CAIRO, Jan. 23 (Xinhua) -- As part of bilateral efforts to enhance cultural cooperation between the two great civilizations, China, as the Guest of Honor, will participate in the 43rd Cairo International Book Fair in Egypt."An outstanding Chinese delegation will attend the fair to inform the Egyptian people all about Chinese culture," said Chen Dongyun, cultural counsellor of the Chinese Embassy in Egypt.Some 248 publishers, 13 renowned scholars, writers and artists will display about 10,000 books about the achievements made by China in various fields such as politics, economy, science and technology, and culture.The fair, the most important of its kind in the Arab region, will be held on Jan. 29 through Feb. 8 in the Cairo International Conference Center. The annual fair began in 1969.The Chinese hall in the center covers an area of 1,400 square meters, with special areas allocated for a variety of exhibitions about the history of the evolution of Chinese characters, photos reflecting Sino-Egypt friendship and landscape of modern China and intangible cultural heritage.The fair also includes a seminar featuring literature and translation among Chinese and Egyptian writers and artists and a week-long film show in which six Chinese films with Arabic subtitles will be introduced to the audience.Chinese participation reflected the common consensus of the leaders of the two countries to deepen mutual understanding and friendship and will serve to promote the sound and sustainable development of bilateral relations, Chen said.Zhang Jichen, vice president of China National Publications Import and Export (Group) Corporation, which is in charge of the organization of the Chinese activities at the fair, said a cooperation agreement between the General Administration of Press and Publication of China and Egypt's Ministry of Culture.China will also present some 1,000 high-quality books to the National Library and Archives of Egypt and the Alexandria Library.The fair is expected to attract 632 publishers from 29 countries, including 17 in the Middle East. More than two million visitors participate in the fair each year.

BEIJING, Jan. 20 (Xinhua) -- China's Ministry of Land and Resources announced Thursday illegal buildings totaling 14.31 million square meters in floor space were demolished in an effort to crackdown on illegal use of land by local governments and enterprises.In the crackdown, the ministry also took control of buildings totaling 34.15 million square meters in floor space, and retrieved 43,000 mu of land, 37 percent of which is farm land, said Li Jianqin, an official from the ministry who is charge of enforcing laws and regulations on land use.Li said violations of land-use laws and regulations were widespread, especially those by local governments.According to him, a total of 2,582 people involved in such violations were handed over to judicial and disciplinary authorities in 2010, with 239 people prosecuted for criminal offenses.

UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. BEIJING, Jan. 20 (Xinhua) -- China on Thursday announced it had introduced a regulation to better manage state compensation funds. The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.
