Loma. The city plans to try to tag or take DNA from the sharks over the weekend. COLORADO SPRINGS — The COVID-19 pandemic continues to make an impact, especially to agencies who help kids who've been removed from their families because of abuse or neglect.One foster care agency in Colorado, Hope and Home, says they have over two hundred foster families with 80 recently licensed. Despite the pandemic, the organization says families are continuing to foster children and they haven't seen a decrease in interest."We are always on standby and ready to take care of kids when they come into care. They're always a need for foster families, but there's a greater need during the pandemic," said Jacquelyn Thurman- Wright. "With kids not being at school, they are not in the line of sight of teachers who are mandatory reporters. Sometimes we're seeing this abuse go on because these kids are flying under the radar and not being seen."The organization says COVID-19 has had a huge impact on the foster care system."The most obvious and immediate impact on Hope and Home is that we had to suspend in-person support groups because on a given night we could have 250 people in the building. But within a week, we were up and running on Zoom and Facebook live," said Thurman- Wright.Right now, Hope and Home is fully online and virtual but they're still taking inquiry phone calls and placing kids in foster homes.Sean and Mandy have been fostering since 2018 and didn't let the pandemic get in their way of adopting triplets and fostering a newborn baby."We didn't go to the courthouse because of COVID. So we had it on our couch via ZOOM with the judge," said Mandy.The couple says the pandemic hasn't made fostering easy."Visits are a lot harder, they're more virtual unless they're younger and that its really hard. Therapies, a lot of foster kids come in needing therapies and they're usually virtual," said Mandy.With the new restrictions, doctor visits are harder as well."So if one of the triplets have an appointment, even though they're triplets we can't bring the other two. We actually hired a nanny because of it," said Mandy and Sean.Even with the pandemic, it was not only important for Sean and Mandy but their children, that they continue fostering."We felt like this is what we had to do and then when we were getting our other foster baby.
