SPRING VALLEY (KGTV): People who live in the East County say they're fed up with the growing homeless problem around Spring Valley County Park.They say it's gotten worse over the last few months, and many parents are now afraid to bring their children there."They yell and scream, and they’re fighting each other," says Gustavo Galvez. His son, Gustavo, Jr. goes to the preschool at the park. "It’s concerning to have your kids listen to that kind of stuff."The county admits the problem has gotten worse. In a statement to 10News, they outlined steps the Department of Parks and Recreation and the Health and Human Services is taking to solve it.Those include:- Coordinating outreach events to give the homeless assistance and resources.- Increasing lighting around the park, especially near the restrooms.- Increased cleaning of common areas around the parkThe county also says that the Sheriff's Department has stepped up their patrols in the area. There is a Sheriff's Substation across the street, which helps keep and eye on the park.Some parents, though, say it's not enough."I feel bad. I know they need to be somewhere. But I don't think they should be where children are," says Lisa Brown, who brings a group of kids from her daycare to the park. "It's a playground. Kids go here."Concerned parents plan to bring their complaints to the Spring Valley Planning Group board meeting Wednesday night. "But here we are in this time where you have to do what you have to do to keep the doors open."Thorn has been collecting art for 25 years, often buying pieces from artists who hold shows in her gallery. While her shop was closed during the Pademic, she made the difficult decision to go through her warehouse and see what she could sell."I got very emotional, and I almost broke down," Thorn says. "We needed to make some very serious decisions on how we're going to keep the doors open. And it requires a sacrifice to let go of these things."Thorn says her sale offers even non-collectors a once-in-a-lifetime opportunity to purchase an investment piece. She's hopeful she'll sell enough to make ends meet until business picks back up."If you've never bought art before you're gonna get you know the deal of a century," she says.Exclusive Collections gallery is open from noon to 5 pm every day. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. Someone broke into Queen Califia’s Magical Circle located in Kit Carson Park.The sculpture garden features many works of art, including a mosaic maze, totem sculptures, a fountain, and a wall in the form of playful serpents.  The vandals cut the lock to the gate leading into the property. Then they smashed more than 20 custom shaped mirrors in the mosaic maze.  They also damaged two of the totems. The damage was discovered this week.Lech Juretko, of Art Mosaic Inc, helped the artist, Niki de Saint Phalle, create the sculpture garden for the community. He is also the one charged with repairing it.“I cannot really explain it,” Juretko said about the damage, “It’s sad. It’s never happened.”Juretko estimates it will cost ,000 to ,000 to repair the damage. He did not have a timeline for the repairs.The City of Escondido released the following statement to 10News.“The City plans to keep Queen Califia’s Magical Circle open during the regularly scheduled hours, weather permitting. Signage will be posted, and areas that could possibly be sharp from the glass and tile breakage will be blocked off. In addition, we always have a volunteer docent on site at all times while the sculpture garden is open to the public. We are deeply saddened this beautiful space has been vandalized and will restore it to its original condition as safely and quickly as possible.”De Saint Phalle is also known as the creator of the famous Sun God sculpture on the UC San Diego campus. 1529

  

Spain and Portugal faced another exceptionally hot day Saturday as a heat wave that has killed three people in Spain threatened to raise temperatures to record levels.Large areas of Portugal are on red alert for heat, including the capital, Lisbon. Temperatures will reach 45 degrees Celsius (113 degrees Fahrenheit) in parts of the south-central Alentejo region, according to the country's weather agency, IPMA.Forecasters at the UK Met Office have said temperatures in the Iberian Peninsula this weekend "could beat the all-time continental European record of 48C," which is a little over 118 degrees Fahrenheit, before the mercury starts to dip.That record was set in the Greek capital, Athens, in July 1977. The record for Spain is 47.3 Celsius, while for Portugal it's 47.4 Celsius, according to the World Meteorological Organization. 847
