LAKE HUGHES (CNS) - A fire burning near the Lake Hughes area was 12% contained but experienced a "flare up" due to extreme heat Friday afternoon after already scorching 11,637 acres, destroying five structures and threatening more over the last three days."There is a bit of a flare up this afternoon, but we don't really have a ton of information of where that is yet because it's going on right now," a U.S. Forest Service official told City News Service late Friday afternoon.Shortly after 5:30 p.m. Friday, additional evacuations were ordered for the Fairmont area east of Lancaster, where residents were told to evacuate from north of Avenue D/Highway 138, south of Avenue A, west of 150th Street West and east of 200th Street West, according to the Los Angeles County Sheriff's Palmdale Station."Fire will continue to grow and threaten the surrounding communities of Lake Hughes, Leona Valley, Lake Elizabeth, Pine Canyon, Quail Lake, Three Points, Historic Ridge Route and Inventoried Roadless Areas, fire officials said during a late-morning update Friday. "Spotting and aggressive fire behavior will continue."Fanning the flames is this weekend's heat wave, with firefighters braced for dangerously hot weather that will make battling the fire more difficult.The focus for crews on Friday was "fire suppression, air operations, evacuations as needed and structure defense operations ... line construction where possible," officials said.No injuries have been reported, but at least five structures have been destroyed and further damage assessments were being conducted.The fire was first reported at about 3:30 p.m. Wednesday near North Lake Hughes Road and Pine Canyon Road in the Angeles National Forest, according to the U. S. Forest Service, which was battling the blaze with Los Angeles County Fire Department crews and assistance from the Los Angeles, Culver City, Beverly Hills, Monterey Park, Long Beach and Santa Monica fire departments."There have been areas of this fire that have not burned in decades, (and) it's in inaccessible terrain, which has added to the complexity of the fire," said Los Angeles County Fire Department Chief Daryl Osby.Although some structures were lost, a number of structures were saved by firefighters, he said."It's going to be a hot, dry summer -- and it's going to be a very, very hot, dry weekend," Osby said.Mandatory evacuations have been in effect for the area east of Ridge Route Road, west of Lake Hughes Road, north of Pine Canyon Road and Lake Hughes Road, and south of state Route 138, said Los Angeles County sheriff's Capt. Ron Shaffer of the Palmdale Station.There are more than 100 structures in the evacuation area, including primary residences and outbuildings, in the communities of Lake Hughes and Pine Canyon, officials said.Evacuation centers were set up for displaced residents at Highland High School in Palmdale and the Castaic Sports Complex."In this evacuation, unfortunately because of COVID protocols, a shelter is not actually established, people will have to stay in their cars," Shaffer said earlier. People staying in their cars at a center are allowed to have small animals with them.Animal boarding was made available at Castaic Animal Care Center, Lancaster Animal Care Center, Palmdale Animal Care Center and the Antelope Valley Fairgrounds, according to the American Red Cross Los Angeles.San Francisquito Canyon Road has been closed from Stater Lane to Spunky Canyon, as well as Three Points Road from State Route 138 to Pine Canyon.A closure order is limiting public access to Cottonwood, Spunky Canyon, and Sawmill-Liebre campgrounds and, a small section of the Pacific Crest Trail for the safety of firefighters, forest officials said.More than 1,500 firefighters, along with three helicopters, five water tenders, and 173 engines, were assigned to the firefighting effort.The cause of the fire remains under investigation. 3923

Laws that seek to limit abortions around the world may not lower the rate of abortions but could make them less safe, according to a new report that illustrates the trend.In countries with the fewest restrictions, only 1% of abortions were the "least safe" kind from 2010 to 2014. That number jumps to 31% in the most restrictive countries, according to the report, released Tuesday by the Guttmacher Institute, a reproductive rights think tank.During the same period, abortions happened roughly as frequently in the most restrictive countries as they did in the least restrictive: 37 versus 34 abortions each year for every 1,000 women aged 15 to 44."Restricting abortion laws does not eliminate the practice of abortion," said Gilda Sedgh, principal research scientist at the Guttmacher Institute and one of the report's authors.Abortion rates have dropped globally over the past 25 years, driven by increased and more effective contraceptive use, Sedgh said. Procedures have also become safer overall, in large part due to the increasing use of medications that are effective in terminating pregnancy, the report said.A study last year by researchers at the Guttmacher Institute and the World Health Organization found that 45% of abortions performed between 2010 and 2014 were considered unsafe, meaning they didn't use both a recommended abortion method and a trained provider.Unsafe abortions can lead to complications, such as heavy bleeding, infection, damage