As COVID-19 cases continue to climb across Arizona, so too are the number of people lost to the novel coronavirus. Many Arizonans wonder if the state reopened too soon.From the moment casinos across the state opened their doors, thousands lined up to get through them. Now, the family of an employee at The Lone Butte Gila River Casino says reopening cost their father his life."It feels like a bad dream that I want to wake up from, but I can't," said Shawne Jackson, fighting through tears.Jackson is mourning the loss of her father, Robert Washington Jr. The patriarch of their family and her hero. The pain they feel now has influenced them to take a stand."I don't believe he was comfortable returning to work. He was very concerned," said Jackson.Washington was 68, a diabetic and had just recently beat prostate cancer.In May, when casinos were given the green light to open by Arizona Gov. Doug Ducey, Washington, a security guard for Gila River Casino Lone Butte in Chandler, was called back to work."He was tested prior to going back, and from what I understand, he tested negative," said Jackson.She says her father had a strong work ethic and financially needed to return to work. As someone with preexisting conditions, his family says he was told he could drive a golf cart around the perimeter of the casino and have limited interaction with customers. Still, they say he was posted at the door instead. He was diagnosed with COVID-19 five days later. Symptoms began appearing shortly after. He was hospitalized and later died on June 11.His relatives aren't the only ones to come forward regarding the safety inside Gila River casinos.KNXV has received multiple emails from other employees saying people continue to get sick and managers are keeping others in the dark regarding positive tests.Pointing out a cavalier attitude towards masks by customers, Jackson believes that starts at the top with the governor."They're looking to you to lead by example, and when you tell them that it's okay to not mask up, that's sad, that's a tragedy because you're putting innocent people in harm's way," said Jackson.However, just last Thursday, Gov. Ducey publicly said masks should be worn if social distancing is a problem, but did not mandate the use of them.Gila River instituted several precautions before opening, saying they would only operate at 50% capacity, provide masks and install Plexiglas barriers near slot machines. Jackson says she doesn't believe it's been strenuously enforced. America's Paralyzed Veterans are urging disabled voters to make a plan for Election Day, and to read up on their rights before heading to the polls.Al Kovach has been there. As in, he tried to vote, and couldn't.“About 20 years ago, I went to cast a vote assuming the place would be wheelchair accessible and I was wrong and I was unable to vote, I was basically denied my right to vote,” Kovach said.Fast forward to today, and he says, we're still talking about polling and voting challenges for the disabled. Ever since that experience, he's opted for mail-in ballots. This year, he's urging everyone to plan ahead.“Unfortunately, there’s no ADA police going around and enforcing the law so when it comes to polling stations, if you go to a polling station and you can’t get in, your only recourse is to go to Department of Justice and file a complaint, but that doesn’t help you in that moment to cast your vote," said Kovach.As if it weren't complicated enough, he's reminding everyone to be mindful of the coronavirus. The disabled are medically fragile, he says, and more susceptible to serious implications from the coronavirus.“We are seeing a lot of people calling us with trouble with voting,” Kovach said. “I know in San Diego, we had someone who tried to vote last week and was unable to get inside the polling station and another gentleman in Chicago sat in line in his wheelchair for hours around people not socially distancing or wearing a mask.”The U.S. Government Accountability office sampled 178 polling places in 2016 and found that 60% had accessibility impediments, including steep ramps, lack of signage, and poor parking or paths. Federal law requires that polling places be accessible to all voters.“Election officials need to comply with not only the Help America Vote Act... but also the Americans with Disabilities Act, so it is important to make sure that all Americans are able to vote independently and privately,” said Ben Hovland, chairman of the U.S. Election Assistance Commission, which focuses on election administration and how elections are run around the country.Hovland says elections officials everywhere are scrambling. Most everyone is adapting to COVID-19 restrictions, which has forced significant changes at the local level. He too is asking people to plan.“Record numbers of Americans will be voting by mail this year and vote by mail has some challenges for Americans with disabilities,” Hovland said. “We’ve seen states implement portals that work with assistive technology and we’ve seen ballots that utilize hole punches near the signature lines of the absentee ballot envelope.”“A polling station might focus on wheelchair accessibility but forget the fact that there are people who can’t see or can’t hear and I want to make sure that people with disabilities know you can bring a friend with them to help them cast their vote. That is their right,” Kovach said.Kovach adds there's a checklist on the Paralyzed Veterans of America Website. He recommends people check out what's on that list, and understand what works or won't work for you. An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau. Army officials at Fort Hood confirmed the identity of a soldier who was a suspect in the disappearance of Pfc. Vanessa Guillen who died of a self-inflicted gunshot wound on Wednesday morning during a confrontation with police.Officials with the Army Criminal Investigation Division (CID) confirmed the suspect who died Wednesday morning was Aaron Robinson. They also confirmed a second suspect — the estranged wife of a Fort Hood soldier — is also in custody in the Bell County Jail.CID declined to identify the name of the civilian suspect because it was "not in their jurisdiction."CID officials said Robinson and the civilian suspect are currently the only two suspects connected with the case. Officials said social media reports of a third suspect in the case were "irresponsible."The press conference took place a day after Guillen's family claimed that the missing soldier had reported to them before she disappeared that she had been sexually harassed. While CID said Thursday that an investigation into those allegations remains open, they have not yet found credible evidence of harassment.CID also refuted the family's claim that Robinson had harassed Guillen and that Robinson was Guillen's superior officer.Guillen went missing from Fort Hood on April 22. It wasn't until late June that the Army said it suspected foul play in connection with Guillen's death.Army officials reported earlier this week that human remains were found in connection with the search.
