IMPERIAL BEACH (KGTV) - Medical examiners identified the body found floating off-shore in Imperial Beach as 29-year-old Zabiullah Rahmani.Rahmani leaves behind a wife of nearly ten years and two 7-year-old twin daughters. Ramzia Rahmani tells 10News, "I can say it was horrible and it still is." Less than a week since she lost her husband and the feelings are still raw, "The fire is burning in my chest whenever I see my girls ask about their father. It'ss too hard to face their questions, it's hard to answer their questions about their dad."She tells 10News, her husband left Saturday night to hangout with friends down in Imperial Beach. She says he was planning to be home for midnight but the hours after turned into Monday, "The doorbell rang and I saw there was two police officers and I felt bad. I thought maybe something happened to my husband." Thinking something bad but never imagining it would end up being her worst nightmare, "It's hard for me to believe hes not with me anymore." Thankfully she has support from family members like Zabi's cousin, "I'll try my best to be like a father to Zabi's kids and treat them the same way I treat my kids." IMPERIAL BEACH (KGTV) -- Some South Bay parents said they are frustrated with their internet company after they learned of planned outages during the middle of the school day.Michael Crawford’s daughter is in her first year of high school and like many local students, is starting the year online. Crawford said the transition to virtual learning has not been easy for her. When he learned of the Cox communications outage planned for Tuesday, Crawford said it only added insult to injury. According to a notice he received on his door Friday, the planned service outage was slated to begin at 5 a.m. and last until three in the afternoon.He called Cox Communications, but did not get any answers. “I spent an hour on the phone with them. The lady seemed very sympathetic at first and then she [came] back on the phone and said there’s nothing we could do about it,” Crawford said.His neighbors received the same notice about the planned outage. Crawford questioned why the company doesn’t perform the work later in the day or on the weekends.“I pay them 0 a month for my services and that’s just my house,” Crawford said. “This is a lot of money they’re making and I don’t see why they can’t just pay some overtime for a Saturday. We’re all making sacrifices right now and even the big companies need to make the sacrifices as well.”A Cox Communications spokesperson confirmed the outage due to network upgrades. She said the time on the notice is a window and the average time that a customer is without service is two hours.“We recognize the inconvenience to our customers,” said spokesperson Ceanne Guerra. “Our crews are working really hard to complete this work as quickly as possible. IMPERIAL BEACH (KGTV) -- Just in time for spring break, county health officials announced Saturday that it's safe to go back into the waters of Imperial Beach. The re-opened beach-line includes the south end of Seacoast Drive to Carnation Avenue (including Camp Surf) in Imperial Beach.The ocean shoreline from the International Border to the south end of Seacoast Drive will remain closed until sampling confirms these areas are safe for water contact, officials said."Testing confirms water quality along the Imperial Beach shoreline meets State health standards following recent Tijuana River sewage impacts," said the Department of Environmental Health and Hazardous Materials Division."Recent water quality testing conducted by DEH confirms that Tijuana River flows are no longer impacting these beaches," the DEH said.The announcement comes after weeks of beach closures due to a sewage-contaminated runoff into the Tijuana River valley which flowed into south county beaches.
