SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit tells 10news he's awaiting coronavirus test results for five police officers.Amid the coronavirus outbreak, the days remain busy for police, whether helping those in need, enforcing beach closures, or responding to calls. That means interactions with people who may have COVID-19."I'm waiting for results for five officers. The officers remain isolated right now. We've had some officers' tests come back negative, so that's great news," said Chief Nisleit.A police spokesperson told 10news officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We have some officers that are showing symptoms, and then we have some other officers that are isolated because they've been exposed," said Chief Nisleit.The precautions being taken by law enforcement across the county include sanitizing vehicles and social distancing, and if physical contact with the public is necessary, the use of masks, goggles and gloves. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask." Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. 10news reached out to law enforcement across the county. (CNN) -- Air miles programs should be banned and a levy on frequent flyers implemented in order to reduce carbon emissions from aviation, according to new research.The measure is one of a number of recommendations from Richard Carmichael at Imperial College London, who published a report Thursday on how the UK can meet its target of net-zero carbon emissions by 2050.Carmichael carried out his report for the Committee on Climate Change (CCC), an independent body that advises the UK government, which has previously said the country needed to become carbon-neutral by 2050 in order to fulfill its obligations under the Paris Agreement on climate change.The UK later became the first major economy to legally commit to the target. This report does not represent CCC's recommendations."Flying is a uniquely high-impact activity and is the quickest and cheapest way for a consumer to increase their carbon footprint," the report says.Air miles programs encourage people to take extra flights to keep up their "privileged traveler status" and should be banned, according to the report.So-called "mileage runs" are a common way for travelers to top up their points in order to maintain access to perks such as priority boarding.An air miles levy would be based on the number of miles flown by each passenger, penalizing those who fly the most while leaving the majority of people unaffected.Research shows that 15% of the UK population take 70% of flights, and these travelers -- who tend to be wealthier and less price-sensitive -- would shoulder most of the burden. By way of comparison, 50% of Britons don't fly at all in any one year.The levy would also encourage short-haul flights rather than more damaging long-haul flights, shift demand from planes to trains, and raise money that could be used to fund research into low-carbon aviation technology, the report said."Given the scope for frequent flyers to have carbon footprints many times that of the average UK household, a lack of policy in this area is likely to be increasingly seen as inconsistent and unjust and risks damaging public engagement with climate action," the report reads.While the report pushes for government policies to tackle emissions, private initiatives have already sprung up.Last week, International Airlines Group (IAG) -- which includes British Airways, Aer Lingus and Iberia -- promised to remove or offset all carbon emissions from its fleet of more than 570 aircraft by 2050.IAG said it would replace older aircraft, invest in sustainable jet fuel and develop technology that removes CO2 from the atmosphere.And some employers have signed up to a program that grants extra paid leave for staff who travel by train rather than plane.Climate Perks is an organization that works to encourage people to cut their carbon footprint by traveling by train without sacrificing their vacation time.This story has been updated to clarify the authorship of the report. SAN DIEGO (KGTV) - Another migrant caravan has reportedly formed and is making its way through Mexico, according to Pedro Rios, the director of the American Friends Service Committee. Rios said the group has more than 2,600 people and is picking up more along the way. Like past caravans, it is fleeing violence from countries of violence, and Rios believes many will likely try to reach the U.S. border to make an asylum plea. “It includes not only Central Americans from Honduras, Guatemala, El Salvador, and Nicaragua, but also Cubans and people from Venezuela and various African countries,” Rios said. “There is definitely a lot of families, in fact, they’re moving at the pace of families.” Rios said networks of humanitarian and human rights groups are watching the caravan. The group entered Southern Mexico and is headed towards Mexico City. From there, the caravan could decided to head up towards the Tijuana, San Diego portion of the border, or head towards Texas. 10News reached out Customs and Border Protection officials after hours Tuesday, asking if they are aware of the caravan and what preparations they are taking. SAN DIEGO (KGTV) -- One person was taken to the hospital with serious injuries after being struck by a car in Pacific Beach Monday afternoon. According to police, the crash happened near the intersection of Mission Bay Drive and Garnet Avenue at 1:18 p.m. Witnesses told police the silver BMW was traveling fast before hitting a 67-year-old pedestrian in a raised median along Mission Bay Drive. The car then continued into the busy intersection and hit a Ford Fusion before flipping over and coming to a stop in the Enterprise Rental lot. The pedestrian was rushed to the hospital with life-threatening head injuries, a broken pelvis and internal injuries. The 40-year-old driver of the BMW was uninjured and a woman in the Ford Fusion only had a complaint of pain. At this time, it's unclear whether or not drugs or alcohol played a role in the crash. 865

OCEANSIDE, Calif. (KGTV) - Two women were injured after a car plowed into a building in Oceanside. Oceanside police were called out to 3300 block of Genoa Way just before 5:30 p.m. Police say the driver of the vehicle stepped on the gas instead of the brake. The crash happened at a clubhouse inside a gated 55 and over community. Police say two women were inside playing bridge when the vehicle crashed into the room. Police say they were transported to the hospital with minor injuries. One of the women was the driver’s wife. Structural engineers examined the building and said it was safe and will remain open. 629
