A mother charged with killing her two young sons by placing them in an oven and turning it on was expected to appear in court on Monday but was not at the appearance.Investigators say 24 year-old Lamora Williams put her sons, ages two and one, into an oven and turned it on. The toddlers, 1-year-old Jakarter Penn and 2-year-old Keyounte Penn, had burns on their bodies when police found them at the Oakland City West End Apartments in Atlanta.Lamora Williams' family said she struggled most of her life with mental issues and may have been dealing with postpartum at the time of the incident.It’s a tragedy which her sister thinks could have been prevented.“She had issues and the fact that the state failed her, that’s a problem,” said Tabitha Hollingworth.Plus, family say the writing was on the wall. She routinely left her children home alone and had even attempted to cut her wrists.Wearing dark sunglasses to hide her tears, Brenda Williams is saddened, but not surprised that her daughter is now charged with murder.“Mora wasn’t right, she hasn’t been right and what happened three months ago, that the kids father left her, I told him something tragic is going to happen. She’s going to do something to those kids, she’s going to do something to herself,” said Brenda Williams.Williams is charged with two counts of murder and one count of cruelty to children in the first degree. A top ranking member of the Sheriff’s Department is speaking about changes he feels are needed, following the investigation into Assistant Sheriff Rich Miller.On Tuesday, Team 10 confirmed Miller was being accused of inappropriate conduct. Miller is currently using his accumulated time off until his scheduled retirement on March 2nd.Commander Dave Myers, who is running for Sheriff, emphasized women should feel safe to come forward. He used the example of Deputy Richard Fischer, accused by more than a dozen women of sexual misconduct while on duty.“It took after a woman complained… another 13 women to come forward before anything was really done. If we can’t police ourselves within the department, how’s the public going to trust us to do that outside the department?” Myers said.Myers has been with the department for 32 years.“One of my goals is to create that transparency,” Myers said.Sheriff Gore told Team 10 in regards to Miller, “allegations are taken very seriously and given the highest priority.” 1023

A shooter opened fire at a church in the Northern Caucasus region of southern Russia on Sunday, killing five people and wounding two others, authorities said, according to state media.The incident took place at a church in Kizlyar in the restive Russian republic of Dagestan.Police responded, traded fire with the shooter and killed him, the authorities said. Two officers were injured in the gunfight, they said.The shooting occurred during Maslenitsa, a festival celebrated in Russia that is full of dancing, lots of pancakes and carnival-like festivities.Russian state news agency Tass spoke to a law enforcement source who said that "the unknown person opened fire on people celebrating Maslenitsa."Kizlyar Mayor Alexander Shuvalov was quoted by Tass as saying that the attacker opened fire on "people after leaving the service."It was not immediately known who was behind the attack.Dagestan and its neighbor Chechnya have been wracked by separatist and Islamic violence in recent years. 1010

A video appears to show a Westland Police Officer using a Taser on a man as he is holding his two-month-old baby. The incident happened on Friday night where neighbors were having a barbecue. Witnesses said police arrived because of a call about a fight. “We were just barbecuing, and we saw the cops come up,” neighbor Kelvin Williams said. “They came up and asked us who was fighting. We were like, ‘You got the wrong house.’”Williams said they didn’t understand what the officers meant. “At that point, my friend Ray got a little agitated like you’re coming over to my house, my property and you're asking me about something I don’t know about,” Williams said. According to witnesses, Ray Brown then began to argue with officers. Williams said that is when he decided to record video on his cell phone. In the video, officers told Brown was going to be arrested, then ordered Brown's son to be taken away from the scene. “That’s my child. He can be exactly where he’s at. Give me my child. Give me my child,” Brown said. Officers then crowd into Brown with a taser out. Nichole Skidmore, Brown’s girlfriend, and mother of two-month-old Christopher tried to take the baby.It appears in the video that Brown was still holding Christopher and in the process of passing him to Skidmore when officers deployed a Taser. “I had to catch the baby," Skidmore said. "I was in the street talking with the cops. I had to come over. The taser is on this side of him, and the baby is over here. As soon as they start tasing him the baby flew out of his hands and I had to grab him, or he would have fell.”Brown was arrested and placed in custody soon after that. According to a Facebook post by the Westland Police Community Partnership, Brown attempted to grab his child only after learning he would be arrested. The department says that officers chose to deploy a Taser due to the "close quarters," and that the child was also in the hands of the mother at the time the Taser was used.The Community Partnership also stated that a "thorough internal investigation" would be conducted.  2158
