A Monroe County woman is facing second-degree murder charges after police say she decapitated her seven-year old son in her Sweden, New York home Thursday night.According to 13 WHAM in Rochester, court documents show Hanane Mouhib, 36, used "a large-bladed kitchen knife to intentionally stab [the boy] in the upper-left area of the back." The victim, Abraham Cardenas, was a first-grade student at Barclay Elementary School in the Brockport School District. Monroe County Sheriff Todd Baxter said several other people, including children, were in the home at the time of the attack. Mouhib graduated from nursing school at the College at Brockport in May 2011.Officials at Rochester Regional Health System told 13 WHAM Mouhib worked as a nurse practitioner at Genesee Mental Health from January 2016 through January 2017.The town of Sweden sits on the western edge of Monroe County, and is bordered on the west by Orleans County and on the south by Genesee County.  1019

A passenger vehicle intentionally hit a security barrier near the White House on Friday, a law enforcement source told CNN, though the Secret Service said the car didn't breach the secure complex that surrounds the executive mansion.The incident prompted a lockdown at the White House, where President Donald Trump had recently completed talks and a news conference with his Australian counterpart.The Secret Service said the driver of the vehicle was female and was immediately apprehended by uniformed officers. A robbery suspect calls himself a modern-day "Robin Hood," but he’s facing charges after thefts from construction sites in Port St. Lucie.Police said Thomas Paul Sauer, 50, was caught on surveillance video stealing appliances from at least two homes under construction.Security video shows a red SUV pulling up to a home in, a passenger getting out of the car, opening the garage door, then the SUV backing into the garage.On Sunday a Port St. Lucie police officer came across the suspect's vehicle, a 2005 Hyundai SUV, parked in a driveway about two-and-a-half miles away from the robbery.On Monday, detectives went to the home where the suspect's vehicle was still parked. While at the home, detectives met with Sauer who lives at the address. Sauer later admitted to taking a 0 washer and dryer from the first house, and an ,800 refrigerator out of a second house.Sauer told police that "he was like Robin Hood." However, it is unclear if Sauer was intending to give the stolen merchandise to the less fortunate like the legendary English outlaw."This affects consumers, builders and city and we're going out make sure that when people buy a house and they're going to move, in all the stuff is in there,” said Port St. Lucie Master Frank Sgt. A plan to raise San Diego's hotel tax to expand the convention center appears to be headed to the March 2020 ballot. The City Council voted 5-4 Monday to formalize its intention to place the tourist tax hike on next year's primary election. The measure, called "Yes! For a better San Diego," would raise the transient occupancy tax by as much as 3.25 percent per night, depending on location. Hotels closest to the heart of the city would see the tax rate increase the most. The revenue would fund a convention center expansion, homeless services and road repair. The council was split on its decision because voters passed Measure L in 2016. Measure L called for citizens initiatives to be placed on November general elections, when turnout is highest. However, the measure gave the City Council the option to move votes to different elections if it sees fit. It is still unclear whether the measure needs a simple majority or two-thirds support. The City Council is expected to formally place the tourist tax increase on the March ballot when it calls for the election in the fall. 1092

A staff member at a Michigan school is on administrative leave after a student says a teacher assaulted him for not standing for the Pledge of Allegiance. According to Brian Chaney, his 11-year old son Stone Chaney was in homeroom class the first week of school when a teacher snatched him out of his seat and forced him to stand for the Pledge. "He said, 'During the Pledge the teacher snatched me out of my chair,'” Brian said. Stone is a sixth grader at East Middle School in Farmington Hills, Michigan. Stone says he’s been sitting for the pledge since second grade when his father explained why he had the choice. His father says there’s never been an issue until now. Stone says the next day, another teacher yelled at him for the same thing, asking him if he had permission to sit during the pledge."For him to be violently snatched out of his chair by a lady and order him to stand and for her to just glare at him, it's wrong, it's a violation of civil rights," Chaney said.Farmington Public Schools Superintendent George Heitsch says they’re investigating the allegations.“We respect the rights of any individual to make personal choices around issues of faith and beliefs.
