A plan to raise San Diego's hotel tax to expand the convention center appears to be headed to the March 2020 ballot. The City Council voted 5-4 Monday to formalize its intention to place the tourist tax hike on next year's primary election. The measure, called "Yes! For a better San Diego," would raise the transient occupancy tax by as much as 3.25 percent per night, depending on location. Hotels closest to the heart of the city would see the tax rate increase the most. The revenue would fund a convention center expansion, homeless services and road repair. The council was split on its decision because voters passed Measure L in 2016. Measure L called for citizens initiatives to be placed on November general elections, when turnout is highest. However, the measure gave the City Council the option to move votes to different elections if it sees fit. It is still unclear whether the measure needs a simple majority or two-thirds support. The City Council is expected to formally place the tourist tax increase on the March ballot when it calls for the election in the fall. 1092

A national organization is announcing a million campaign to turn out Hispanic voters in several of this year’s battleground states.Mi Familia Vota, based in Phoenix, said it will spend million on get-out-the-vote measures and an additional million on digital and television ads, starting in Arizona and Florida.Arizona in particular is seen as a battleground because of shifting demographics in the traditionally Republican state. Hispanics are a growing proportion of the electorate. The campaign comes amid rising concerns about Latino turnout in a year when that community has been hit particularly hard by the coronavirus. Latinos account for higher rates of infection from COVID-19 when compared to their share of the population in a number of states, and many are struggling financially from lost jobs and lower wages.“Basically what we’re saying is we’re not going to wait for political parties to do it themselves. They don’t invest in our communities,” said the group’s executive director and CEO, Hector Sanchez Barba.According to the Pew Research Center, 13.3% of eligible voters in the U.S. this year are Latino, a record high. Pew projects that in Arizona, 24% of eligible voters this year are Latino, up 2 percentage points from 2016. In Florida, Latinos are projected to be 20% of eligible voters. That doesn’t mean they will all register or cast ballots on Election Day. U.S. Census data shows that 47% of eligible Hispanic voters in Arizona cast a ballot in 2016, compared to nearly 63% of eligible white voters.Mi Familia Vota aims to get 3.3 million more Latinos in its targeted states to vote.Latino turnout in states such as Arizona could help decide the presidential election, said Matt A. Barreto, co-founder and managing partner of Latino Decisions, a polling and research firm based in Los Angeles.“We already saw this in 2018, where record Latino vote in a midterm provided the margin of victory for (Democratic U.S. Sen. Kyrsten) Sinema,” he said.Sanchez Barba says Mi Familia Vota will use text messages, phone calls, and digital and TV ads to reach potential voters in Arizona, California, Colorado, Florida, Michigan, Nevada, Pennsylvania, Texas and Wisconsin. The campaign comes as both Democrats and Republicans vie for the Hispanic vote. The Trump campaign, for example, also is targeting Hispanic voters through messaging about the economy, public safety and family values. Andres Malave, regional communications director of Hispanic outreach for the Republican National Committee, said the Trump campaign has had a permanent presence in Arizona since 2016.“President Trump’s policies are delivering for our families by ensuring safe communities and rebuilding the strongest economy in the world. Meanwhile, Biden is relying on other groups to bail him out to cover for his decades of failed policies that have disproportionately hurt Latino families,” Malave said. While Mi Familia Vota has not endorsed presumptive Democratic nominee Joe Biden, its voter push will focus on turning out Latinos to vote against Trump, Sanchez Barba said.He participated in a town hall with Biden in which the former vice president made a series of commitments to the Hispanic community, such as placing Latinos at the highest level of his administration.“After the election, hopefully with a new president, we will immediately launch an accountability campaign,” Sanchez Barba said. 3414

