BEIJING, April 23 (Xinhua) -- The Chinese government is "trying its best" to look for families for orphans in the Qinghai quake zone while trying to give them special care, according to the Ministry of Civil Affairs."Among all people in the quake-hit areas, children whose parents were killed during the quake are in the most difficult situation and need special care," said an unnamed official with the ministry Friday.Government organizations and social groups would work together to care for the orphans.The ministry said it would seek adoptions for all orphans in the quake zone as soon as possible, and would "fully respect" the children's preferences and the traditions and habits of ethnic children.Six children were reportedly injured in the quake when a four-story orphan school collapsed. A total of 220 students are living in tents.The total number of orphans in the quake zone is not available.According to the ministry, social welfare organizations in Xining, capital of northwest China's Qinghai Province, have set aside more than 300 beds for orphans and children whose parents or other family members have not been contactable since a 7.1-magnitude quake hit Yushu, Qinghai, on April 14.The ministry also planned to mobilize help from other regions if Qinghai had difficulty settling the orphans.Previous reports said SOS Children's Villages in Chengdu, Urumqi, Beijing and Tianjin would contact with the civil affairs department in Yushu and prepare for the arrival of orphans.The central government and Qinghai authorities would jointly provide each orphan with a monthly financial support of 1,000 yuan (146 U.S. dollars) for three months from April.In addition, figures from the ministry show that a total of 56,000 tents had reached the quake zone as of Friday evening, along with 117,000 coats and 208,000 quilts among other daily necessities and relief materials.The quake in Tibetan Autonomous Prefecture of Yushu has left 2,187 people dead and 80 missing. Among the 12,135 injured, 1,434 were in serious condition.

BEIJING, May 10 (Xinhua) -- China's Health Ministry on Monday vowed to ban smoking in all its offices in four months, part of an arduous campaign to curb public smoking around the country.Yang Qing, director with the ministry's community health department, told reporters that hospitals, clinics and other medical institutes nationwide should follow suit to impose strict smoking ban by 2011."No Smoking" signs will be placed in the ministry's conference rooms, lavatories, car parks and stairways while a designated smoking area will be set up outside the office building, the official said.He said the ministry also bans its employees from giving tobacco as gifts -- a rooted tradition in China's office culture. Employees who break the ban will be punished, while those who quit smoking in a year can expect cash rewards.Though Yang did not elaborate how hospitals and clinics under the ministry's supervision should go tobacco-free, it is widely believed that similar policies will be imposed soon among the country's medical institutes.Data from the ministry show China has more than 350 million smokers, mostly men influenced by a macho culture. Doctors with smoking habit have become a prime target of China's tobacco control campaign.Yang said smoking should be banned in all public venues, workplaces and public transport vehicles by 2011, according to the World Health Organization Framework Convention on Tobacco Control, which took effect in 2005.It was signed by the Chinese government in 2003 and ratified by the country's top legislature in 2005. XIANGNING, Shanxi, April 8 (Xinhua) -- The death toll at the flooded Wangjialing Coal Mine in north China's Shanxi Province had risen to 20 as of 8:20 p.m. Thursday while 18 miners are still unaccounted for, rescue authorities said.Three more bodies were recovered late Thursday after five were found earlier in the day.As of late Thursday, about 240,000 cubic meters of water had been pumped out, much more than the presumed 130,000 cubic meters, said Liu Dezheng, spokesman of the rescue operation, late Thursday.Seven of nine working sections had been ruled out for the existence of survivors and the targeted areas were narrowed to two sections, he said.Rescue operations were resumed after a short suspension because suspected leakage from an adjacent abandoned mine prompted flooding fears and an evacuation of the rescuers.Hundreds of rescuers evacuated when the shaft ceiling began to leak Thursday morning, said Liu Dezheng.The leakage had stopped by Thursday afternoon.Some survivors telephoned their family Thursday morning, and the family members would been organized to visit them, said Hong Yu, deputy manager of China National Coal Group Corp., who owns the flooded mine.All victims would be compensated, Hong added.A total of 261 miners were working below ground when the mine flooded on March 28.
