EL CAJON, Calif. (KGTV) -- El Cajon city leaders will consider the possibility of a ban on the sale of vaping products at their next meeting in November. Tuesday evening, city council leaders heard from dozens of people for and against the idea; but the issue was not on the agenda.Councilman Gary Kendrick first brought up a city-wide ban in July. Tuesday afternoon, he was joined by school leaders, doctors, health officials, and parents who all believe vaping is an epidemic targeting kids. "These people who are selling vaping devices and vaping liquids to our children are profiting from the suffering of our children," said councilman Kendrick. A member of the Cajon Valley Union School Board said vaping is rampant in children as young as elementary age. "The liquids that are being used our being promoted to our youth , having vaping devices available at a very low cost in our liquor stores or 7/11/'s for approximately a dollar is promoting to our children that they can easily have access to them," said Jill Barto. Joey Johnson works at United Smoke Shop and Vape. He says if it weren't for vaping, he'd still be smoking two packs a day. "It's astonishing how much it’s truly helped me," said Johnson. Johnson believes a ban punishes legitimate businesses and will only create a bigger black market. "Gas stations places like that don’t care, so it’s either that or people on the streets or getting THC cartridges from people on the street who don’t know what they’re doing , they’re adding stuff to it to make it “vapable” or able to smoke and that’s the people that are dying," said Johnson. At least twenty-three people across the country have died from vaping related illnesses. In San Diego County, there have been no deaths, but at least twenty-two people have been sickened. One high school student told the council that vaping is rampant in the school bathrooms."The athletic kids vape, the honors kids vape, the college prep kids vape and their parents vape and at this point, it's sad to say, I think it's become a part of high school culture," said the student. Deborah Kelly told city leaders she was outraged at the failure of government to protect children. "Flavored tobacco products taste like candy, but act as poisons and kids don't smoke marijuana, they vape it," said Kelly. The council decided more research is needed before it takes any action on a possible ban. City leaders did vote to increase suspensions and fines for businesses that sell tobacco products to minors. EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. (CNS) - As the San Diego Unified School District prepares to begin its school year remotely next month, other school districts in the region are taking a different tack or waiting to see what unfolds with the ongoing COVID-19 pandemic.The Cajon Valley Union School District in East County reopened Monday for in-person teaching for the first time since schools were ordered to close by public health orders. Every elementary and middle school is open in Cajon Valley.Using money from the federal Coronavirus Aid, Relief, and Economic Security Act allocated for safety supplies, distance learning tools and learning loss recovery, Cajon Valley principals and their teams prepared a free summer learning program for interested families. While finalizing the district reopening plan early last month, the Cajon Valley management team along with union leaders discussed the practicality of starting small with the most conservative safety measures in place during summer.RELATED: Parents explore other options as school districts start school year online"It's such a blessing both to have our kids back on campus and also to start small and learn how to best implement the new safety guidelines ahead of all students coming back in August," said Mike Kuhfal, principal at Flying Hills K-8 School of the Arts.When all San Diego school districts were forced to shut down on March 13, Cajon Valley staff and trustees immediately began weekly meetings via Zoom with employee groups and parents, which included virtual town hall meetings with every school community.
