DEL MAR (CNS) - Border Patrol officials Friday announced that 21 arrests were made earlier this week stemming from a foiled human smuggling operation off the coast of Del Mar.Border Patrol agents spotted a "suspicious vessel" near Dog Beach at about 3 a.m. Tuesday, which was later identified as a panga boat dropping off 16 Mexican nationals.In anticipation of a landing at Camino Del Mar, agents arrived to find a group of people clad in life jackets running toward three vehicles, according to the U.S. Border Patrol.One vehicle was stopped near the scene, while the other two sped off, the Border Patrol said.A 68-year-old U.S. citizen behind the wheel of a 2003 Mazda minivan was arrested along with eight passengers who were Mexican nationals. Two other vehicles were pursued to a hotel in Carlsbad, where the drivers -- both U.S. citizens -- were arrested with eight Mexican nationals who were passengers.According to the Border Patrol, U.S. Coast Guard officials intercepted the panga boat as it was attempting to depart the area, and two Mexican national men aboard were arrested.Border Patrol officials said five people will face human smuggling charges in connection with the incident, while one boat passenger will face charges for re-entry after prior removal. DAWSONVILLE, Ga. — A quiet neighborhood in Dawsonville, Georgia is in shock after a Tampa man traveled there and allegedly killed his ex-wife and her sister on Thursday.Lumpkin County Sheriff Stacy Jarrard said Kelley McDonald Jr., 39, shot four people in the home before turning the gun on himself.  McDonald's ex-wife and her sister were both killed. McDonald shot and wounded a 16-year-old in the home and his 2-year-old daughter. Both were rushed to Children's Healthcare of Atlanta at Egleston, according to Jarrard.The sheriff said the victim was hiding from her ex-husband but he tracked her down to the community about an hour north of Atlanta. Around 8:30 a.m., deputies responded to a call of shots fired. A 13-year-old inside the home during the shooting was able to escape and call 911.Court documents show McDonald and his ex-wife divorced in October 2017. According to an active arrest warrant out of Hillsborough County, Florida, McDonald was wanted for attacking his ex-wife on December 30 inside her Tampa condo. The warrant was for domestic violence with strangulation and burglary with assault.  Tampa neighbors said they were friendly with the victim but noticed a lot of police going in and out of the home. They said she recently moved out. They were shocked and saddened to learn she was murdered.McDonald’s mother spoke to Scripps station WFTS in Tampa outside her Tampa home. She said the family was “shocked and just learning of the news.”  Court documents show an emergency motion was filed on February 26 by the victim asking domestic violence injunction petition.  Lumpkin County Sheriff 's Office posted on Facebook that anyone seeking refuge for domestic violence in a community should always reach out to any local domestic violence organization they can contact.The sheriff writing on Facebook, “If you have taken refuge in a community, I encourage you to reach out to the local law enforcement of that area so that they may be aware of any situations that might arise in order to keep you and your family safe.”The names of the victims have not been released. 2156

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. DENVER, Colo. -- President Trump recently approved changes to the Paycheck Protection Program to give small business owners more opportunities to qualify for loan forgiveness. Some owners say even with the changes, it’s still a long process to get their PPP loan forgiven.Gail Lindley is the 3rd generation in her family to run the Denver Bookbinding Company. “It’s more than a business, it’s truly our life blood,” Lindley said.The 91-year-old company received a Paycheck Protection Program loan that helped Lindley keep the lights on and employees working on the limited orders coming in.Now, Lindley is worried about the extensive requirements to make sure her loan is forgiven.“The bank told us, ‘You really need to document well,’” said Lindley.The PPP loan forgiveness application is 11 pages long and requires companies to document all spending on payroll, rent and utilities. Changes to the act were signed into law by President Trump on June 5. Companies must still prove they’ve retained workers and kept wages the same to earn full loan forgiveness.Consumer Bankers Association CEO, Richard Hunt, said documenting this is an unnecessary burden for small business owners.“Right now, small businesses across the country are spending about ,000 more more and 15 more hours submitting another application packet,” said Hunt. “We’re saying, just forgive all the loans under 0,000,” he said.Lindley believes automatic forgiveness would help people get back to work more quickly. “There’s only so many hours in a day, and I want to spend it working on my business not filling out forms,” she said.The Small Business Administration is requiring the most documentation for businesses who want full forgiveness. With the changes President Trump approved, businesses have 24 weeks instead of just eight weeks to use the funding—and only 60% of the loan needs to be used for payroll instead of the original 75%.“We can make that money last a little bit longer and be more thoughtful on how that’s doled out,” said Lindley.These changes are helping many, but Hunt said more needs to be done to lift time-consuming burdens off small businesses just getting back to work.“0,000 or less constitutes 85% of all loans, but only 20% of all the funding, so those larger businesses would still have to submit a forgiveness process, but not the mom and pop shops who are still in the red right now trying to make ends meet,” he said.For Lindley, she’s just hoping all the bookkeeping she’s done will be enough to keep her family’s story alive. 2548
