NASHVILLE, Tenn. — The Nashville District Attorney's Office will no longer prosecute those who have been charged for possessing less than half an ounce of marijuana."Marijuana charges do little to promote public health, and even less to promote public safety," District Attorney Glenn Funk said Wednesday in an announcement on the policy change. "Demographic statistics indicate that these charges impact minorities in a disproportionate manner. This policy will eliminate this area of disproportionately in the justice system."View the arrests for marijuana categorized by race here.The DA's office said eliminating minor marijuana charges will lower costs for jail housing, courts and clerk's offices. The resources that would have been used to prosecute those charges will be allocated to supporting victims and prosecuting violent crime.Nashville Mayor John Cooper said in a statement that he supports the change in policy."I support the DA's decision to stop prosecuting minor marijuana offenses in Davidson County. We need to continue working to ensure that people have access to drug treatment and that we are doing everything we can to keep nonviolent young people out of the criminal justice system," Cooper said.Last fall, the Tennessee Bureau of Investigation sent a memo to law enforcement across the state that said testing in marijuana cases would "only be performed on felony amounts of plant material and at the District Attorney's request if needed for trial."While the memo did not decriminalize marijuana, defense attorneys said they would be less likely to pursue prosecution for those caught with small amounts of marijuana.The Nashville People's Budget Coalition — a coalition of civil rights groups in the ciry — reacted to Wednesday's policy update, saying Funk's decision could be a beginning of meaningful change, but they want to see more."While the district attorney is attempting to show good effort, we also want to go further," Erica Perry said. "Can you decriminalize and stop prosecuting sex workers? Can you stop prosecuting any amount of drugs? That is important."Funk's decision prompted State Rep. John Stevens, R-Huntingdon, to call for the DA's resignation."A blanket policy to not enforce the law is dereliction of duty and a subversive act akin to treason," Stevens said in a statement, in part. "The determination that marijuana possession is a 'minor; offense is a policy judgment out of the power and authority of the elected District Attorney. NATIONAL CITY, Calif. (KGTV) — A police pursuit ended in a violent crash Wednesday, after a suspect hit two cars and injured a woman.National City Police said a car was stolen in Chula Vista overnight after the owner left it running. That car was found hours later by a National City school resource officer who detected it nearby on his lowjack system.The resource officer reported the stolen vehicle to police, leading to a brief pursuit with the suspect.The suspect made a sharp turn at Highland Ave. and 6th St., crashing into one car and sending that car into a second vehicle.A woman in the first vehicle that was hit was injured. She was taken to Sharp Chula Vista with unknown injuries.The crash ended right in front of a sign spinner working at the corner."All of a sudden I see they're chasing the car down this corner. He came this way, impacted that truck over there," the witness told 10News. "I was in shock the whole time. My jaw was dropped. I was scared, like, 'oh man I could've died."Police said the suspect was apprehended at the scene. Police added they found possible narcotics in the vehicle and believe the suspect may have threw something out of the vehicle during the chase. 1208

NATIONAL CITY, Calif (KGTV) -- The National City Elementary Teachers Association reached a contract settlement with the National School District Tuesday.Under the settlement, teachers will receive a 2 percent on-schedule increase, retroactive to January 2018.The settlement also makes changes to health and welfare benefits. The district increased its maximum contribution by 0 to go toward medical, dental, vision care and life insurance premiums, bringing the total to ,000 for full time employees.RELATED: National City elementary school teachers vote to approve strike  “We had faith in our productive relationship with the National City Elementary Teachers Association and are pleased to come to this agreement together,” said Superintendent Leighangela Brady. “By using 2018-2019 Local Control and Accountability Plan funding, we are providing a 2 percent on-schedule raise to attract and retain teachers for our exceptional District.”The tentative agreement will now go to members of the association for approval. MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays.