A US Navy helicopter crashed onto the flight deck of an aircraft carrier in the Philippines Sea on Friday, injuring personnel on board. The MH-60 Seahawk hit the flight deck of the USS Ronald Reagan shortly after takeoff around 9 a.m., according to a statement released by the Navy's Seventh Fleet. All injured are in stable condition and are being evaluated by medical staff. The Navy did not say how many people were injured but that some "will be medically evacuated ashore" without specifying a location. An investigation has been opened into the cause of the crash, according to the statement. The incident occurred during routine operations in the Philippine Sea, which spreads north and east of the Philippines. The aircraft carrier "remains fully mission capable" and normal flight operations to support the mission of "support and security and stability in the Indo-Pacific Region" have resumed, the Navy said.Last week the Nimitz-class, or, nuclear-powered aircraft participated in the International Fleet Review near South Korea's Jeju Island. In May 2017, the USS Ronald Reagan began sea trials in the Pacific before replacing the USS Carl Vinson near the Korean Peninsula. The 1,092-foot Reagan carries a crew of 4,539 and is equipped with roughly 60 aircraft, according to the Navy. It was commissioned in 2003 and cost about .5 billion. 1359

A Nashville high school football coach has been arrested on a charge of soliciting an underage student.According to an affidavit from Metro Nashville Police, 25-year-old Weldon Garlington messaged a 17-year-old girl on Instagram asking her for sex. His Instagram profile states he is a football coach and associate dean of students at RePublic High School, a charter school near Brick Church Pike in north Nashville.Garlington was arrested late Thursday night after he allegedly confessed to police about having sent the messages. The conversation reportedly started with private Instagram messages to her over the weekend, asking the girl when she would turn 18-years-old. He also asked if she wanted to do anything with him "like sex lol." He later offered to reimburse her gas money to drive to his apartment. The affidavit claimed, the next day, he texted her saying, "My bad about all this... Let's just act like none of this was ever talked about."Garlington was booked into jail on 0,000 bond and was charged with solicitation of a minor. Because of her age and the fact that no physical contact was ever made, the charge is a misdemeanor.RePublic High School later released the following statement:  1257

A new social media trend has one West Michigan photographer capturing the reactions of two people meeting for the very first time in a hybrid blind date/photoshoot.Hailey Estill started shooting photos professionally just a few months ago. She has been working to get her business Candid Captures by Hayley off the ground in a few different ways.Estill graduated from college with a degree in psychology and has been looking into how she can meld her passion for creative photography with her knowledge of how the human mind works. And so, in a poetic meshing of her different skill sets, she began arranging and shooting what she calls "stranger shoots".Estill says she is "interested in both the art and the psyche behind two people meeting and getting intimate pictures taken.”On Monday evening she let FOX 17 tag along on her latest shoot.“They're all gonna have different outcomes, because you're just doing it with completely different people every time,” Estill said.At this shoot, a man and a woman from Grand Rapids would meet for the very first time, as Estill hangs back and takes a series of photos that could easily be confused for an engagement shoot.Danny and Caitlin, both in their early twenties, walked towards each other with their faces covered by bandannas.Estill says she will often give the participants prompts while shooting, telling them to whisper different trivia facts about themselves to one another.“So I’m going to tell you guys to go in the middle of the road there and slow dance for a minute," Estill told Danny and Caitlin during their photoshoot at Crescent Park in downtown Grand Rapids."And then Danny, you go first and tell her 3 things about you. And after, I want you to tell him 3 things about you."While Estill says not every couple ends up hitting it off right away, Danny and Caitlin seemed quite smitten.“I think I'm a pretty outgoing person, easy to get along with. So this wasn't super out of my comfort zone. I'm pretty good right now, I don't know about him," Caitlin said after the photoshoot finished up."The entire time I was kind of just like, Wow, she's beautiful. Like, I can't wait to get to know her," Danny added. “I hope there's something here… I mean, I have good feelings about this.”The pair exchanged contact info before the sun went down.“He walked her to her car, so I don't know what’s happening," Estill said after the couple had departed.Estill says she doesn't see her playing cupid as a long-term career path, but for now, she is enjoying it and looking forward to booking more "stranger shoots" in the near future. She said, “You just never know how people are going to react. So I'm glad it went well, and I hope I get to photograph their wedding someday.”Estill is working on putting together a questionnaire to better match people up in future shoots. You can visit her Facebook, Instagram, or website for further information or inquire about being part of an upcoming shoot. This story was first reported by Michael Martin at WXMI in Grand Rapids, Michigan. 3038
