SAN DIEGO (KGTV) - A group of volunteers is working to make sure homebound seniors get the groceries they need during the Coronavirus Pandemic."We're just a group of friends that saw our Seniors needed help here in San Diego," says volunteer Sydney Prochnow.The effort started over the weekend when one of the volunteers saw an older man struggling to buy groceries. That sparked an idea and a flurry of texts. The call to action quickly turned into advocacy."We jumped on the chance," says volunteer Joshua Daguman. "People said, 'Hey, I can make a website,' 'I can make a GoFundMe,' 'I can do this.' The next day, within honestly four hours, we're up and running."They created StayHomeSD, a donation-based, volunteer-run organization that delivers bags of groceries to any senior who asks for help. The service is free.A GoFundMe donation account pays for the food and delivery costs. Daguman says if the seniors or their families want to pay for what they receive, they're asked to donate to the account."The reward is actually the hope we're bringing to people. The joy, not the groceries," says Daguman.Anyone interested in getting help can sign up online or by phone. StayHomeSD will deliver up to five items per person per week.Volunteers are screened with background checks and must have a clean driving record. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. He was Gallagher's platoon leader during the deployment and told investigators he learned about the alleged war crimes only after he was told about them by a special operator first class."Naval Special Warfare does not comment on specifics of an ongoing investigation in order to preserve its integrity, however all credible allegations of criminal activity are taken extremely seriously and thoroughly investigated," Naval Special Warfare spokeswoman Cmdr. Tamara Lawrence told the Navy Times.Between April and September in and around San Diego, Gallagher allegedly tried to "discourage members of his platoon from reporting his actions while in Iraq during his deployment," according to the publication. 1941

SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. SAN DIEGO (KGTV) - A former Border Patrol agent was sentenced Wednesday for trying to smuggle drugs across the U.S.-Mexico border while on duty in 2016.Noe Lopez, 37, of Chula Vista, was sentenced to 70 months in prison for attempting to smuggle methamphetamine and cocaine in exchange for cash. He pled guilty to the charges in June 2017.Investigators say the former Border Patrol agent agreed to pick up backpacks containing the drugs from the north side of the border while on duty. Undercover DEA agents used substances resembling drugs in the backpack drops.RELATED: Border Patrol agent arrested in North San Diego County on drug , weapons chargesIn a conversation with an undercover agent, Lopez discussed the area known as "Goat Canyon" as a preferred location, according to investigators, saying "Honestly, the thing is that there aren’t—there aren’t any cameras. Nothing, nothing, nothing."At times, investigators said Lopez switched shifts with another agent to be in a preferred area for a drop.Lopez would load the backpacks in his Border Patrol vehicle and deliver what he thought were narcotics after work in exchange for thousands of dollars, according to the charges.RELATED: Border Patrol agent found not guilty on murder charges, hung jury on two lesser charges"This is a fitting sentence for a law enforcement agent who, instead of policing drug traffickers, joined them," U.S. Attorney Adam Braverman said in a release. "Noe Lopez will pay a high price for betraying his fellow agents and his badge."Lopez was arrested on Dec. 14, 2016, after undercover agents moved in after setting up another backpack drop with the purported drugs."Noe Lopez violated the trust of the public and the law enforcement community he betrayed," Rodney Scott, San Diego Sector Chief Patrol Agent, said. SAN DIEGO (KGTV) -  A popular Thai restaurant in the College Area has been broken into for the second time in three weeks.At Sala Thai, there are sizzling entrees and simmering frustrations. "Saw the mess on the floor and thought what's going on?" said owner Chira Svangvitaya.A look at the surveillance video gave Svangvitaya the answer. Just before 5:30 Monday morning, a man in a hoodie is seen creeping into through the back door. He heads right to the cash register but finds it empty.He grabs some paperwork, empties the change dish and moments later, he leaves. It isn't for long. "He walked in and out three times, like he's not afraid of anything," said Svangvitaya.Two more trips nets him armfuls of stuff, including a computer, iPad, iPod, checkbooks and a case of soda. Near the end, he takes off his hood - and Svangvitaya's heart sank."I feel so sad and annoying. I don't know what I did to him," said Svangvitaya.The intruder is a stranger to her, but appears to be the same man who broke into the restaurant early Halloween morning. On that occasion, he used a crowbar to mangle the lock and damaged the register while grabbing 0 in cash. He also nabbed five tablets and a computer, crippling her online delivery business.Svangvitaya spent 0 to add a deadbolt after the Halloween break-in. This time, the intruder destroyed the repaired lock and the new deadbolt and went right on in. On the menu now are more costly repairs and a serving of nerves.    "I'm scared he will come back," said Svangvitaya.
