ANCHORAGE, Alaska (AP) — Life was beginning to return to normal Monday in Alaska following the powerful earthquake near Anchorage, but people nervous about aftershocks were still grappling with damage that closed public buildings and schools, clogged roads and knocked homes off foundations.Some residents went back to work. But state transportation officials again urged people who live north and south of Anchorage to take the day off or work from home to reduce traffic.Rockfalls were still occurring along cliff-lined Seward Highway, while major repairs were underway on hard-hit Glenn Highway, the main road leading north of the city, Department of Transportation spokeswoman Meadow Bailey said."We don't want the commute to be frustrating because people will experience delays," she said.Residents still jittery from the 7.0 quake on Friday have been rattled even further by more than 1,700 aftershocks. A dozen have had magnitudes of 4.5 or greater."Anything that moves, you're on your last nerve," said Anchorage resident Lyn Matthews, whose home sustained substantial structural damage, including a sunken foundation.Matthews, who was back at work at a chiropractor's office, and her husband have no earthquake insurance."I'm scared to death," she said.The earthquake struck 7 miles (11 kilometers) north of Anchorage, swaying buildings, disrupting power and causing heavy damage to Glenn Highway.There were no reports of deaths, serious injuries or widespread catastrophic damage in the state with strict building codes implemented after a 1964 earthquake with a magnitude of 9.2 — the second most powerful of any quake ever recorded.No outbreaks of disease or other major health problems have been reported.Still, federal officials declared a public health emergency on Monday, saying the action will ensure that Medicaid funds continue to be issued despite the temporary closure of offices. Officials said the U.S. District Court and the attached federal building in Anchorage will be closed at least through Thursday following a preliminary evaluation by the General Services Administration.GSA spokesman Chad Hutson said boilers in the federal building were leaking, leaving it without heat.The nearby Historic Federal Building, where the bankruptcy court is located, also remained closed. Officials said it will be ready to reopen once minor cleanup is complete.Schools have been closed until Dec. 10, which should also reduce traffic. An elementary school in the Anchorage suburb of Eagle River has been deemed unsafe to occupy, while multiple other campuses in the region are undergoing repairs and cleanup, according to the Anchorage School District.A middle school in the small town of Houston north of Anchorage likely will remain closed through the year.The supply chain of food and other goods delivered to the Port of Anchorage from the Lower 48 has not been disrupted.About 90 percent of all the goods sold in Alaska are delivered to the Port of Anchorage, where officials have completed a preliminary damage assessment. Anyone looking to buy an appliance may need to wait a while — due to the COVID-19 pandemic, some appliances are currently backordered for several weeks, even up to a few months.Tobie Stanger, a senior editor at Consumer Reports, says that anyone currently in the market for home appliances should be flexible."If you really need a refrigerator, they're out there, but you may not get what you want. So you'll have to be flexible," Stanger said.Consumer Reports has been around since 1936 and works to create a "fair" marketplace for all consumers. Stanger is an appliance expert and says some of the backlogs have to do with the pandemic and global factory shutdowns in the earlier part of the year.Add that to increased use of home appliances and increased demand, and you've got a problem."The companies are trying to ramp it up. They still, in sone cases, cannot find parts," Stanger said. "I have been told by one of our retailers that there are a couple of manufacturers that are not taking new orders until the end of September. So, they're trying, but it's a real grind."The Repair Association supports the aftermarket of "technology products" — anything with a computer chip. Gay Gordon-Byrne, the association's executive director, says the U.S. is overly reliant on China for all electronics."Everything from toys to tractors, refrigerators, cell phones, industrial controls — it is a massive problem if you can't fix that equipment," she said.Gordon-Byrne says that since things are backordered, there's a huge demand for repairs — which creates more problems."About 90% of the stuff on the market today can't be fixed — it either can't be fixed because it's made not to be fixed, or you can't fix it without the (original equipment manufacturer) because they want to make sure they're the only people that can fix it," Gordon-Byrne said.That means consumers are forced to buy new appliances — or, in this case, wait out the backlog.Gordon-Byrne suggests supporting independent, small appliance businesses and repair shops.Consumer Reports has similar advice."We recommend that, in addition to looking at the big box store, that you look at your local independent appliance dealer. They maybe have a reputation for not having as good a price, but we talked to many consumers who were able to get the independent to match the price," Stanger said.Matt Zieminski, a board member at The Repair Association, says not to ignore the refurbished option."There is actually a thriving refurbish effort right now where a repair shop will go around and pick up those units, take the effort to pick them up, clean them make them as good as new again and then resell them," Zieminski said.It may not be convenient, but the pandemic is forcing everyone to get creative and perhaps be patient to get what was once taken for granted. 2835

As fears are growing over a new strain of the coronavirus spreading through the United Kingdom, New York Gov. Andrew Cuomo criticized federal officials for not banning all flights from the UK.While international travel is severely curtailed due to the pandemic, a small number of flights make their way from the UK to the US on a daily basis."We have about six flights a day coming in from the U.K. and we have done absolutely nothing,” Cuomo said. “To me this is reprehensible because this is what happened in the spring. Coronavirus is in China. No it wasn't, it's in Europe. It came from Europe and we did nothing."In response on Monday, Cuomo said that British Airlines and Delta agreed to test passengers for the coronavirus for all flights originating from the UK landing in New York. ANNAPOLIS, Md. — A municipal government in China has donated 40,000 medical-grade face masks to Maryland’s capital city amid the coronavirus pandemic.The donations from Changsha, China, were first offered to Annapolis city officials in April, when the need for the masks among public safety workers was high in the beginning of the pandemic, Annapolis City Manager David Jarrell said in a news release Tuesday.They arrived this month, with one of the boxes featuring strikers of American and Chinese flags with a message that read: “Go, City of Annapolis! Best Wishes from Changsha! True unity inspires people to work as one to overcome adversity,” The Capital Gazette reported.Another note from Yani Xia, a representative in the Chinese city’s Foreign Affairs Office, accompanied the shipments. “We sincerely wish you and everyone in Annapolis continued good health, and the fortitude to persevere during this challenging period,” Xia’s note read.Annapolis’ relationship with Changsha began under a former city administrator, according to the release.