to internal organs or an incomplete abortion, according to the WHO. Complications can sometimes be fatal.Countries that have seen falling abortion rates since the '90s are more likely to be developed countries, which tend to have fewer abortion restrictions and wider access to contraceptives. Abortion rates in developing regions haven't changed much overall.About 42% of women of reproductive age live in countries "where abortion is highly restricted," according to the report, versus 37% who live "where abortion is available without restriction as to reason -- with maximum gestational limits specified in almost all cases."US abortion rates have hit a historic low in recent years, according to another report last year by the institute.However, advocates have warned that increasing restrictions by individual states could delay care and put some women's health at risk."The United States has been adding restrictions on a state-by-state basis at an alarming rate over the last few years," said Dr. Jody Steinauer, director of the Bixby Center for Global Reproductive Health at the University of California, San Francisco. Steinauer, a practicing ob-gyn, was not involved in the new report."The bottom line is that these restrictions ... cause unnecessary harm and delay women in accessing the care they need," Steinauer said.On Monday, Mississippi Gov. Phil Bryant signed a bill that prevents women from getting abortions after 15 weeks of pregnancy. This would have given Mississippi the distinction of having the earliest abortion ban in the country, but a federal judge issued an order Tuesday temporarily blocking it.Research has shown that restrictive laws in places like Ohio, Utah, Wisconsin and Texas did not improve outcomes and in some cases led to more hardships such as delayed abortion care, more side effects and higher costs for women.At the same time, between 2000 and 2017, 28 countries around the world modified their abortion laws, and all but one -- Nicaragua -- broadened access to abortion, the report says. Nepal came the furthest of any country, removing its complete ban on abortion in favor of no restrictions on why someone might seek to terminate their pregnancy.Some countries, Sedgh said, "are moving toward liberalizing abortion laws, making it legal under broader ground.""At the same time, in some countries with liberal abortion laws like the US and some former Soviet countries, ideology is making its way into legislation, and more and more restrictions are being imposed."These restrictive policies are "based on this myth that abortion is a complicated procedure or an unsafe procedure," Steinauer said."In fact, it's just the opposite. LAKESIDE, Calif. (KGTV) - Three dozen scuba divers resumed their search Tuesday for the Canadian girl believed to have drowned in the San Vicente Reservoir.The 12-year-old girl was on a ski boat with six people, including her parents and younger sister, Saturday afternoon when she fell in the water and did not surface.Search teams later found the girl’s damaged life jacket five feet from the boat.RELATED: Search for missing 12-year-old at San Vicente Reservoir continues“The child was at the front of the boat. They were pulling an inflatable behind with the adults. As they come down on speed, the bow of the boat kind of slows and dips, and the child fell overboard,” Sgt. Bryan Brecht of the San Diego Police, Beach Team and Harbor Unit, said. The rescue became a recovery mission hours after the girl disappeared.Although the reservoir is extremely clear, with 20-foot visibility, there are bushes, trees and rocks below the water line, officials said.36 divers from the U.S. Border Patrol, Navy, San Diego Fire Department lifeguards, City of San Diego lake rangers, San Diego Harbor Police and the San Diego Sheriff’s Department were dispatched to the scene Tuesday morning.Crews also have the assistance of technology from the Scripps Institute of Oceanography, City of San Diego Public Utilities Department, and Teledyne SeaBotix.Among the resources are three human remains search dogs on boats with the San Diego Sheriff’s Department.An AMR ambulance crew was placed on standby to assist in any medical emergencies. The Lakeside Fire Department volunteer logistics team also provided support for the search crews.The girl’s identity has not been released. LITTLE ROCK, Ark. (AP) — One in every five state and federal prisoners in the United States has tested positive for the coronavirus, a rate more than four times as high as the general population. In some states, more than half of prisoners have been infected, according to data collected by The Associated Press and The Marshall Project. As the pandemic enters its 10th month — and as the first Americans begin to receive a long-awaited COVID-19 vaccine — at least 275,000 prisoners have been infected and more than 1,700 have died. New cases in prisons this week reached their highest level since testing began in the spring, far outstripping previous peaks in April and August.“That number is a vast undercount,” said Homer Venters, the former chief medical officer at New York’s Rikers Island jail complex.Venters has conducted more than a dozen court-ordered COVID-19 prison inspections around the country. “I still encounter prisons and jails where, when people get sick, not only are they not tested but they don’t receive care.
