WALTON, Ky. — Shortly after Our Lady of the Sacred Heart and Assumption Academy in Walton, Kentucky, reported 32 cases of chickenpox at the elementary school, a high school student filed a lawsuit against the Northern Kentucky Health Department, claiming it had directed Assumption Academy to bar him from participating in extracurricular activities because he had not received a vaccine. School and health officials have been working to contain the outbreak since February, said Dr. Lynne Saddler, the district director of health for the Northern Kentucky Health Department. According to the suit, which was filed in Boone County Circuit Court, 18-year-old Jerome Kunkel's battle with the health department started then. He and his parents had always declined the vaccine because of his conservative Catholic faith. Although the modern chickenpox vaccine does not contain any fetal tissue, it and several others were developed in the 1960s using cell lines derived from a pair of aborted fetuses. “Among other fundamental and deeply held religious beliefs of Mr. Kunkel, and the beliefs of his family, is that the use of any vaccine that is derived from aborted fetal cells is immoral, illegal and sinful,” the suit reads.The first case of chickenpox at Our Lady of the Sacred Heart Elementary School, which was detected in mid-February, spurred the Northern Kentucky Health Department to inform the parish that its students could not participate in or attend extracurricular activities unless they were found to be immune from the virus, according to the suit.Students subsequently not found to be immune, including Kunkel, were then barred from extracurriculars. The lawsuit alleges the health department’s epidemiology manager made derisive comments about Kunkel's faith and enacted the ban due to a specific religious animus. Later, when additional cases of chickenpox were discovered, additional bans were enacted. In an email cited in the suit, the epidemiology manager describes them as being for the protection of the public.By Friday, the health department had announced that all Sacred Heart and Assumption students without proof of vaccination or proof of immunity will not be allowed to go to school until 21 days after the onset of rash for the last person to have chickenpox. All games, events and activities are also canceled until 21 days after the last person is infected. Kunkel's lawsuit alleges these actions are infringements on his right to freedom of religion and expression. It seeks to end the bans and recoup legal costs.Instances of people 2616

My Administration will treat each of the provisions of the Act consistently with the President's constitutional authorities with respect to foreign relations," the White House said in a statement.In a personal signing statement, Trump added that he had signed the bills "out of respect for President Xi, China, and the people of Hong Kong."They are being enacted in the hope that Leaders and Representatives of China and Hong Kong will be able to amicably settle their differences leading to long term peace and prosperity for all."The Chinese government last week criticized the measure as one that "neglects facts and truth" and "blatantly interferes in Hong Kong affairs and China's other internal affairs."In a statement released by China's Ministry of Foreign Affairs last week, spokesperson Geng Shuang said "China will have to take strong countermeasures to defend our national sovereignty, security and development interests if the US insists on making the wrong decisions."The state-owned People's Daily also described the bill as "a piece of waste paper," and a "serious provocation against the entire Chinese people" in an editorial published Thursday.Trump's announcement comes at a delicate time for US-China relations, as trade negotiators appeared to be edging closer to a trade deal between the US and China.On Tuesday, Chinese Vice Premier Liu He and his US counterparts, Trade Representative Robert Lighthizer and Treasury Secretary Steve Mnuchin, spoke on the phone to discuss trade negotiations, according to China's Ministry of Commerce."Both sides discussed each other's core concerns and reached a consensus on how to resolve these issues. Voting in America is a right in our democracy, but the security of our voting machines is a concern.“I’m not exactly sure how the election fraud keeps happening, because they can make a slot machine unhackable, but it seems like the polling machines are susceptible to all kinds of intrusions and manipulation,” Colorado voter Karen Katalinich said.Cyber expert Kevin Ford says he believes the U.S. is still vulnerable to attacks.Ford, with CyberGRX, says voting machine technology differs from state to state. However, he says the problem isn’t necessarily with the machine. Rather, it’s what happens with the data after you cast your vote.“The machines themselves may keep records of who voted for whom, but in a lot of cases those records will be exported from the machine and moved to databases in the cloud and on the internet, which opens up a whole lot of other connectivity routes,” Ford said.He says many machines are connected to state websites. Some of which don’t have the best security due to lack of funding.“We already have examples of Russia accessing those databases, pulling information from those databases, and trying to attack those databases,” Ford said.Ford says intruders can try to upload some bad code to get the database to spit out valid data or destroy some of that data. He says many states have improved voting security, but others are lagging behind. While he does feel the U.S. is still vulnerable to another attack, others trust the technology.“I think people in charge of it are pretty thorough about making sure it’s done right, and if something’s wrong, it’s always brought to their attention,” Mississippi voter Ronnie Wilhite said.“It should be safe and secure enough for voters to feel confident in who they choose to elect their officials,” California voter Pen Chang said. “So, in general, I feel pretty good about the safety and security of the machines.” Ford says there is no federal requirement to look into the security of the voting system. He believes that needs to change, to make sure everyone’s vote is being counted fairly.“We need laws in place to make sure that we are looking into the voting systems so that we’re doing audits and risk assessments on those. We also need standards.
