BEIJING, Sept. 24 (Xinhua) -- China and Venezuela on Wednesday inked a series of agreements on wide-ranging fields, a sign of bilateral efforts to advance their strategic partnership to a new high.     The agreements came out of the summit talks in the Great Hall of the People as Beijing rolled out the red carpet for Venezuelan President Hugo Chavez.     The 12 new cooperative deals covered trade, oil, finance, education, justice, telecommunications, infrastructure, sports and cultural relics. He wished the Chinese government and people a speedy recovery from the disaster.     On the Beijing Olympics and Paralympics, Hu said China appreciated Venezuela's generous support while Chavez said the successes of hosting the two games would go down in history.     Stressing both China and Venezuela stayed at an important stage, Hu said the two countries shared the goal of stepping up substantive cooperation and seeking common prosperity.     To advance the bilateral strategic partnership, Hu proposed the two countries keep the high-level visits, enhance dialogues between the governments, legislatures and ruling parties, and exchange views on issues of common concern.     On the economic front, Hu said China would like to deepen "all-phase and integrated" oil cooperation with Venezuela, encourage businesses to invest in Venezuela and establish a trade zone.     China will also participate in building Venezuela's infrastructures, including railway system, telecommunications network, social housing and hydro-power.     Hu also called on the two countries to work more closely in education, culture, science and technology, justice, sports, journalism and poverty eradication.     Sharing Hu's view on bilateral ties, Chavez said bilateral trade had progressed smoothly, citing remarkable progress in oil, agriculture, science and infrastructure.     Chave said Venezuela would like to work closely with China on stronger political ties, increased dialogues and more substantive cooperation in energy, finance, agriculture and machinery.     On international issues, Hu and Chavez agreed to step up communication and consultation in multi-lateral organizations and on global issues, so as to safeguard the reasonable rights of developing countries.     Earlier Wednesday, top Chinese legislator Wu Banguo also met with Chavez. Wu said China's National People's Congress, the country's top legislature, would like to maintain its friendly exchanges and cooperation with the Venezuelan legislature, boosting the overall bilateral ties.     Chavez will conclude his three-day state visit to China on Thursday.

BEIJING, Sept. 13 (Xinhua) -- China's State Council, the Cabinet, has started the first-class national food safety emergency response to deal with the tainted Sanlu milk powder incident that has caused kidney stones in at least 432 babies.     The State Council has set up a national leading group comprising officials from the Health Ministry, the quality watchdog and local governments for the incident.     A preliminary investigation has confirmed the Sanlu baby milk powder contaminated by melamine was the cause of kidney stones in infants, said an official statement released here Saturday evening.     The melamine substance found in some of the Sanlu products was deliberately added to increase the protein percentage in raw milk or milk powder, it said.     The statement said the Central Committee of the Communist Party of China and the State Council attached high importance to the issue, urging all-out efforts in treating the affected babies. The patients will be given free medical treatment and the cost will be shouldered by the government.     Meanwhile, the State Council urged a thorough overhaul of the milk powder market, directing the Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) to join other departments to check all the brands of baby formulas circulating in the market, and immediately pull those disqualified products off shelves.     The reason why the Sanlu baby formula was contaminated must be found out as soon as possible, the State Council said, directing the local government and relevant departments to overhaul all the links including the milk powder production, cow raising, raw milk collection and dairy processing.     Based on the findings, the criminals and all those responsible would be severely punished, it said.     Relevant local government and departments should draw lessons from the incident and improve the food safety and quality supervision mechanism to ensure the food safety of the public, it added.     The State Council has directed the provincial government of Hebei, where the Sanlu group is based, to halt production of the group. An investigation team set up by the health ministry and other departments is also in the province to probe into the cause, and the quality watchdog AQSIQ is conducting an all-round overhaul of baby milk powder producers across the country

BEIJING, June 13 (Xinhua) -- A dozen people were killed and millions were affected as rainstorms continued to lash south China over the past two days, local authorities said on Friday.     Torrential rains also destroyed more than 10,000 houses, disrupted traffic and caused landslides in the provinces of Jiangxi, Hunan, Hubei and Anhui, Guangdong, as well as Guangxi Zhuang Autonomous Region.     Precipitation exceeded 300 mm in several counties and 250 mm in more than 20 during the last two days in Guangxi and Hunan.     Five people were killed in landslides and house collapses in Guangxi. More than 1.58 million were affected as of Friday morning. BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.
