In a security policy that has been implemented in many stadiums and arenas around the country, large bags will soon be banned inside Cinemark's movie theaters, the company has announced. The ban will go into effect on Thursday at all of its theaters. Cinemark is the parent company of chains such as Rave Motion Pictures, Century Theatres, CineArts and Tinseltown. Bags larger than 12 inches by 12 inches by 6 inches will not be permitted. Exceptions may be made for medical equipment and diaper bags. Cinemark said there will not be anywhere to check bags. The chain also said that the company reserves the right to inspect all bags entering its theaters. A Century Theatre, which is owned by Cinemark, was the scene of a mass shooting in July 2012, when 12 were killed and 58 were wounded by a gunman. Survivors and families of the victims sued Cinemark claiming the company did not take adequate safety and security precaution. That means voters will be able to return their ballots as early as next week. RECORD NUMBERS VOTING EARLYNorth Carolina is seeing a record number of absentee ballots because of the pandemic. In 2016. around 200,000 absentee ballots were counted. Already in 2020, the state has received around 600,000 requests. "It’s been kinda tough but we are trying to get through it," Kristen Scott, the elections director in Halifax, North Carolina, said. Scott only has a staff of three. In 2016, her staff received 200 absentee ballot requests. This year they have already received 2,000 and it's only early September. "I do go ahead and tell voters once you get your ballot, it's best to complete it and send it back in," Scott said. NORTH CAROLINA TEST CASEWhat happens next in North Carolina will be an example for other states around the country. Will voters return their ballot right away? Will they wait until the first debate? Additionally, will voters be able to follow all of the directions?For instance, in North Carolina, all absentee ballots must have a valid witness signature. During a pandemic will voters be able to find a witness? If it's not there, the ballot will be rejected. "In the primary, we saw about 15 percent of absentee ballots rejected," Allison Griggs with the Southern Coalition for Social Justice, said. Griggs fears the election could depend on whether voters follow directions or not. In North Carolina, election officials are allowed to contact voters if they find an error with their ballot prior to the polls closing. Griggs advises all Americans to be on the lookout for phone calls from election officials just in case. IMPERIAL BEACH (KGTV) -- Just in time for spring break, county health officials announced Saturday that it's safe to go back into the waters of Imperial Beach. The re-opened beach-line includes the south end of Seacoast Drive to Carnation Avenue (including Camp Surf) in Imperial Beach.The ocean shoreline from the International Border to the south end of Seacoast Drive will remain closed until sampling confirms these areas are safe for water contact, officials said."Testing confirms water quality along the Imperial Beach shoreline meets State health standards following recent Tijuana River sewage impacts," said the Department of Environmental Health and Hazardous Materials Division."Recent water quality testing conducted by DEH confirms that Tijuana River flows are no longer impacting these beaches," the DEH said.The announcement comes after weeks of beach closures due to a sewage-contaminated runoff into the Tijuana River valley which flowed into south county beaches.
