DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. (KGTV) - This weekend 47 teams from high schools around San Diego and other parts of the US will compete in the FIRST California Robotics Regional Championships.The event brings the teens together to test their engineering and science skills. The teams get six weeks to design and build a robot to complete a handful of tasks.But the technology isn't cheap, so many teams turn to local tech companies for donations.San Diego based tech-giant Qualcomm is the title sponsor of the competition. They also give money to individual teams. Organizers say the companies see it as a way to excite teens about careers in STEM."They look at this as their future workforce," says Regional Director David Berggren. "If we can get these kids invested in STEM fields now, they're going to be great future employees, and it's money well spent for the company."The actual dollar amounts aren't given, but some schools say companies donate thousands of dollars each year. Logos on t-shirts and team booths show companies like Apple, Qualcomm, Viasat, 3M, Solar Turbines, BAE Systems, leidos and more have made donations.In addition to the money, companies donate time, providing volunteers to mentor the teens through the design and building process. They work hands on with the teams, giving kids an up close look at careers in STEM fields."It's eye-opening, it's surreal," says Southwest High School Senior Alejandro Gendrop. "To not only have someone aid us with how we're supposed to organize our team, put it together, but also to get a view into the industry and how they work and how similar our work is to theirs, it's great."The competition in Del Mar is Friday and Saturday, and admission is free. Democrats plan to force a vote Wednesday morning on a bill related to health care coverage of pre-existing conditions and the size and scope of insurance plans, the latest action from the minority party's push to focus on the issue of health care going into the midterms.Democratic Sen. Tammy Baldwin of Wisconsin is using the Congressional Review Act to force a vote to overturn the Trump administration rule to expand short-term insurance plans. Forty-nine Democratic senators have said they will support the resolution and they would need two additional Republican votes to reach the fifty-one-vote threshold for the measure to pass, though the GOP-controlled House would likely not act on the legislation. That makes the series of events a largely symbolic vote aimed at forcing moderate Republicans to possibly take a politically difficult vote on the record.Short-term health plans don't have to adhere to the Affordable Care Act's regulations that protect people with pre-existing conditions. DEL MAR (CNS) - The California Coastal Commission unanimously approved several modifications to the Del Mar Bluffs stabilization project Friday, which will allow the San Diego Association of Governments to continue with work in stage four of the project.Modifications include an increase of three feet to the height of an existing retaining wall at the base of the bluffs near 12th Street, installation of four additional support columns along the upper bluffs near 12th Street and the repair of a small upper bluff failure near Seventh Street.The newly approved work will further stabilize the Del Mar bluffs, which is a critical segment of the 351-mile Los Angeles-San Luis Obispo-San Diego rail corridor. SANDAG and North County Transit District are working together on the project. Phase 4 stabilization efforts cost approximately .8 million and are funded through a combination of federal, state and local sources."The California Coastal Commission's decision today will help ensure continued reliability for our county's major rail corridor, which is crucial for goods movement, commuters and supporting our nation's military," said SANDAG Chair and Poway Mayor Steve Vaus. "It is critical that we continue to reinforce this section of track in Del Mar, while exploring alternatives to move the tracks completely off the bluffs."Phase four work is currently underway to install support columns to stabilize localized areas and seawalls, construct a drainage channel on top of the bluffs and repair concrete channels and storm drain outfalls. Construction on this phase began in spring and is expected to be complete later this year.After a series of bluff erosion episodes in 2019, California State Transportation Agency Secretary David Kim established a coalition of stakeholders to address the short-term stabilization efforts, a long-term vision to move the tracks entirely off the bluffs and ways to improve the capacity, speed and safety of the San Diego coastal rail corridor. The working group is composed of local, state and federal leaders."The city of Del Mar recognizes the stabilization efforts are necessary and looks forward to working with SANDAG and all project partners on a future relocation of rail off of the bluffs," said Del Mar Mayor Ellie Haviland. DETROIT (AP) — Korean automakers Hyundai and Kia are recalling over 591,000 vehicles in the U.S. to fix a brake fluid leak that could cause engine fires. The recalls cover more than 440,000 Kia Optima midsize sedans from 2013 through 2015 and Kia Sorento SUVs from 2014 and 2015. Also covered are 151,000 Hyundai Santa Fe SUVs from 2013 to 2015. The affiliated automakers say brake fluid can leak inside a hydraulic control unit for the anti-lock brakes, possibly causing an electrical short that can lead to fires. Kia’s recall will start Oct. 15, while Hyundai’s will start Oct. 23. Dealers for both companies will inspect the control units for leaks and replace them if needed at no cost to owners. 709
