BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting. In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

BEIJING, Nov. 30 (Xinhua) -- Chinese analysts have refuted criticism that China is not acting responsibly enough to address the recent increase in tensions on the Korean Peninsula. It is evident that China is actively making diplomatic efforts to ease the tensions and pushing for contacts and talks among relevant parties, they said, adding that these facts should not be ignored.John McCain, a senior U.S. senator said China "is not behaving as a responsible world power" in dealing with the Korean Peninsula situation. The U.S. House of Representatives Committee on Foreign Affairs and the House Armed Services Committee has called on China to suspend economic and energy assistance to the Democratic People's Republic of Korea (DPRK) to show the DPRK consequences for its "aggression."China on Tuesday called for a resumption of dialogue and negotiations amid rising tensions on the Korean Peninsula.(China does not control the DPRK, and China's actions are made out of a respect for other sovereign states and humanitarian considerations, said Zhu Feng, professor at Peking University's School of International Studies.United Nations Security Council Resolution 1874 adopted in June 2009 made it clear measures imposed by the resolution upon the DPRK "are not intended to have adverse humanitarian consequences for the civilian population of the DPRK.""There is serious misunderstanding and hostility between the DPRK and the Republic of Korea (ROK). The best solution is to make every possible effort to bring the parties to negotiation to maintain peace," Zhu said."Only with more contact and dialogue can we ease the current tensions and find a solution acceptable to all," Zhu added. As tensions grow, China has proposed emergency consultations be held next month between the heads of the delegations to the Six-Party Talks, Wu Dawei, Chinese special representative for the Korean Peninsula affairs, said Sunday. The analysts also called for calm and restraint to maintain and promote peace and stability on the Korean Peninsula. The series of large joint military drills between the ROK and the United States in the Korean Peninsula region is unprecedented, and the show of force may sting the DPRK and heighten tensions, said Tao Wenzhao, a research fellow at the Institute of American Studies at the Chinese Academy of Social Sciences (CASS).The ROK and the United States conducted joint military drills in March, June, August and September in the ROK and in waters off the ROK coast.

GENEVA, Nov. 30 (Xinhua) -- It is time for the Doha Development Round to begin to center around the Chair-led multilateral process and to come up with a revised text, Sun Zhenyu, the Chinese ambassador to the World Trade Organization (WTO), said on Tuesday at a WTO Trade Negotiation Committee meeting."Time is not with us," Sun said, stressing the need to "plan wisely" in the year ahead to seize the window of opportunity in 2011, which is recognized by both G20 and APEC leaders in early November.Sun commended progress generated from the "Cocktail Approach," which is made up of small-group informal discussions and brainstorming among the ambassadors, carried out throughout the last few months. The brainstorming "paves way for possible progress in quite a few areas such as development, rules and dispute settlement," the Chinese ambassador said."But after all, the brainstorming is not and could not replace negotiating sessions," he added, calling for intensified engagements to deliver the revised texts at the earliest time."One of the major achievements of the G20 Summit in Seoul is that leaders reaffirmed their strong commitment to the DDA and directed us as negotiators to engage in across-the-board negotiations to promptly bring the Doha Development Round to a conclusion," the Chinese ambassador said."Across-the-board trade-offs could have a better chance when we have the texts on the table," Sun noted. He also reiterated the stance on honoring the leaders' instructions through "respecting the mandate" and "building on the progress already achieved," in order to achieve a balanced and ambitious outcome. In his speech, Sun gave priority to development as the top outcome of the Doha Round."Above everything, it has to be development-oriented," he said, giving a clear message that China is in favor of addressing the concerns of the Least Developed Countries (LDCs) and Small Vulnerable Economies (SVEs) as a priority.
