SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) — San Diegans have every opportunity to get moving as the new year gets underway.America's Finest City was recently ranked by financial website WalletHub as the ninth most active city in the U.S. The study examined 100 cities around the country, comparing them on metrics including the presence of fitness centers and sports facilities, costs of fitness memberships, trail availability, and share of inactive adults. The metrics were then organized under either "budget and participation" and "sports and outdoors."San Diego ranked first in fitness centers and sports centers per capita, seventh in baseball and softball diamonds per capita, 22nd in basketball hoops per capita, 16th in parkland acres per capita, and 30th in walking. SAN DIEGO (KGTV) - Residents in one San Diego neighborhood have grown increasingly worried over reports of large boulders being left in the streets - in some cases, on top of vehicles.Golden Hill residents have reported the boulders appearing at 19th and Broadway, 26th and Broadway, Date Street, and the Golden Pacific Complex.At times, some of the boulders have been covered with cardboard or blankets."It's way too easy, with the way they're positioned, for someone to jump in their car like they do every day and take off and end up running over a giant boulder," said Benn Bruff.Bruff says a 25-pound boulder was placed in the wheel well of his girlfriend's car. Luckily they spotted it before she drove away. San Diego Police tell 10News the issue is very concerning. They are looking for more information and any description of the person responsible. Police says the person could face vandalism charges or obstruction of a roadway. If a driver were to hit a boulder and get in a serious accident the charges could be more severe. 10News reporter Amanda Brandeis spoke with a resident who knows the damage the rocks can cause first hand on 10News at 6 p.m.Councilman Chris Ward's office issued a statement to 10News, saying they are in contact with San Diego Police Department regarding the issue:"We were made aware of this issue by constituents over the weekend and share the concern for the safety of residents and car owners being impacted by this. SAN DIEGO (KGTV) - San Diego County farmers are finding innovative solutions to problems brought on by climate change."It's getting hotter and drier, and we're in longer, more frequent droughts," says Al Stehly, who manages 15 farms in the North County. "So we have to use the water we do have better."Stehly says water is the biggest concern as temperatures rise."It's just going to get hotter and drier," he says. "So we've got to squeeze everything out of that sponge that we can without depleting the resource."The County Farm Bureau agrees, saying it's up to farmers to get creative when they plant. The farming industry is a .7 billion business in San Diego."We are forced to adapt," says Farm Bureau Executive Director Hannah Gbeh. "Facing global climate change, our farmers come up with the most innovative solutions possible."One solution found in many farms is increasing density in their fields. Stehly has moved some of his trees to just a few feet apart. That lets him water more trees with the same amount of water. It also puts more shade on the ground, which helps control evaporation. He says his grapefruit grove that usually produces 7-800 boxes per acre is now up to 1300 boxes.He's also cutting the trees shorter, which makes harvesting easier. And he's replaced some of his "high-water" crops like avocados with plants that use less water, like grapes and coffee."We have to use as little water as possible and still produce a healthy crop," says Stehly.But the most significant change, says Stehly, has been in technology. He recently added a sensor system to his farms that help him track tree growth, soil moisture, and more.All the information goes into an app, which tells him which areas of the farm need water, and which don't. He says that can help him know what areas to water, when to water and how much water to use."We can skip irrigations. We can skip days," Stehly says. "When you add that up over the course of a year, it's thousands of dollars and hundreds of thousands of gallons of water."The Farm Bureau says the industry can also help solve the climate crisis."The future of ag is the solution to climate change," says Gbeh. "We need to plant more trees. We need to sequester more carbon. Nothing sequesters carbon better than an avocado tree. Here in San Diego, we can be the solution."But, Gbeh says, that can only happen if water costs and regulations are low enough to encourage more planting. 2449

SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today.
