(KGTV) - The California Thoroughbred Racing Board postponed a vote on the use of riding crops at their meeting Thursday.The board was scheduled to vote on the issue but decided to move it to the December meeting.Two different versions of the regulation have been proposed.One would allow jockeys to hold a crop during race, but would disqualify the horse if the jockey used the crop to whip the horse during a race.The second version broadens the acceptable use of the crop to include “tapping of the neck” and for use in directing the horse without contact, but would still not permit a jockey to raise the crop to forcefully whip a horse.Del Mar Thoroughbred Club CEO, Joe Harper, said he supports the phaseout of whips.“I’m hopeful we can get to a point where the whip is not used at all,” said Harper. “It’s a horrible visual.” 855

However, Amtrak later posted that all train travel between Oceanside and San Diego will be canceled and a bus bridge will be used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."North County Transit District added that, "The heavy rainstorms over the last 48 hours have caused a washout adjacent to the coastal railroad tracks along the Del Mar Bluffs just south of Coast Boulevard which support COASTER, Amtrak, and BNSF operations. At this time, all trains can safely operate at restricted speeds through the area based on site reviews and inspections conducted by railroad engineers."NCTD also planned bus service starting 6 a.m. Saturday. DELAWARE COUNTY, Ind. -- A substitute bus driver in Lebanon, Indiana was fired last week after the district said she pulled over on the side of the interstate and allowed two strangers onto the bus to scold a child. The incident happened last Wednesday, on I-65 after a student was reportedly making lewd actions toward drivers. A driver then flagged down the bus and the bus driver allowed two people on to scold the student. The two people then got off the bus and back to their vehicles. The Superintendent of Lebanon Community Schools, Dr. Robert Taylor, calls the situation "unacceptable."The bus driver, who has not been named, was immediately fired.Dr. Taylor said she violated every protocol and procedure they have in place. "It's a matter of picking up the radio and instantaneously contacting somebody that could provide help," said Dr. Taylor. "That's exactly what should have been done."The district is working with local police to conduct a full investigation into the situation.   1043

DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent.
