Facebook took down a network of Facebook pages and Instagram accounts Monday night after a tip from US law enforcement, just a few hours before polls open in this year's midterm elections."On Sunday evening, US law enforcement contacted us about online activity that they recently discovered and which they believe may be linked to foreign entities," Nathaniel Gleicher, the company's head of cybersecurity, said in a statement. The company removed 30 Facebook accounts and 85 Instagram accounts."Almost all the Facebook Pages associated with these accounts appear to be in the French or Russian languages, while the Instagram accounts seem to have mostly been in English -- some were focused on celebrities, others political debate," Gleicher wrote."Once we know more -- including whether these accounts are linked to the Russia-based Internet Research Agency or other foreign entities -- we will update this post," he added. 938

ENCINITAS, Calif. (KGTV)- School leaders in a north county school district are trying to figure out how to address a legal petition filed by their teachers' union. The San Dieguito Union High School District Board of Trustees held an emergency closed-door meeting Tuesday at Earl Warren Middle School in Solana Beach.A few dozen students and some parents gathered outside the school to protest the district's plan to return to in-person instruction in January."Our teachers have taught us to stand up for what's right, and we see that the board is not listening to their needs, their concerns, they're putting their lives at risk, so we are here to support our teachers," said student Andrea Gately.Parent Julie Bronstein said distance learning is not ideal, but she doesn't think it's safe for kids to return when the virus is surging."Why can't we just wait a bit more, get ourselves out of the danger zone, get beyond the surge, make sure teachers are able to be vaccinated to the extent possible, and then reopen in a grander fashion," said Bronstein.Late last Tuesday night, the San Dieguito Union High School District Board of Trustees voted to give students the option to return to school one day a week on January 4th, then five days a week for in-person instruction on January 27th.Parents like Jane Woltman say students should have returned to class months ago."When they asked if kids wanted to go back full time in October, 80% of those parents said yes, yet we didn't go back then. We weren't in the purple tier then," said Woltman.Woltman has two kids at La Costa Canyon High School."I just think the social well being of kids is diminishing. Kids are losing engagement, and basically, this is a teaching model that was not intended to be long term," said Woltman.Friday, the California Teachers Association filed a legal petition on behalf of the local teachers' union to block the January return.Duncan Brown is a counselor at Diegueno Middle School and Oak Crest Middle School. He's also the president of the San Dieguito Faculty Association. He says the district's plan violates the governor's regional stay at home order."It goes against CDC guidelines, it goes against CDPH rules, most districts have reconsidered reopening plans, but San Dieguito continues to move forward," said Brown.Under the state's health mandate, schools that were already open for in-person instruction were allowed to stay open when the county fell back into the purple tier. The union is challenging the district's definition of what is considered an open school."All the instruction is done through small cohorts, and we believe the intent of the reopening plan was if grades were going through a reopening. For example, 9th and 10th grade were invited back, then under those kinds of understandings, 11th and 12th graders would be able to continue the reopening as well," said Brown.Parents who believe kids should be back in school say the union is just delaying things."I just think it's a stall tactic, and the union doesn't want to go back period. I don't think that's the voice of a lot of teachers who are afraid of ramifications if they speak up," said Woltman. The board president says the district's reopening plan follows the guidance issued by The California Department of Public Health and includes detailed protocols for distancing and ventilation.Teachers in high-risk groups for the virus or with childcare issues can continue teaching remotely until January 27th, but the district hasn't decided beyond that. 3529

ENCINITAS, Calif. (KGTV) — Encinitas leaders will consider developing a parking lot for the homeless next week, but the idea is already receiving pushback. If approved, the parking lot would be the first for homeless use in North County and modeled after other similar lots in San Diego. The location, at the Leichtag Commons agricultural property on Saxony Road, would be operated by Jewish Family Services. JFS runs San Diego's other three lots on Balboa Avenue, Aero Drive, and Mission Village Drive.JFS CEO Michael Hopkins says a lot in North County is desperately needed.FACING IT TOGETHER: HOMELESSNESS IN SAN DIEGOSan Diego single mom strives to keep family togetherHomelessness resource guideGroups work to end homeless crisis in San Diego"Finding a location in North County is really important," Hopkins said. "There's at least 300 individuals living in North County living in their cars."Hopkins says most of their clients are families and seniors new to being homeless."It's almost always their first time being homeless," he adds. But Encinitas' proposal has its share of opposition. Some locals have already submitted letters to Encinitas City Council against the idea: "While a homeless parking lot may sound like a compassionate idea, it will be problematic for the area," wrote one resident."I am not opposed to helping, I am opposed to the location," said another, citing safety concerns."I wonder who is going to pay for the added police patrol/protection when this upscale neighborhood becomes a hep-c ghetto like parts of downtown San Diego," wrote another resident."There's something a bit crazy about allowing homeless people to live in one of the most desirable towns in the world for free, no strings attached," another local wrote.Much of the money to be used for the program comes from a state grant. Hopkins added that the grant includes money for security, but other lots have had minimal problems."We hope when City Council gets together, they'll understand the urgency of families and individuals living in cars," Hopkins said.Encinitas' leaders will hold their first vote on the plan Wednesday. 2130

ENCINITAS, Calif. (KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20.  She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away.  1259
