EL CAJON, CA (KGTV) - Students at a private school in El Cajon are scheduled to return to class next month.Parents of children at Foothills Christian Middle School got a letter from the school over the weekend outlining their re-opening plan.According to the letter, the school will re-open September 8th.A local mom contacted 10News concerned about the plan. She didn't give her name because she doesn't want retaliation against her daughter. She was surprised at the September return date."If schools could be open, I would send her to school, if the county said we could do that, I would do that, but they're saying we can't go to school and we should be wearing masks," said the mom.According to the letter, there is a five step plan for reopening:*Regular COVID-19 self-check screening questions*Temperature readings prior to entering campus*Hand hygiene*Environmental Cleaning/Sanitization and Refillable Water Bottle Stations*Face masks/coveringsThe letter states that face coverings will not be required, but will be optional on campus. It goes on to list several reasons, including:*There is a lack of evidence that wearing a face mask prevents COVID-19 transmission in children*Children are not typically trained in their use and there is potential for increased risk of infection with improper mask use*Masks can be irritating and may lead to increased touching of face and eyes*It is impractical for a child to wear a mask properly for the duration of the school dayThe mom who contacted us says this will send mixed messages to her child."What we're telling her at home is completely different than, this is completely opposite of everything we're doing. So it's shocking to her, she's like why wouldn't I wear a mask," said the mom.The letter states wearing a mask will be the personal choice of students or faculty, but there may be some occasions where face coverings are required, like field trips."I wouldn't want her to wear a mask at school and be peer pressured not to, or be made fun of for wearing it," said the mom.As far as social distancing, the letter only states, "we will do our best to encourage physical distancing."The letter asks parents and their child to sign it, agreeing to the terms before returning to school.According to CA's governor, counties on the state's COVID-19 monitoring list cannot open schools for in-person instruction. EL CAJON (CNS and KGTV) - An East County man who admitted molesting an underage girl faces up to 10 years in state prison when he's sentenced March 27, prosecutors said.Shaun Crocker, 34, pleaded guilty Thursday at the El Cajon courthouse to two felony counts of committing a lewd act on a child for touching the unidentified victim, who was under the age of 14, inappropriately between September and November 2018.Prosecutors did not disclose the girl's exact age, nor would they confirm whether the defendant was related to sex offender Matthew Hedge, whose case drew headlines years after his conviction due to a judge's controversial decision to lift Hedge's sexually violent predator status and release him from custody without supervision.RELATED: Son of sex offender suspected of child molestation in San Diego CountyFollowing Crocker's arrest last year, a source told 10News that Crocker is Hedge's son.Hedge pleaded guilty in 1989 to molesting four children in the San Diego area and served 12 years in prison. He was committed to the sexually violent predator treatment program in 1997, but was released into outpatient treatment in 2005 in a trailer outside Donovan State Prison in Otay Mesa.His outpatient status was revoked within six weeks for violating terms of his release.After more than two years of in-patient hospital treatment, the court in October 2008 again granted Hedge's petition to be placed in outpatient treatment. EL CAJON, Calif. (KGTV) - El Cajon has the highest concentration of homeless among East County communities, according to the latest homeless count. The count found 298 are people living without shelter in El Cajon and another 498 that live sheltered. One of the organizations devoted to helping the homeless in the community is the Crisis House, which is celebrating its 50th anniversary this year. They satisfy immediate needs with food, diapers, and clothing. They've also helped many get permanent housing. However, there is still a major gap in services in getting people from the streets to permanent housing. COMPLETE COVERAGE: Life in El Cajon"I think for this community to start with a bridge shelter might be very helpful," said Executive Director Mary Case. The concept behind a bridge shelter is a place where their clients can stay while the organization helps them the right help they need or while they want for permanent housing. Case says there isn't a place like that for their clients. She says there are times "where I've arranged for a service provider to come and meet somebody here and they're not here, and it's like gee, they're here most days," she said. At that point they have to reschedule the meeting with the provider. It's tough to track down or get a hold of clients when they are living in the street. City Manager Graham Mitchell points out there are many religious organizations in the community that also work with the homeless. He also says getting all the homeless in a central location raises some concerns. "I know what you're saying; there's some value in having everyone under one roof where everyone is there," he told 10News. "In a small community that would place a burden on one entire neighborhood. So I'm actually going to be recommending we find partners throughout the community." EL CAJON, Calif. (KGTV) - Renovations are underway at the East County Performing Arts Center to turn the nearly 50-year-old performance hall into a rock and roll concert venue."We have to change the vibe, the feel of what this building is," said Dirk Epperson, El Cajon's Director of Public Works.The venue closed in 2009 when the recession forced cuts in the city budget. Now, the renovations come as tour promoter Live Nation prepares to take over the venue. The City of El Cajon entered into a five year deal with the concert company to manage the building. As part of the agreement, Live Nation will bring 50 events to the venue in 2019, and as many as 70 events by 2023. Live Nation also manages the House of Blues in San Diego and Mattress Firm Amphitheater in Chula Vista."We're not sure what it will be like," said Mayor Bill Wells.  "We've never had this regular, steady diet of top name acts that are coming in. So nobody's quite sure how much this is going to have a ripple effect around El Cajon. But everybody thinks it will be positive."The city is now spending .3 million to upgrade the facility. Improvements include new amenities like modern concessions, a more open entrance, and lobby area and new plush seating in the first few rows. The seating capacity for the main hall will also increase to 1,300. Part of the plan also calls for a brand new VIP Lounge at the back of the venue. The money for the project comes from the sale of the old police headquarters.As for what kind of acts will fill the venue, Epperson said it's entirely up to Live Nation."It can pretty much be any type of act or band," he said, adding the city will let the experts decide. "But you can imagine the ones that are on their way up or on their way down will be coming to this size venue."Smaller, local performances like school concerts and recitals will still be held at the venue, which Wells says is part of the community.
