SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) -- Surveillance video shows a couple at a Kearny Mesa home, targeting an American flag.John Dodds bought his flag two years ago and displayed it with a light outside his home on Atlas Street."My father was a Navy veteran, my brother was very patriotic and instilled it within me," Dodds said. "I want everyone to know how much I appreciate this country and what the veterans of this country do for us."A flag typically flies in front of Dodd's home 365 days a year. On Thursday morning, Dodds walked outside and saw the empty flag holder, before reviewing his surveillance video.Around 8:30 p.m. Wednesday night, two people with backpacks - bandanas on their faces -  walked by.
