SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

SAN DIEGO (KGTV) -- A 16-year-old was hospitalized Saturday night after being shot at a gas station in Skyline. Police say the shooting happened at an Arco station near South Meadow Brooke and Paradise Valley Road. According to police, the victim and his friends were walking through the parking lot when one of them was shot. Witnesses told police an argument broke out between the victim and three other teens when one of the three boys, who are all under the age of 18, shot the 16-year-old in the stomach before running away. The 16-year-old was taken to the hospital where he is expected to survive. 613

SAN DIEGO (KGTV) - A former employee of the San Diego Metropolitan Transit System is suing the agency for retaliation after he said he stood up for a co-worker.Ivan Augustino moved to the United States from Sudan and still volunteers with projects for his native country. He started working for MTS in 2015.“It was pretty good,” Augustino said.Augustino worked as a Senior Applications Developer.“I am the main guy that deals with the complicated back end computer codes,” Augustino said.In 2017, he said he made a move that changed everything. It started with a co-worker.“One morning, she walked into my office pretty much in tears,” Augustino said.He said that a co-worker confided to him the Chief Information Officer discriminated against her when she asked about a promotion. The lawsuit filed against MTS claims the CIO told Augustino’s co-worker she was “not qualified for the job because of her age, her marriage and family planning status, and her relationship to an active duty military service member.”“The other question she also asked was, how old are you? You seem like you are at an age where you would be having kids,” Augustino said. It was a shocking conversation.“You know, that is wrong,” Augustino said.After his co-worker told him what happened, he first asked advice from another co-worker who then took it to human resources. Augustino said his co-worker did not want to bring the complaint to HR.“The last thing that anyone within the IT department wants is to take an issue to HR because once you report it to HR, there is going to be retaliation,” Augustino said.And that’s what happened, according to the former MTS employee. Initially, he was concerned how MTS investigated the complaint.“I was expecting someone to at least come and talk to me, but no one spoke to me,” Augustino said.He said retaliation began by the CIO and his direct supervisor.“The way they treated me just changed,” Augustino said.He claimed management suggested they would give him recommendations if he found another job. On another occasion, Augustino said they “mocked [his] English as a second language” in an email. On top of that, he said 98 hours of paid time off promised to him for working overtime on a big project was revoked, along with a promised promotion.“Coming from where I come from, I just felt like I did not even know what to do,” Augustino said.Feeling “degraded” and “intimidated”, he submitted a letter of resignation. However, he said he gave management an option.“If you can address this issue and the executive team and bring what I view as retaliation to a stop, I will pull my resignation,” Augustino said. Instead, he said he was fired and walked out of the building by security. His termination came a little over a month after he voiced his concerns about his female co-worker.A spokesperson for MTS told Team 10: “There is absolutely no validity to any of Mr. Augustino’s claims.”When asked if he would defend his co-worker again, Augustino said “absolutely.”Attorneys Zachary Schumacher and Daniel Goularte represent Augustino."This is absolutely a David versus Goliath situation," Schumacher said.Schumacher said fear is why people don't speak up."I like to compare it to battered wives syndrome, where you essentially have this person or in this case this entity who has this major power and balance who is doing all sorts of awful things and figuratively at least, battering its employees and yet they don't leave. They feel this sense of loyalty," Schumacher said. Team 10 was not able to get in touch with his female co-worker, but the lawsuit stated that she has since been moved to a “lonely, quiet corner of the office.” 3684

  

SAN DIEGO (KGTV) -- A 63-year-old man was hospitalized after being stabbed in Sherman Heights Saturday night.The stabbing happened on the 2200 block of Imperial Avenue around 8:30 p.m. Saturday.Authorities say the man was arguing with a 19-year-old when the teen stabbed him in the ribs below his armpit.RELATED: PB man stabbed six times, suspect apprehendedAfter the stabbing, the suspect fled the scene, police say. The teenage suspect is described as a Hispanic man about 5 feet, 8 inches tall, thin and was reportedly wearing a brown jacket and gray hoodie.The victim was taken to the hospital with non-life threatening injuries. 646

  

SAN DIEGO (KGTV) -- A controversial Target store opened its doors Tuesday night in North Park, on University Avenue at the corner of Ray Street. Not everyone was on board when plans for the two-story Target were announced. North Park residents worried about the impact the retailer would have on local businesses and on parking in an already crowded neighborhood. There was also frustration when Target painted over a popular mural that had been on the side of the building for years. San Diego State University professor Dana Kuhn said economically, Target could have a positive impact on the community by creating jobs and boosting businesses nearby. Kuhn said people spending money at Target would inevitably mean they spend money in surrounding businesses. Kuhn also explained that Target will provided goods and services the community needs and that the money spent will stay in North Park. Target says the new store created 60 jobs and many of the employees do live nearby. Target is officially open as of Tuesday night but a grand opening for the community is scheduled for Sunday, March 17. 1106
