SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed near a downtown parking garage in early December as 37-year-old Samuel Burkhalter.The shooting happened on the 1400 block of G Street around 10 p.m. on December 1.Police say they received several calls reporting gunshots in the area. After arriving, officers found Burkhalter at the entrance to a parking garage in the area. Officers provided first aid until relieved by San Diego Fire-Rescue, but say Burkhalter died at the scene.Investigators say a light-skinned man wearing a dark hooded sweatshirt and a black hat was seen running through the garage after the shooting. The suspect was later identified as Tyler Cosby, 23. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090

Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and City Attorney Mara Elliott on Monday announced a new partnership that will help protect local families from gun violence.The local leaders said a program will be implemented to provide specialized gun safety training for 800 county social workers that deal with children and investigate child abuse.The training will be held virtually for these employees in the coming months. They want each of them to be familiar with gun violence restraining orders and San Diego’s Safe Storage of Firearms law -- two tools gun prevention advocates say are essential in keeping people safe.Carol Landale, with San Diegans for Gun Violence Prevention, said, “The more people who are aware of how to use a gun violence restraining order, as far as we’re concerned, the better. And this is not to say we’re coming after your guns. This is not what it’s about … We remove the gun on a temporary basis -- a temporary removal for a crisis and when the crisis is done the gun can be returned.”Officials say they’re doing this now because COVID-19 has limited the interaction between children and mandated reporters like their teachers or school counselors. So, they want to make sure social workers know of danger signs when they’re present.In a news release, Elliott said, “As pandemic-related stressors mount and children attend school at homes where parents are distracted by other responsibilities, protecting families from gun violence has never been more important. Our goal is to prevent unthinkable tragedies and ensure the safety of the social workers who continue to investigate the well-being of San Diego’s children during the pandemic.
