"Every state has voting system safeguards to ensure each ballot cast in the election can be correctly counted. State procedures often include testing and certification of voting systems, required auditable logs, and software checks, such as logic and accuracy tests, to ensure ballots are properly counted before election results are made official. With these security measures, election officials can check to determine that devices are running the certified software and functioning properly," the agency wrote. “We conclude the Board did not act contrary to law in fashioning its regulations governing the positioning of candidate representatives during the precanvassing and canvassing process, as the Election Code does not specify minimum distance parameters for the location of such representatives. Critically, we find the Board’s regulations as applied herein were reasonable in that they allowed candidate representatives to observe the Board conducting its activities as prescribed under the Election Code,” the court ruled.The Associated Press projected on Nov. 7 that Joe Biden would win the presidential election with at least 290 Electoral College votes. President Donald Trump is expected to grant new authority to US troops on the Southwest border with Mexico to protect Customs and Border Protection personnel from migrants if they engage in violence, according to two defense officials and another US official directly familiar with the plans. An additional administration official tells CNN that the authority will also authorize protection of federal property.Currently troops do not have any authorities that would allow them to intervene if CBP personnel came under attack unless they need to act in their own self-defense.There are 5,800 to 5,900 troops assigned to the border mission.The move could be announced as soon as Monday evening, officials said. The mission will be characterized solely as "protection of CBP" personnel, according to the administration official.This comes as Department of Homeland Security officials said Monday that they had started to get information from "multiple sources including individuals in the Mexican government" of potential waves or groups of individuals who were discussing an incursion into legal ports of entry in California by attempting to pass through vehicle lanes.Any potential use of force by US troops to protect CBP personnel must be "proportional," the official said.It is expected the Pentagon and US Northern Command will amend the current document detailing the rules governing the "use of force" on the border mission.All three officials are adamant that the change is not abfut troops firing weapons at migrants crossing the border. Instead the new rules will be aimed at providing the basic authorities to allow for protective measures. Previously troops did not have any authorities that would allow them to intervene if CBP personnel came attack.The Pentagon has been working for the last several days on options for how troops can protect CBP.The defense officials are also emphasizing that National Guard forces activated by governors, as well as state and local civilian law enforcement authorities in a given area, should be relied upon as much as possible.DHS spokesperson Katie Waldman told CNN, "As Secretary Nielsen has said, we will not allow our frontline personnel to be in harm's way. We will do everything we can to protect those who defend our nation's sovereignty and secure our border. They have five kids. Right next to the back deck is a garden at about hip level. “We have kale, we have thyme and parsley. My cilantro grows pretty well here, we have salad greens.” Nate listed off. That particular garden is watered by a fish tank full of a dozen or so Tilapia.Fruit trees dot the backyard. Everything from apricot, apples and nectarines, to cherries, guavas and mulberries grow here.In the opposite side of the yard is a chicken coop. "We have 11 chickens, we get eggs every day. About 7," his wife, Lacy said happily. She said they planned to only grow one more garden this summer but in the last week four more have been constructed and prepared for seeding.In a shed next to the new garden beds, is a stockpile. Under a wood workbench sit brown metal tubs with 'Department of Defense Drinking Water' labels. Nate looked down at his clipboard and read off more supplies, “we have wheat for sprouting. We have about 100lbs. of brown sugar and honey."In the last month they've ramped up gathering supplies."This week we basically went and bought a lot of stuff that we would normally buy in the next few months, but we bought it now in case we can’t go in the next few months." Nate said he is watching national news and concerned a quarantine could come to San Diego.“We just have to take care of each other. There might not be food on the shelves, there might be kids staying home all day from school. We don’t know.” He said.Now they're looking at their backyard in a different way. “We’ve got the pool for washing if we needed it... PORTLAND, Ore. — The mayors of six U.S. cities are appealing to Congress to make it illegal for the U.S. government to deploy militarized agents to cities that don’t want them. The mayors of Portland, Oregon; Seattle; Chicago; Kansas City; Albuquerque, New Mexico; and Washington wrote to leaders of the U.S. House and Senate pushing for limits on agent deployments. The move came Monday as a top official said federal militarized officers would remain in Portland until attacks on the U.S. courthouse cease. Early Monday, U.S. agents repeatedly fired what appeared to be tear gas, flash bangs and pepper balls at protesters.Federal agents have been patrolling Portland over a little over a week. They were sent to the city by the Department of Homeland Security as part of President Donald Trump's crackdown on the defacement of federal property, statues and monuments.Protests have taken place nightly in Portland for 60 straight days, since the death of George Floyd at the hands of police in Minneapolis. While the vast majority of those demonstrating have been peaceful, a federal courthouse has been defaced with graffiti, some protesters have thrown fireworks and other projectiles toward officers and others have attempted to breach fencing surrounding the courthouse.Federal agents have responded by using tear gas, pepper balls and the use of batons to disperse protesters on several occasions. PORT RICHEY, Fla. — Port Richey, Florida Mayor Dale Massad and his longtime girlfriend Caj Joseph were arrested Aug. 23 on domestic violence charges. Massad was arrested after deputies say he grabbed Joseph and pushed her to the ground.He was charged with a misdemeanor count of domestic battery which required him to spend the night in jail before his first court hearing Friday. In July, police went to Massad's house four dozen times, but he had never been charged with a crime.At the time, he blamed police activity on his girlfriends.“You look in there, see if I made any calls,” he said, pointing to police reports.Joseph, who was arrested Thursday for felony battery of a person over the age of 65, had been charged half a dozen other times for battery, violating protection orders and other crimes allegedly committed at Massad's home.“I'm a felon and I went back there and I don't want to be there,” Joseph told the judge.She also said she was unable to post a 0 bond to get out of jail.“I don't know how to get out of here. I don't have anyone I know. He's not gonna get me out,” Joseph said.Port Richey's city manager instructed the Pasco Sheriff's Office to investigate the case.He could not be reached for comment.Massad and Joseph were ordered not to have any contact with each other after they're released on bond.Massad denied the allegations and said he plans to plead "not guilty."A misdemeanor conviction would not affect his ability to serve in elected office. 1526
