SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep. Mike Levin (D-CA.) The bill would allocate 0 million a year for five years to the EPA’s Border Water Infrastructure Program (BWIP.) Money from that account could also be used to fund the project.The third potential funding vehicle would be an increase to the International Boundary and Water Commission budget. SAN DIEGO (KGTV) — A 14-year-old girl is the first child to die from influenza this season in San Diego.The girl, who died on Feb. 12, had an underlying health condition, according to the County Health and Human Services Agency. She had contracted influenza A, also known as H1N1, the county says, and had not received this season's flu vaccine.“Pediatric influenza deaths are very unfortunate. Our condolences go out to the family,” said Wilma Wooten, County public health officer. “It is extremely important that people get vaccinated because influenza can be deadly.”The teen is one of five flu deaths reported last week, bringing the county's death toll this season to 35 people. The other deaths last week were four men —ages 82, 73, 62 and 56 — and all had underlying medical conditions. Only the 82-year-old and the 56-year-old had been vaccinated, the county says.At this time last season, there had been 268 deaths.“Influenza continues to be widespread. If you have not gotten a flu shot, do it now,” Wooten added.Last week, 539 lab-confirmed cases of influenza were reported, compares to 476 at the same time last season. SAN DIEGO (KGTV) - Military families sent 10News letters discussing a myriad of issues their students faced when they transferred from out of state into San Diego Unified School District.One student, who didn't want to be identified, sent a letter that read in part, "I would dread getting up everyday knowing that this was going to be a continuous process," explaining he didn't get the same treatment in an assistance program here, compared to where he previously lived.Another letter discusses a woman's special needs children, "It took over a week to even get my children placed in classrooms to start school with no updates as to why. After calling several times we were able to get placements for our children. I know that special needs children have to be placed in certain classrooms and things like that, but for it to take that long is a little excessive." She continued stating in the letter, "two of our children are waitlisted (with no foreseeable date of service) for speech therapy with a letter stating that it is because there is a "lack of available therapists" in the area."Erika Bradley said her daughter had trouble transferring AP and Honors credits, and once she was pulled out to be home schooled, she was told her daughter couldn't participate on the Varsity Soccer team."It put her in a tailspin... We had many instances of panic attacks," she said."We have upwards of 8,000 military dependent students within our district," Jennifer Coronel, Program Manager of Children and Youth in Transition at SDUSD said. That's about 7% of the district's student population.On SDUSD's website, you can find numerous resources for military families. The district gets anywhere from ,000,000 to ,000,100 in military student funding per year. "We have four Intervention Counselors that work out of the Department of Children and Youth in Transition and all of them have a specific area within San Diego Unified and assist with all matters related to military students," Coronel said. SAN DIEGO (KGTV) -- A GoFundMe is attempting to raise money for a church that helps homeless teenagers. The Missiongathering Church in North Park was shut down this week after more than two dozen violations were handed to them by the city. In addition to being a shelter, the church also rents out the property as a music and sanctuary venue called “The Irenic.”The City of San Diego says the church never received clearance to do that. The GoFundMe hopes to raise ,000 to fix the violations. 504
