SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. Some are purchasing at-home test kits online, at no up-front cost.Raechel Kadoya is not a clinician, nor is she at a doctor's office. She is the co-owner of Soichi Sushi, giving herself a COVID-19 test."I want to take advantage of being proactive," Kadoya said as she swabbed her nose.Since the modified re-opening of her restaurant in University Heights, she and her staff have been cautious about coronavirus exposure. That is why she ordered the Pixel by Labcorp at-home COVID-19 test kit for her entire staff."I think that it is my responsibility as a business owner, not only to my staff but to my customers and my family, to make sure that everybody is doing business here safely," Kadoya said.This is the staff's second round of testing. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business.
