SAN DIEGO (KGTV) - Hillcrest will soon be home to San Diego’s first rainbow crosswalk to represent the community’s role in LGBTQ+ history. The rainbow crosswalk, similar to those in cities like San Francisco and Seattle, will be located at Normal Street and University Avenue. “The installation of a rainbow crosswalk has been a long-standing goal of the San Diego LGBTQ+ community. Hillcrest deserves a visual representation of the LGBTQ+ movement and its goals of visibility, acceptance and inclusion,” said Councilmember Chris Ward’s office. A celebratory event called “Catwalk on the Crosswalk” will take place Jan. 11 at 1 p.m. The San Diego Gay Men’s Chorus and Women’s Chorus will perform and cupcakes will be provided by Babycakes. Following the event, a reception will be held at Hillcrest Brewing Company. Councilmember Ward, Senate President pro Tempore Toni G. Atkins, Assemblymember Todd Gloria, Mayor Kevin Faulconer, Council President Georgette Gómez, Councilmember Jennifer Campbell and Supervisor Nathan Fletcher are set to attend. 1056

SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) – Hate crime charges were filed against two men accused of assaulting a Black journalist who was covering a peaceful Black Lives Matter protest in Imperial Beach in June.The San Diego County District Attorney’s Office announced felony assault and battery charges, and hate crime allegations, were filed against 38-year-old Jeffrey Brooks and 32-year-old Henry Brooks Jr. in connection with the June 7 incident at a beach near Veterans Park.Warrants have been issued for the arrest of the two men.RELATED: Man says he was sucker punched at Imperial Beach protestThe DA’s Office alleged Brooks and Brooks Jr. were at the peaceful march in Imperial Beach when they began “verbally and physically antagonizing the protesters.”At one point, Brooks Jr. allegedly threw eggs at a group of protesters.“While recording the scene, the victim was sucker punched in the head by Jeffrey Brooks, causing him to fall backwards and hit his head on the ground,” the DA’s Office said in a news release.If convicted of all charges, Brooks faces three years in custody; Brooks Jr. faces six years.District Attorney Summer Stephan said, “Protecting our community from hate crimes is a priority for my office because hate erodes our right to equality and fairness, and it leaves an impact on the victim and everyone who shares the victim’s race. We will not tolerate the intimidation or violent interference with protesters or a journalist who are exercising their First Amendment rights.” 1492
