SAN DIEGO (KGTV) -- Two people were hospitalized with serious injuries after their small engine plane crashed near Montgomery Field Airport on Thursday afternoon.The incident was reported around 4:30 p.m. near the executive airport at Kearny Villa Road and Balboa Avenue.According to the San Diego Police Department, a witness said the plane crashed behind a building near the airport and was helping the pilot.The plane had just taken off from the airport when it clipped trees and crash landed in an open space behind the Kyocera business building on Balboa Avenue, said Dan Eddy, Battalion Chief of the San Diego Fire Department Two male passengers were responsive when crews arrived but were transported with major injuries.Police said there was no active fire and no structures or vehicles were damaged.Eddy estimated at least 20 gallons of fuel spilled from the wrecked plane.The plane missed a high voltage area by about 30 feet, said Eddy.No further information was provided at this time. 1004

San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693

High home prices and rising interest rates are expected to slow sales.In our effort to help you find ways to make it in San Diego, 10News discovered a generation of people motivated to sell, and a generation willing to do the work to get a better deal."So, if you think about going into the grocery store and there's a bin of apples, you want to pick the one that's the shiniest right?” says Lisa Becker, a realtor for Keller-Williams. “Our job is to help the sellers spend money strategically and wisely, and yet we have a saying, ‘Don’t step over a dollar bill to pick up a penny.'"Becker encourages sellers not to spend money where it isn't necessary to sell their homes, including her current clients.“They’ve been here for 40 years, they’re in their late 70s,” says Becker. Baby Boomers are the fastest growing generation of sellers. According to Pew Research, 10,000 Baby Boomers retire every day, many with adult children long gone. With Boomers, many of the homes are well taken care of and maintained, but the interiors are not always up to modern designs.“So that’s where we come in as the realtor to have them do it in the simplest way possible,” says Becker. “So, when we take down the wallpaper and bring in more contemporary accessories, this kitchen will be absolutely fine. They’ve taken really great care of it, yet it’s still tile counters, and we know the buyer is going to want to put in quartz or granite in here.”No need for a costly upgrade in the kitchen or any other rooms. Instead, Becker and her team will take out all the furniture and stage the entire house.“So, as we go through the home, we’re going to be neutralizing all the paint,” says Becker. That gives the younger buyer a vision of the home’s potential.Repairs that need to be made will be made.“We’re going to come in and get this repaired because it just begs too many questions,” says Becker, pointing out rotting wood on the back patio cover.The goal is to grab the buyer’s attention and allow them to put in some sweat equity after moving in, creating their vision for larger projects like kitchens and master bedrooms.“Buyers' logic makes them think, and emotion makes them act. SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) -- San Diegans requested a record number of mail-in ballots for th 2018 general election, 1.2 million to be exact.Now, as tens of thousands arrive at the Registrar's office every day ahead of election day, new technology is helping make sure every ballot is processed and counted."This is our 144 pocket ballot sorter," says Registrar Michael Vu, showing off one of two brand new machines his office bought with this election in mind."After the 2016 election we said the mail ballot population is so great we need to invest in something that's even higher speed," says Vu.The new machine can process up to 44,000 ballots per hour, twice the number of the old machine. It can also sort them by city and council district. That comes in handy with an election as big as this week's."We have 326 contests on ballot, spanning 485 candidates, and 52 measures on there," says Vu.By late Sunday, the Registrar had already received about 500,000 mail-in ballots. That includes several thousand people who voted early in-person.
