SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline. The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. The cuts were all messed up."RELATED: Study: Rents rising faster in affordable areasThe city reports the work being finished Feb. 1. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. The closet, however, was once a massive frame added on to the home (more photos above):

In a statement, Ryan said the Coastal Development Permit has become an arduous process - delaying projects a year and adding up to 0,000 in costs."It has no relation whatsoever to bulk or scale," Ryan said. "The bulk and scale of a house designed using the 50-percent exemption is governed by the same rules as a house designed without using it."Ryan said the back-to-back serial permitting simply allowed him more options, such as with windows and openings - under the same rules.RELATED: Man accused of squatting in multi-million dollar Coronado mansions"We are excited about the design of the home, and hopeful that it will be a contender for several architectural awards," he said.A representative for Councilmember Barbara Bry, whose district includes Bird Rock, said her staff recently contacted the mayor's office to address concerns over the 50-percent exemption. 3104

SAN DIEGO (KGTV) - The travel ban is just one element from President Trump's Oval Office address Wednesday that is still sparking questions - and clarifications.Moments into his remarks, President Trump made a statement about communicating with allies."We have been in frequent contact with our allies," said President Trump. But the European Union says they received no heads up about the announced 30-day travel ban.RELATED COVERAGE:-- What's been canceled, postponed in San Diego, nationally due to coronavirus-- Gov. Newsom urges limited to no large gatherings in California amid coronavirus-- Another group of cruise ship passengers to be sent to MCAS Miramar"We will be suspending all travel from Europe to the United States for the next 30 days," said President Trump.Federal officials have since clarified this ban doesn't apply to US citizens, but rather foreign nationals coming to the U.S. The ban includes 26 countries. Places like the UK, Ireland and Croatia are not on the list."...These prohibitions will not only apply to the tremendous amount of trade and cargo, but various others things as we get approval," said President Trump. That statement appears to be false. RELATED: MCAS Miramar Marine contracts coronavirus, another Marine suspected after Washington state visit The President himself later tweeted, "The restrictions stop people not goods."As for people stricken with coronavirus, President Trump had this to say. "Earlier this week, I met with the leaders of health insurance industry who have agreed to waive all copayments for coronavirus treatments," said President Trump. That statement has led to more confusion. The administration, along with insurance companies, have since confirmed copays for coronavirus testing will be waived, but not for treatment of the virus."Testing capabilities are expanding rapidly, day by day. We are moving very quickly," said President Trump.Despite billions in recently approved funds, testing capacity remains at frustrating levels across the country. After health officials held closed-door briefings today, members of Congress - both Republicans and Democrats - expressed concerns about the testing capacity. 2187

SAN DIEGO (KGTV) - Thousand of San Diegans are saving big by "buying nothing."It's just past 9 a.m. on a late November in Bay Ho and dozens of breads, rolls, and muffins are ready for taking. Becky Sloan is the first to arrive. The food is set up outside the home of Tomira Baca-Craig, who runs a food co-op that divvies out extra bread donated by bakeries and stores. On this morning, she posted the giveaway on her "Buy Nothing" Facebook group. It's not just bread. Sloan showed 10News photos of baseballs, crafting items, shoes for her children and home decor, just some of the stuff she's received in the last two years. All of the items were offered up by neighbors on the Bay Park/Bay Ho Buy Nothing page."I think I might have saved anywhere from ,500 to ,000," said Sloan.MAKING IT IN SAN DIEGO: People converting vans to avoid high rentSloan actually gifts more items than she receives."It's awesome. You can give just about anything away, and you can receive just about anything you ask for," said Sloan.Started in 2013 in Washington state, "Buy Nothing" now boasts some 60 neighborhood pages in San Diego County."Any time you can gain an inch in your pocketbook, it's helpful," said Sloan.MAKING IT IN SAN DIEGO: Woman builds granny flat to finance retirementTens of thousands in the county have joined up. "You give freely and get freely. It builds community and minimizes waste," said Baca-Craig. Two Halloweens ago, Baca-Craig created all of her family's circus-themed costumes by going on the Buy Nothing page and asking for donations. After Halloween, she put all of the items back on the site. "It's all those things that add up and makes everybody's life a little easier. That's why we do it," said Baca-Craig.To join a page, you do have to have a Facebook account. Find the page that corresponds to your neighborhood and ask to be added. 1866

SAN DIEGO (KGTV) - The USS Midway Museum is celebrating 15 years in San Diego with a ticket discount offer for area residents. The deal announced Tuesday is rolling back admission to 2004 prices during the month of September. Tickets are for adults and seniors, and for youth and students. “Midway would not be the 5th most-popular American museum of any type (35,000 museums) if it were not for the nearly 800 San Diegans who donate more than 275,000 hours annually,” said founding president and CEO Mac McLaughlin. “They are the rock stars of Midway and the foundation of its success.” September marks the 74th anniversary of the USS Midway’s commissioning. The retired aircraft carrier opened as a museum in June 2004 after a 12-year campaign. The ship has been host to special events including an SDSU basketball game, an NFL pregame show, and episodes of The Bachelor and American Idol. The Midway is the most-visited ship museum in the world and the top-rated San Diego activity according to TripAdvisor, the museum reports. Tickets purchased in September are valid through December 31, 2019. Local ID is required at the museum’s entrance and there is a limit of six tickets per purchase. 1209

SAN DIEGO (KGTV) - This election fired up voters and one Serra Mesa couple was driven by duty to vote for the first time.Anthony Joiner and Justine Gibson are engaged, and invested in this election."We recently became home owners and in the next few years we'll be parents hopefully so we feel like the future is in our hands and we want to be part of the decisions that are happening," Joiner said, with Gibson adding, "wanted to make it count."FIND YOUR POLLING PLACEJoiner said it felt great to cast his ballot for the first time, "I feel accomplished."Joiner and Gibson filled their ballots out in person. "We wanted the full experience," they said laughing."This year more than ever we felt the importance of voting and having our voices heard, this was primarily driven by the current political environment! I feel like the presidential race without a doubt is important, however equally as important are the local races/props that will have a direct impact on our quality of life," Gibson said. They didn't make their decisions in isolation, "we filled out our ballots together [at home]," Joiner said. "We’re pretty much on the same page on all things political and whatnot so it was a little bit easier," Gibson chimed in."We didn’t want our votes to cancel one another out so if we disagreed on something we would talk about it a little bit and see why," Joiner said laughing.Joiner said he hopes the tension fades after the election, "and I really want everyone to just get along really."Both hope for a positive outcome, "no matter what way it goes people just accept it," Joiner said. "And respect each other," Gibson added. The couple encouraged others to make sure they cast their votes on Tuesday. The polls close at 8 p.m. Tuesday. 1753
