ESCONDIDO, Calif. (KGTV) — For Brian Masters, the prospect of owning two vintage John Deere tractors was an easy sell."I’ve always had an interest," Masters said of the tractors. And when his friend recently approached him to buy her two 1932 and 1946 model tractors, he jumped at the chance. After purchasing the tractors in July, he displayed them in his front yard with plans to have them running by this summer. But it wasn't until this month that he was slapped with a code enforcement violation by the City of Escondido."I parked them out there in late July and all of a sudden someone complained about me," Master said. "When I tried to talk to the enforcement officer, he just said they have to be out of public view."The code violation referenced "Sec. 33-96: Prohibited primary uses and structures" of the city code. The ordinance says, "All industrial, commercial and residential uses and structures not listed in this article are prohibited."Masters said he tried to speak with an enforcement officer about taking two weeks to move the machines, but was told he needed to move the tractors immediately — a tight timeline made all the more difficult when Masters believed his antiques were welcomed."At Halloween, we had a line of people posing and taking pictures with them," Masters said. "I don’t know who is complaining ... They were the centerpieces of our yard, it’s a little front yard."Masters said he is in the process of moving the classic tractors to his backyard. But in order to do so, he says he had to hack off a tree stump, modify his fence, and take down a portion of his yard's retaining yard to give the tractors enough room to be moved.10News has reached out to the City of Escondido for possible alternatives or a solution to Masters' violation, and have yet to hear back. 1815

Emma Gonzalez, a student and survivor of the Parkland, Florida, stood on stage at the March for Our Lives for 6 minutes and 20 seconds."Six minutes and about 20 seconds," she said. "In a little over 6 minutes, 17 of our friends were taken from us, 15 were injured and everyone in the Douglas community was forever altered."PHOTOS: Students participate in 'March for our Lives' throughout the country"Everyone who was there understands. Everyone who has been touched by the cold grip of gun violence understands. For us, long, tearful, chaotic hours in the scorching afternoon sun were spent not knowing. No one understood the extent of what had happened." 663

Election season may be over, but two weeks after polls have closed, campaign signs still fill yards and roadways in much of the country. It's not uncommon to see political signs stand for a year after Election Day. And while the placards create plenty of visual litter, what's more concerning is the physical litter they can cause.Judith Enck, the President of Beyond Plastics says candidates need to take responsibility for their political signs."Lots of people who run for office run more than once," she said. "If they were in a two-year term, they're going to need signs in another two years, so they really should go out and collect the signs and store them somewhere and reuse them."Enck also says that because a candidate's campaign is already responsible for putting up the signs, they should also be responsible for taking them down after the election. She adds that most campaign signs aren't recyclable. While most signs used to be made entirely of cardboard, newer signs often now include a plastic coating. The coating protects the ink from sun, rain and snow, but also means candidates can't recycle signs after the election.Enck argues that in most cases, the plastic coating on a cardboard campaign is unnecessary."They pop up like mushrooms in the month of October, so I'm not sure that all that plastic coating is necessary," she said. "I would recommend to just go back to regular cardboard, and then you could actually recycle the signs."Enck adds that the metal posts that hold up campaign signs can be recycled, but they need to be separated from the signs and taken to scrap metal recycling centers. 1628
