OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident extended for another month through the end of October. U.S. District Judge Lucy Koh said in her ruling late Thursday that a shortened schedule would likely produce inaccurate results. A coalition of civil rights groups and local governments had sued the Census Bureau in an effort to prevent the 2020 census from stopping at the end of the month. They said the shortened schedule would undercount residents in minority and hard-to-count communities.Koh said inaccuracies produced from a shortened schedule would affect the distribution of federal funding and political representation. The census is used to determine how .5 trillion in federal spending is distributed each year and how many congressional seats each state gets.Government attorneys had argued that the census must finish by the end of September to meet a Dec. 31 deadline for turning over numbers used for deciding how many congressional seats each state gets.Koh’s preliminary injunction suspends that end-of-the-year deadline, too. OCEANSIDE, Calif. (KGTV) - A car reportedly flew off a freeway in North San Diego County, causing a chain reaction collision.A 20-year-old woman driving a Buick reportedly careened off westbound SR-78 near El Camino Real, through the fence separating the freeway from the Vista Way, and collided head-on with a Ford Thunderbird being driven by a 47-year-old woman traveling eastbound.The collision set off a chain reaction, sideswiping a Nissan van towing a small boat. The boat then came loose from its trailer and flew into the westbound lanes of Vista Way, striking a Toyota Prius, being driven by a 43-year-old man, and a Chrysler 300 being driven by a 95-year-old man.The driver and a male passenger in the Buick both sustained major injuries and were airlifted to Scripps La Jolla hospital. Another male passenger sitting in the back seat of the Buick received minor injuries and was taken to Palomar Medical Center.The driver of the Thunderbird was slightly injured as well, but not taken to a hospital. No other injuries were reported.Police are investigating what led to the Buick driving off the freeway, but said they do not suspect alcohol or drugs to have been a factor. 1216

(KGTV) -- North County residents are frustrated over a rise in the number of homeless people in their community and Oceanside’s police department is reaching out.A team is working to get homeless people help. The team works to build trust among their homeless clients in hopes the trust will lead to them accepting help.Their client Joel relapsed after nine months. He wants help but can’t get a prescription after losing his ID. They help the most vulnerable, those with serious mental illness and other substance abuse issues with barriers to getting care.RELATED: Spring Valley residents upset over homeless population at popular parkThe HOT team gets help from Interfaith Social Worker Curtis Torres, who goes out with officers every day. Thanks to recent city funding, a second social worker was hired to the team.A separate team works to tackle homeless encampments in the riverbed.
