SAN DIEGO (CNS) - A proposal to add a fenced-in, off-leash dog park and walking trails at Fiesta Island in Mission Bay Park was vetted Thursday by the San Diego City Council's Environment Committee, which unanimously voted to send to the full council.The committee considered two options for an amendment to the Mission Bay Park Master Plan, which guides future development of the area. Either option would update Fiesta Island, a partially undeveloped area of the park, by adding new amenities and park area to the island's southwest section.The committee ultimately chose the plan dubbed "option B," which reserves much of the island's southwest area for a fenced-in, off-leash dog park and also includes parking areas and walking trails.Option A would have allocated much of the southwest area for a fenced- in, off-leash dog park but would have also included a non-motorized boat launching area along the water, a road extension, larger parking facilities and a designated swimming beach for residents.The Fiesta Island amendment to the Mission Bay Park Master Plan has been in development for roughly two years. Committee attendees, including members of the Fiesta Island Dog Owners group, overwhelmingly stated their support for option B.City Councilman Scott Sherman said his office received roughly 30 calls and more than 300 emails in support of option B, due in part of members of FIDO posting his office's contact information. City Councilwoman Vivian Moreno also expressed appreciation for the public support for option B, particularly among dog owners."I am confident that city staff will be able to find a permanent location for non-motorized personal watercraft in other locations in Mission Bay Park," Moreno said. "But I don't think we need to destroy the experience of thousands and thousands and thousands of dog owners who use Fiesta Island right now in order to do so."Option B also received support from former City Council members Donna Frye, Sherri Lightner and Lorie Zapf."It's important to preserve as much open space as possible," City Councilwoman Barbara Bry said of option B. SAN DIEGO (CNS) - A man charged with murder and arson for allegedly setting a fire that killed his parents and sister at the family's Logan Heights home had previously made statements about burning the house down and set fires around the home on several prior occasions, according to preliminary hearing testimony today.Wilber Romero, 27, is accused of setting the Oct. 13, 2019, blaze that sparked at around 4:30 a.m. and killed the defendant's father, Jose Antonio Romero, 44; his mother, Nicalasa ``Nico'' Maya-Romero, 46, and his sister, Iris Romero, 21.The defendant's father was found dead inside the home at 3114 Clay Ave., while his mother and sister died at a hospital. Romero's then-24-year-old sister, Wendy, and his then-17-year-old brother, Angel, were injured in the fire. Bystanders pulled Wendy out of the home, while Angel escaped through a window.The preliminary hearing will determine whether Romero will stand trial for charges that could have him facing life imprisonment if convicted. The hearing will resume Thursday with additional testimony. Romero remains in custody without bail.Police witnesses testified Wednesday that the surviving family members told investigators that Wilber had a history of setting fire to portions of the home or objects surrounding the residence.Angel Romero told a San Diego police investigator that Wilber set fire to the house's roof a few weeks prior to the fatal blaze, and had set fires around the house on about a dozen prior occasions, according to Detective James Barrera of the San Diego Police Department. Angel also allegedly told Barrera that his brother had previously talked about ``burning the house down and burning everybody in it.''Wendy Romero told SDPD Detective Marco Perez that Wilber had previously set fire to plants and a trash can, and also burned his clothes in a barbecue on one occasion. During the blaze, Wendy said she saw Wilber outside the home running back and forth in the street yelling at her to open the door. She told Perez that she screamed for him to help her and he ``ignored her'' and ran down the street toward a nearby park.Prosecutors say that during the fire, Wilber Romero slipped out of a side door with the family dog and escaped the fire unharmed. He was detained near the scene.Detective Gary Phillips testified that a lighter was found on the defendant on Oct. 13, and that Romero was unscathed, without any burns or soot on his clothing or body. Romero was not booked into custody on suspicion of murder until Oct. 18.Prior to his arrest, Romero appeared in local television news interviews denying any involvement with the fire and stating he tried to save his family, but was forced to save himself.Regarding allegations of his involvement, he said in one interview, ``You can lock me up, but you're not going to take me in to say this, `I did it.' SAN DIEGO (CNS) - Juvenile arrest rates in San Diego County are the lowest they've been in a decade, according to a report released Friday by the San Diego Association of Governments.City and county law enforcement officers made 13.9 juvenile arrests per 1,000 people in 2017, compared to 56.9 arrests per 1,000 people in 2008, more than four times more.However, San Diego County still has the second highest juvenile arrest rate among large counties in Southern California, with San Bernardino County's rate sitting at 16.7 arrests per 1,000 people.SANDAG's Criminal Justice Research Division prepared the report."The juvenile arrest rate comparison continues a 10-year decline," said SANDAG Division Director of Criminal Justice Cynthia Burke. "This trend also has been seen in other jurisdictions across the state and nation."Arrest rates for adults remained steady at 33.5 per 1,000 people from 2016 to 2017. Adult arrest rates have declined since 2008, though, when law enforcement officers arrested 42.8 adults per 1,000 people.Arrests for violent offenses ticked up for both adults, from 13,924 to 14,356, and juveniles, from 1,138 to 1,183. Property-related offenses fell for both demographics, with adult arrests dropping from 8,642 to 7,862 and juvenile arrests dropping from 1,027 to 829."This decline in property-related arrests for adults may be related in-part to Proposition 47 which was passed in 2014 and reduced several property and drug-related offenses from felonies to misdemeanors," Burke said.According to SANDAG, misdemeanor rates spiked in 2015 after the enactment of Proposition 47 while felony rates dropped.Since then, however, felony rates have stabilized at 8.6 per 1,000 for adults and 4 per 1,000 for juveniles while misdemeanor rates have dropped, especially among youth in San Diego County.Adults in their 20s had the highest arrest rate of any age demographic at 60.3 per 1,000 while residents 70 or older were arrested at a rate of 1.7 per 1,000, the lowest of any age range. Residents 70 or older were more likely than their younger counterparts to be arrested for violent offenses, though, according to SANDAG. 2156
