SAN DIEGO (KGTV) - The San Diego City Council voted 6-3 Monday on an option for regulating marijuana use in San Diego, now that it is legal.Council members chose between two options. The first would have allowed testing of marijuana and marijuana products in labs in industrial and commercial zones that prohibit residential use.The second option, which passed, will allow testing plus cultivation, distribution and production of marijuana with a permit.  The activities will be allowed in light and heavy industrial zones.San Diego Police Chief Shelley Zimmerman urged the council to enforce option one with the strictest of controls.  The Chief cited the 11 current dispensaries as a public safety concern."We've fielded 273 radio calls from those establishments so far this year, everything from violent robberies to a shooting and those calls will increase," Zimmerman said. 911

SAN DIEGO (KGTV) - The son of a San Diego murder victim made a plea Friday for the public to help find his father’s killer.Salvador Hernandez, 26, was shot and killed February 16, 2008, in Oak Park.He and a woman were sitting in a parked car on Seifert St. near Holy Spirit Catholic Church at 3:30 a.m. when a pickup truck pulled alongside their car and someone inside opened fire.The woman recovered from her bullet wounds but Hernandez died, San Diego Police said.During a news conference outside police headquarters, family and friends, including Hernandez's mother, sister and 12-year-old son Angel spoke about their loss. "Please if anyone has any information, I'm begging you, I never knew him," sobbed Angel, before turning to his grandmother for comfort.  San Diego County Crime Stoppers, 888-580-8477, and the San Diego Police Homicide Unit, 619-531-2293, are requesting public tips with more information to find the killer. SAN DIEGO (KGTV) -- The San Diego Department of Agriculture is warning residents not to open unsolicited packets of seeds some people reported receiving from China.The department says it has taken 58 calls from people reporting receiving the seeds as of Wednesday afternoon and warns anyone who receives a package to not plant the seeds or throw them away. “The main concern with these seeds is that they were mislabeled and went through customs without an inspection. Seed from other countries might have pests or diseases that don’t exist here. The County Department of Agriculture, Weights and Measures is constantly looking for invasive pests which can be weeds, insects, or diseases. They can cause a lot of harm and we work hard to eliminate them.”RELATED: Mysterious seeds sent from China to US mailboxesThe department says unopened seed packets should be dropped off at drop boxes at 151 E. Carmel St, San Marcos 92128 or 9325 Hazard Way, San Diego 92123 address. They will then be sent to the USDA for analysis.Anyone unable to drop off the seeds should call 760-752-4700.Kimberly Pierce-Nolan is just one of the San Diego County residents to receive the seeds. She said she didn't think anything of it when it arrived at her Imperial Beach home a few weeks ago."I said 'I don’t remember ordering and I thought maybe I did, or maybe it was a free gift or something,'" she said.She put the package aside until recently, when posts and warnings about the seeds started circulating. She said she's happy she didn't throw it away or plant them, but is nervous that her name, address and phone number were all on the package.Reports of unidentified seeds from China have been popping up across the country. All 50 states have now issued warnings about the packages. The department believes it is all part of a “brushing” scam used to boost ratings for online vendors. The packaging label ranges from jewelry to "handmade flowers," and the seeds on the inside vary in size and shape.“At this time, we don’t have any evidence indicating this is something other than a ‘brushing scam,’ where people receive unsolicited items from a seller who then posts false customer reviews to boost sales. USDA is currently collecting seed packages from recipients and will test their contents and determine if they contain anything that could be of concern to U.S. agriculture or the environment,” the USDA said.Wang Wenbin, a spokesperson for China's foreign ministry, said at a briefing on Tuesday that the address labels were forged and that China Post has asked USPS to send those packages to China for investigation. 2618

SAN DIEGO (KGTV) -- This past March, as schools shut down and distance learning started, Richard Cowan and his family were one of hundreds who didn't have internet access."We were actually using mobile hot spots or venturing to the library," Cowan said. Then he learned about Connect2Compete, a program through Cox Communications that gave families free internet to start followed by a low cost plan. "We've been able to enhance, and better be prepared for school and a different curriculum that they're requiring now."Cox Communications Vice President of Government and Public Affairs, Chanelle Hawken, said it's just one of the ways they continued to help students stay connected for the fall. "We've put a lot of resources time and energy to connect kids."Cox also partnered with David Harp's Foundation, a music school for low income and at-risk kids. "For them, its even harder in this distance learning environment. They may not be getting the support of family members to help them stay online," Hawken said. They turned the East Village campus into a digital hub with free wifi for underprivilaged students."It's a new world I'll say and we're looking at ways to be creative. Just working one-on-one with school districts to see if they need devices because we have our grant with computers or to see if kids need a connection."They also had Cox wifi hotspots scattered throughout the county for free, at the start of the school year."It's been a community effort where people are chipping in to make sure kids are ready for back to school, I know its so stressful for parents right now," Hawken concluded. 1622

SAN DIEGO (KGTV) -- The Ocean Beach Pier reopened Friday morning after unusually strong storms wreaked havoc on the landmark in January, according to the city. The pier's opening comes just in time for the typically busy Memorial Day Weekend. The pier was closed to the public in January after strong storms caused damage to more than 2,200 feet of guard rail, electric, water and sewer lines. The Ocean Beach pier is the second longest on the West Coast at 1,970 feet. It’s also the longest concrete pier in the world.
