RAMALLAH, Jan. 15 (Xinhua) -- Visiting Chinese special envoy for the Middle East Sun Bigan called for an immediate halt of military activities in Gaza during his meeting with Palestinian National Authority (PNA) Chairman Mahmoud Abbas in the West Bank city of Ramallah Thursday.     The two discussed the situation in the Gaza Strip, which has been under intensive Israeli attacks for almost three weeks, causing more than 1,000 Palestinians dead and over 4,600 wounded. China calls on all parties concerned to abide by the UN Security Council Resolution 1860, and cease all military actions immediately to avert more casualties.     2. Measures should be taken to ease the humanitarian crisis in Gaza. A stable channel for supply of humanitarian aid including food, medicine and fuel, for Gaza should be open at the earliest time possible, and parties concerned should provide necessary guarantee in this regard.     3. Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue. BEIJING, Dec. 25 (Xinhua) -- The Standing Committee of the National People's Congress, China's top legislature, studied the implementation of the Law on Labor Contract and the Law on Compulsory Education Thursday at a plenary session.     The legislative session was attended by Wu Bangguo, chairman of the NPC National Committee, and presided over by Chen Zhili, vice chairwoman of the NPC Standing Committee. The third plenary session of the sixth session of the 11th Standing Committee of China's National People's Congress(NPC) is held at the Great Hall of the People in Beijing, China, on Dec. 25, 2008. Wu Bangguo, chairman of the Standing Committee of the NPC, attended the session.    Lu Yongxiang, vice chairman of the top legislature, read a report at the session on the practice of the Law on Compulsory Education, which was put into force in 1986 with an overall revision in 2006.     The top legislature checked the implementation of the law in 2007 and 2008, respectively.     Over the past two years, Lu said, the law has entered the stage of an overall popularization throughout the country as it has been fully supported by the state finance and the policy of free compulsory education has been achieved.     But there have been difficulties for the implementation of the law in rural areas, including the lack of funds and quality teachers and the existence of safety problems for school buildings and management in the countryside.     Hua Jianmin, vice chairman of the NPC Standing Committee, made a report on the implementation of the Law on Labor Contract, which went into effect on Jan. 1, 2008. The top legislature checked the practice of the law from mid-September to mid-October, he said.     According to Hua, the implementation of the new law is good in general as the number of labor contracts signed has witnessed a remarkable rise this year and the rights of transient workers from rural areas have been better protected.     However, the practice of the law has met new problems since October, when the impacts of the current global financial crisis spread and the growth of world economy slowed down, he said.     Hua urged that more efforts should be made to publicize the law, so as to better implement it and give greater attention to the protection of laborers' rights.     At the session, the lawmakers also heard reports on the handling of 462proposals and 6,279 pieces of suggestions, comments and criticisms from NPC deputies during the First Session of the Eleventh NPC in March 2008.     Meanwhile, the meeting heard reports on the amendments of the Law on Earthquake Relief and the Patent Law. The NPC Law Committee suggested that the top legislature approve the two amended laws.     It also heard a report on Wu's recent visit to five African nations and the Commission of the African Union.

  

BEIJING, Jan. 24 (Xinhua) -- Chinese President Hu Jintao urged the promotion of stable agricultural and rural economic development and said issues concerning agriculture, countryside and farmers should continue to be the top priority of the Communist Party of China (CPC).     Hu, also General Secretary of the CPC Central Committee, made the remarks during a meeting of the Political Bureau of the CPC Central Committee on Friday. Attendees at the meeting studied the means to promote agricultural modernization with Chinese characteristics.     Maintaining stable agricultural and rural economic development was more important under current circumstance, Hu said.     Agricultural production was the basic support to stimulate economic growth; rural areas had the potential to boost domestic demand; and to improve farmers' living standards was a major task and also a difficult job, he said.     He called for more efforts on three major tasks of agricultural work.     First, greater importance should be laid on ensuring the country's grain security and supplies of major agricultural products.     The country should stick to the most strict system to protect and save farming land as well as stabilize the grain sowing area, Hu said.     He said the government should increase subsidies for agricultural production and continue to raise the minimum state purchasing prices for grain.     In the latest move to protect farmers' interests and boost grain output, the National Development and Reform Commission said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year.     Hu also stressed the quality supervision and monitoring of agricultural products to ensure food safety.     Second, more importance should be attached to promote rural infrastructure construction as well as improve social welfare and living standard of farmers, he said.     He urged increasing capital input in infrastructure construction and rural social welfare and said greater efforts should be made to improve rural education, medical services and poverty alleviation.     Third, an array of measures should be taken to promote the growth of farmers' income and expand the rural market, Hu said.     He urged more efforts to discover new measures and channels to boost farmers' income and improve the commodity circulation network in rural areas.     The program of subsidized home appliance, autos and motorcycles should be promoted, he said.     He also urged quality authorities to make best efforts to protect farmers' interests and avoid fake and shabby products flowing in to rural markets.     Speaking of rural workers employment, Hu said governments should encourage enterprises to be more responsible and employ more rural workers.     The governments could also provide more job opportunities for rural workers by letting them work on the infrastructure projects amid the country's efforts to boost domestic demand, he said.     More support should be given to migrant workers who returned because of employment difficulty in cities and encourage them to start their own businesses, Hu said.     He also suggested Party leaders and governments at all levels should apply the scientific outlook on development to their work to deal with the emerging problems and challenges facing agricultural and rural economic development, and contribute more to promoting rural reform, development and stability.

  

BEIJING, Oct. 20 (Xinhua) -- Chinese President Hu Jintao has urged to implement the responsibility system which was designed 10 years ago for the building of a clean government and improvement of the Communist Party of China's (CPC) work style.     In his instructions for a teleconference held here on Monday to mark the tenth anniversary of the issuance of the responsibility system by the CPC Central Committee and the State Council, Hu, also the General Secretary of the CPC Central Committee, said the responsibility system is fundamental for further pushing forward the building of a clean government, improvement of the Party's work style and the anti-corruption drive.     Hu said that the Party committees and governments at all levels had made remarkable achievements in improving the Party's work style, building a clean government and the anti-corruption drive in the past 10 years, but must be aware of the problems still existing.     He urged Party committees and governments of all levels to study and implement the essence of the 17th Party Congress and make strenuous efforts to gear up the improvement of the Party's work style, the building of a clean government and the anti-corruption drive.     Hu called for seriously carrying out the responsibility system, making substantial efforts to push forward the building of a mechanism for punishing and preventing corruption, further enhancing the ability of resolving the outstanding problems in improving the Party's work style and building a clean government so as to provide a favorable political guarantee for promoting scientific development and social harmony.     In addition to studying Hu's instructions, the participants in the teleconference also shared their experiences on the anti-corruption drive over the past 10 years.     Addressing the teleconference, He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and Secretary of the CPC Central Commission for Discipline Inspection, talked about how to implement the responsibility system by strengthening supervision and check on the implementation of the Party lines and policies so as to ensure the smooth implementation of Party's orders.
